1.  Reference (A) outlines the professional military education (PME) requirements for all enlisted Marines.  Additionally, the President, Marine Corps University (MCU) is responsible for the development, implementation, and monitoring of resident PME courses for all enlisted Marines.  Course dates are established throughout the fiscal year (FY) in order to allow Commanders the opportunity to accommodate their units training cycle, while affording their enlisted Marines the opportunity to increase their professional development and proficiency.
2.  Reference (B) specifies that PME is an integral part of every Marines professional military development.  Additionally, reference (C) makes attendance at the resident Sergeants, Career, and Advanced Courses requirements for promotion to the next rank.  To maintain a level of military excellence, Sergeants, Staff Sergeants, and Gunnery Sergeants must focus on the importance of and actively participate in PME.  Participation in and completion of PME for their grade enhances Marines qualifications and competitiveness for promotion.  Additionally, it is highly recommended that Marines attend resident PME as soon as practical after being promoted to a new grade.  This ensures the Marine will be in the best position to use the newly gained knowledge and skills in their present rank.
3.  MCU announces the FY17 reserve class dates for the Staff Noncommissioned Officer Academies (SNCOA) as follows:

4.  Coordinating instructions.
4.A.  Reference (D) is the command screening checklist.  Previous editions/locally produced forms are obsolete and will not be acceptable for use for those Marines desiring to attend a resident SNCOA course of instruction.
4.B.  Course prerequisites.  Per reference (B), the following course prerequisites apply:
4.B.1.  Advanced Course.  Must be a Gunnery Sergeant selectee and must have completed the MarineNet Advanced Course EPME7000AA or MCI 8200 (MCI must be completed prior to 30 Jun 12).  The requirement in reference (E) to attend the resident course within one year from the completion of the distance education program is no longer valid.
4.B.2.  Career Course.  Must be a Staff Sergeant Selectee and must have completed the MarineNet Career Course EPME6000AA or MCI 8100 (MCI must be completed prior to 1 Jul 14).
4.B.3.  Sergeants Course.  Must be a Sergeant and must have completed the MarineNet Sergeants Course EPME5000AA.  The Sergeants Course MCI (MCI 8010) no longer meets the eligibility requirements for attendance at the resident Sergeants Course.
4.B.4.  All nominees, regardless of course attending, must be in a full duty status, meet prerequisites in accordance with (IAW) NAVMC 11580 (Command Screening Checklist), and possess all required uniforms.
5.  Nominee Screening.  Commanders/Inspector-Instructors (I-I) must ensure use of NAVMC 11580 as the sole source command screening checklist.  Strict adherence to course prerequisites is mandatory and Will be enforced by the SNCOA.
5.A.  The required NAVMC 11580 is available from the Enlisted Professional Military Education (EPME) website at https:(slash)(slash)www.mcu.usmc.mil(slash)epme.  Any other form received will be rejected.
5.B.  Medical certification of ability to participate in a progressive physical training program must be signed by an Independent Duty Corpsman, or accredited physical health care provider within 120 days of the course report date.  Medical certification cannot be delegated to a Corpsman (MOS 8404).
5.C.  Commanders/I-Is must review all packages and sign the command screening checklist within 90 days of the course report date.  Checklists signed by individuals other than the Commander/I-I will be rejected and result in the Marines return home.  Commanders/I-Is who fail to properly complete the command screening checklist and send unqualified Marines will be notified in a letter of noncompliance via the chain of command.
5.D.  Recertification of height/weight and physical fitness test (PFT) must be conducted within 45 days prior to the Marines reporting to the SNCOA.  Recertification will be signed off by the Company S-3.
6.  Submission procedures.  Each Marine Sealift Command (MSC) G-3 will register nominees in MCTIMS NLT 30 days prior to the class report date.  Units will submit a copy of completed NAVMC 11580 by fax or scan/email via MSC chain of command to appropriate MSC G-3 after recertification has been completed.  Incomplete and/or late submissions will be returned without action.
7.  Exclusions.  Those not authorized to attend any reserve PME course under any circumstance are follows:
7.A.  Active component/Active Reserve Marines.
7.B.  Reserve component Marines on partial mobilization orders.  Per reference (F), mobilized Marines are authorized to attend PME schools that are up to 15 days in duration.
8.  Travel.  Per reference (G), a Marine should travel as directly as possible from personal mailing address (PMA)/place from which ordered to active duty (PLEAD) to TAD site to avoid unnecessary travel expense.  Travel other than by a usually traveled route must be justified.
8.A.  If PMA/PLEAD is not within local commuting radius of an individuals Reserve Training Center (RTC), privately owned vehicle (POV) travel to RTC to pick up orders and reporting documents on start date may not be reimbursable.  Only exception is if most cost-effective departure airport is within vicinity of RTC.
8.B.  POV travel is authorized if PMA/PLEAD is less than a 400-mile one-way drive to the academy IAW Defense Table of Official Distances (DTOD) and deemed advantageous to government however, in-and-around mileage Will not be authorized.
