GENTEXT/REMARKS/1.  Purpose.  Deputy Commandant, Combat Development and Integration (DC CDI) will convene a Supporting Establishment (SE) / Command Element (CE) Headquarters Review Group ISO the Marine Corps Force 2025 review, IOT ensure that the force is balanced in its warfighting capability and that the enterprise is postured to support it.
2.  Execution
2.a.  The review will consist of a working group of Col / GS-15 members. Each working group member is allowed to bring one subject matter expert (SME); no contractors will be permitted.  Working group members and supporting members are requested to serve for the duration of the review.  The Director of Capabilities Development Directorate (CDD) will chair the review supported by an Executive Steering Group (ESG).  The Executive Steering Group (ESG) for this review will be comprised of members of the MCF 2025 General Officer OPT from Phase I.  The ESG will hold regular meetings (conducted via SVTC) to review options, provide guidance, and approve recommendations via DC CDI for consideration by the Commandant.
2.b.  All presentations and information for working group members and supporting members will be hung on a dedicated SharePoint site. Members will be provided access to this site immediately upon being identified.  
2.c.  Each primary representative will be assigned UICs (which will be hung on the SharePoint site), and will be required to conduct a detailed structure review.  Active component, civilian, and contractor manpower will be reviewed with the goal of identifying efficiencies.  
2.c.1.  Utilizing the UIC spreadsheets, identify a minimum 5 percent Active Component manpower reduction, by UIC, by billet and upload to the SharePoint NLT 30 August 2016.
2.c.2.  Identify risk associated with 5 percent reduction in terms of organization mission, functions, or tasks (MFT) that may be degraded as a result of the reduction in the appropriate format hung on the SharePoint site.  Ensure risk assessment includes comparison against MFT contained in current approved mission statement, as well as an assessment of new or expanded missions that could result from the proposed future force COA found in the Marine Corps Force 2025 CMC approved COA, and upload to the SharePoint NLT 0800, 30 August 2016.
3.  Request the following organizations provide Col / GS-15 representatives and one supporting member to serve as members for the Marine Corps Force 2025 SE / CE HQ review:
3.a.  Director of Marine Corps Staff (DMCS), each Deputy Commandant, ADC IW, MCICOM, Dir Int, Dir C4, CG TECOM, MARCORSYSCOM
3.b.  COMARFORCOM; MARFOREUR; MARFORAF; MARFORSOUTH; MARFORSOC; MARFORNORTH; MARFORCYBER; MARFORSTRAT; MARFORPAC; MARFORK; MARFORCENT; MARFORRES      
3.c.  NLT 29 Jul 2016, working group members and supporting members are required to be identified to the POCs in this message. 
4.  Admin and Logistics
4.a.  Date / location.  The Marine Corps Force 2025 SE/CE HQ review will convene 0800, 8 Sep 2016 in Bldg 3255, Marine Corps Warfighting Lab (Newlin Hall), MCB Quantico, VA 22134.  The scheduled completion date is 6 October 2016.  Both 7 September 2016 and 7 October 2016 are travel days.  Orders are non-reporting.  Executive Steering Group IPRs will be conducted virtually. 
4.b.  Funding.  The parent command will be responsible for their own funding.
4.c.  Billeting and transportation.  Addressees are requested to make their own billeting and transportation arrangements.  Billeting information:  BOQ Liversedge Hall (703) 784-3148/9, Crossroads Inn (800) 965-9511, Quality Inn Dumfries (703) 221-1141, Days Inn (540) 659-0022, Hampton Inn (703) 441-9900, Sleep Inn (703) 455-0900.
4.d.  A limited number of Ethernet drops will be available for those bringing government issued laptops.
4.e.  Working group fee.  None.
4.f.  Access to Newlin Hall.  Members’ names, Electronic Data Interchange Personal Identifier (EDIPI), and Date of Birth (DOB) will be provided to MCWL Futures Directorate for access to the building upon confirmation of members.  Members will receive a MCWL visitor badge for use throughout the review on the first day.  POC for visitor access at Newlin Hall is Mr. Michael Villalva, MCWL Futures Directorate Administrative Director, at email:  michael.villalva(at)usmc.mil or comm: (703) 432-0981.
4.g.  Information regarding Force 2025 Supporting Establishment / Command Element Headquarters Review discussions will be protected through non-disclosure agreements (NDA).
4.h.  Electronic devices capable of storing or transmitting data, such as cellular phones, BlackBerry devices, personal computers, and personal digital assistants, will not be allowed in the classified area of Newlin Hall.
4.i.  Uniform
4.i.1.  Military:  Desert MARPAT Utility, Service Charlies (Fridays).
4.i.2. Civilian:  Business Casual.
5.  Amplifying details will be provided via SEPCOR to POCs identified.
6.  This MARADMIN is applicable to the Marine Corps Total Force.
