GENTEXT/REMARKS/1.  Per the reference, the purpose of this MARADMIN is to solicit applicants for the FY17-01 Mass Panel, Key Leadership Positions (KLPs) and Critical Acquisition Positions (CAPs).  KLPs are senior acquisition positions that require special ASN(RD&A) and USD(AT&L) attention with regard to qualifications and accountability.  CAPS are senior acquisition positions with significant responsibility, primarily involving supervisory or management duties, in acquisition systems.  Among the requirements for KLP and CAP billets are Defense Acquisition Corps (DAC) membership, Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in the Program Management career field and a current Continuous Learning (CL) certificate as documented via the Navy eDACM transcript.  The MASS Panel implements the process identified in the reference and complies with all statutory and regulatory requirements.  The DON Director, Acquisition Career Management (DACM) provides oversight into the process.
2.  Marines assigned to Portfolio Manager (PfM) KLPs have a significant level of responsibility;  they are responsible for allocation of resources in accordance with execution priorities to produce MATGF aligned and integrated products, they exercise programmatic authority to directly supervise the management of assigned programs while maintaining oversight of cost, schedule, and performance, they serve as the Milestone Decision Authority (MDA) for ACAT IVs and AAPs as delegated, and they are accountable for timely and forthright reports for all matters pertaining to acquisition per SECNAVINST 5400.15C.  By aligning the acquisition of MAGTF products to the corresponding MAGTF element at MCSC, we consolidate and unify the resources (people, dollars, priorities, and efforts) for each MAGTF element, instantly identifying our products and efforts to the Marine Operating Forces.  MAGTF \ alignment also facilitates significant strategic opportunities, to include:  understanding and ensuring compliance with the Advocates’ vision for that MAGTF element and synchronizing with and closely monitoring the requirements and resources programmed to meet the applicable MAGTF element portfolio’s Capability Portfolio Manager (CPM) at the Capabilities Development Directorate (CD, CDI).  The following four KLP PfM positions require a signed three-year tenure agreement and are open to qualified O6 or O6 (Select) Marine Acquisition Officers - Ground (MOS 8061) and Aviation (MOS 8059) (read in three columns):

Applicants for PfM CES must be able to obtain and maintain a TS/SCI clearance.
3.  Individuals assigned to Deputy Portfolio Manager (DPfM) KLPs have a significant level of responsibility; they share responsibility for and participate in a coordinating capacity with the PfM in planning, directing, and providing supervisory oversight and leadership over a portfolio of programs encompassing the entire range of the system acquisition life cycle.  The DPfM requires extensive knowledge of and experience with program/project management, and the statutes, regulations, and policies governing weapons systems acquisition.  The following four DPfM positions require a signed three-year tenure agreement and are open to qualified MCSC civilian acquisition personnel at the senior NH-IV/GS-15 or equivalent pay band level as a lateral reassignment (read in three columns):

5.  The FY17-01 MASS O6 Panel will consist of senior military and civilian acquisition professionals including General Officers and Senior Executive Service members from DON Headquarters Marine Corps Stakeholder organizations as appropriate.  The above selections may force an out of cycle (before Spring 2017) MASS Panel if selectees create a critical must-fill situation. Out of cycle vacancies will be advertised via official solicitation.
6.  Applications are due at 1200 EDT on 29 Aug 2016.  Qualified Marines and MCSC civilians may obtain official solicitation from the message POC.
7.  MCSC, as the Executive Agent for Acquisition Training and Education, will verify all acquisition certifications, workforce experience, and academic qualifications prior to the panel.
8.  This MARADMIN is not applicable to the Marine Corps Reserve.