8.C.  Early arrivals prior to report date are not permitted unless specifically coordinated with MFR G-3.  All unauthorized early arrivals will be required to obtain lodging at the Marines expense.  All personal and lodging expenses incurred during this unauthorized period will be the sole responsibility of the individual Marine and will not be reimbursed.
8.D.  All departures must be scheduled after 1400 local time on graduation day.
8.E.  Rental cars are not authorized under any circumstances.
8.F.  Travel to SNCOA Camp Pendleton.
8.F.1.  All Marines arriving by commercial air must fly into San Diego International Airport.  Units will ensure all flights are scheduled to arrive between 0900-1600 Pacific Daylight Time on report date.
8.F.2.  Transportation will only be coordinated/provided from the San Diego International Airport (SAN) to MCB Camp Pendleton.
8.F.3.  Once Marines arrive at San Diego International Airport (SAN), they will be met by a Marine liaison at the United Services Organization (USO) located in Terminal 2.  For Marines who arrive at terminals other than Terminal 2, shuttle service is available to Terminal 2.  Marines will be required to have luggage and gear curbside at Terminal 2 for further transportation.
8.G.  Travel to SNCOA Quantico.
8.G.1.  All Marines arriving by commercial air must fly into Washington Reagan/National Airport (DCA) in Washington, District of Columbia.  Units will ensure all flights are scheduled to arrive between 0900-1600 Eastern Daylight Time on report date.
8.G.2.  Transportation will only be coordinated/provided from the Washington Reagan/National Airport (DCA) to MCB Quantico.
8.G.3.  Once Marines arrive at Washington Reagan/National Airport(DCA), they will be met by a Marine liaison at the USO located on the second deck of Terminal A.  For Marines who arrive at terminals other than Terminal A, an airport shuttle service is available to Terminal A.  Marines will be required to have luggage and gear curbside at terminal A for further transportation.
9.  Orders and funding.  PME remains a priority and responsibility of MFR G-3.  School orders will be used and routed through MFR G-3.  Annual training orders will not be used for PME.
9.A.  Marines serving on Active Duty Operational Support (ADOS) orders will be unit funded.  To avoid use of unit funding, per reference (I), it is recommended that Marines on ADOS orders have their short tour terminated and utilize previously identified funding sources.  ADOS can resume upon completion of the course.
9.B.  Per diem. 
9.B.1.  Government quarters will be provided at no cost.
9.B.2.  Government messing will be available at cost per the applicable government meal rate (GMR).  Use the following link to determine the exact GMR cost for the course dates:  http:(slash)(slash)www.defensetravel.dod.mil(slash)site(slash)faqmeal3.cfm.
9.C.  Marine Reserve Order Writing System (MROWS) orders will be routed to MFR G-3 and must be received by the fund approvers NLT 14 business days prior to the course report date.

9.C.4.  Those Marines traveling from Hawaii or Alaska are authorized two days travel when warranted.
9.C.5.  Use of the appropriate funding source PID is required.
9.C.5.A.  SMCR Students funding source, PID CDT.
9.C.5.B.  IMA Students funding source, PID IMA.
9.C.5.C.  IRR Students funding source, PID IRR.
9.C.6.  To aid in coordinating airport terminal pickup on course report date, units must ensure that orders contain the travel port reservation code number provided by Ravenel Travel.
9.C.7.  Modifications to templates are only authorized for mode of travel (i.e. POV vice commercial air), component funding source, and government charge card holder, if applicable.  No other modifications are authorized without approval of MFR G-3.  Other modifications will result in disapproval of funding.
9.D.  In progress payment.  Ensure an in progress payment diary entry TTC 800 000 COMPL ACDTRUA TO TYPE flag is run on the fifth day of active duty and a final payment will be paid upon completion of the final travel claim and active duty period.
9.E.  It is highly recommended that Marines residing outside local commuting radius of RTC be issued orders/reporting documents during drill period preceding course start date.  If unit is unable to do so, original orders should be mailed to Marines PMA/PLEAD NLT seven days prior to course start date.  Per reference (I), par. 2007 and table 2-1, as an alternative, units may mail all required reporting documents to Director, SNCOA, NLT seven days prior to course start date.  See par. 13 for address.
10.  Reporting procedures.  Students will report in the Service A uniform with a copy of their signed NAVMC 11580, signed original orders, and a copy of the appropriate distance education program certificate or printout of MCTFS education record that shows completion of appropriate distance education program.
10.A.  Marines authorized travel by POV will report to the SNCOA NLT 1700 local time on the course report date.
10.B.  Marines unable to report NLT 1700 local time due to weather or other extenuating circumstances must contact the SNCOA S-1 office NLT 1500 local time for instructions.
11.  Student information.  Students are encouraged to review the EPME website at https:(slash)(slash)www.mcu.usmc.mil(slash)epme for course overview, general information, NAVMC 11580 Command Screening checklist, and minimum uniform and gear requirements.
