GENTEXT/REMARKS/1. Purpose. IAW the refs, Deputy Commandant, Combat Development and Integration will convene a working group (WG) to develop Mission Statements, METS/METLs and Tables of Equipment (T/E) for the new Marine Corps Force 2025 as part of phase II of the CMC Force 2025 review. 2. Policies
2.a. The WG will consist primarily of Maj-LtCol (or GS equivalent) members from each responsible Advocate. Each primary WG member is allowed to bring an additional SME. WG members are required to serve for the duration of the WG, substitutions are not authorized. Request reps attending the workshop be knowledgeable of unit
functions and must be sufficiently senior, experienced, and empowered to speak for their organization.
2.b. The WG will convene in-person on 8 September 2016.
2.b.1. In order to provide sufficient preparatory time for analysis, 22 Jul – 7 Sep 2016 will be used by Advocates to conduct internal staff reviews of their Mission Statements, revise/ develop METs/METLs and T/Es prior to the convening of the WG. During this period, WG members will work within available data systems/tools to “pull” their existing advocate approved mission statements, current operational readiness reportable core METs/METLs and T/Es. Advocates are required to bring drafts of each to the WG that convenes on 8 September.
2.b.2. Mission Statements and T/Es can be found within TFSMS at:https:(slant)(slant)tfsms.mccdc.usmc.mil/portal/page/portal/tfsms/ welcome and unit METS/METLs can be found in the USMC service database task master on MCTIMS website: https:(slant)(slant) mctims.usmc.mil/tnrmanual/taskmaster/pages/home.aspx. T/Es, METs/METLs training events and output standards are required to be aligned to mission statements.
3. The in-person working group will be conducted in three phases: 3.a. Phase 1 will occur from 8-19 September whereas members will work with TFSD MAGTF Branch Heads to review their draft Mission Statements. WG members will work with their advocates to have a formal mission statement endorsed/routed via TFSD and CDD to DC CDI for final approval NLT COB 19 September.
3.b. Phase 2 will occur from 20-27 September whereas members will utilize their advocate’s endorsed mission statement to review/update current unit METs/METLs, or provide recommended new Marine Corps Tasks (MCTs) for use as a future MET.3.c. Phase 3 will occur from 28 September – 6 Octber whereas members will review and adjudicate their developed T/Es.
4. Taskings
4.a. The following organizations will provide a Maj-LtCol (or GS equivalent) to serve as members for the WG. Working group members may bring one subject matter expert.

5. Admin and logistics
5.a. Date / location. The WG will convene 0800, 8 September 2016 in conference room 242B, General Raymond Davis building, MCB Quantico, VA 22134. The scheduled completion date is 6 October 2016. Both 7 September 2016 and 7 October 2016 are travel days. Orders are non-reporting.
5.b. Funding. The parent commands will be responsible for their own funding.
5.c. Billeting and transportation. Addressees are requested to make their own billeting and transportation arrangements. 5.d. A limited number of Ethernet drops will be available for those bringing laptop computers.
5.e. Working group fee. None. 5.f. JPAS requests. In compliance with Raymond g. Davis building requirements, all attendees are requested to forward a visitor request via JPAS to SMO code: M30000. 5.g. Electronic devices capable of storing or transmitting data, such as cellular phones, BlackBerry devices, personal computers, and personal digital assistants, will not be allowed in the Raymond C. Davis Center.
5.h. Information regarding this effort will be protected through non-disclosure agreements (NDA).
5.i. Uniform
5.i.1. Military: Desert MARPAT utility and Service Charlie uniform (Fridays).
5.i.2. Civilian: Business casual.
6. If necessary, amplifying details will be provided via SEPCOR.
7. This MARADMIN is applicable to the Marine Corps Total Force.
