GENTEXT/REMARKS/1. Background. The Regional, Culture, and Language Familiarization (RCLF) Program is the Marine Corps career long distance learning program for developing a Language, Regional Expertise, and Culture capability in the general purpose force.The RCLF Program was established by reference A, further supported by references B and C, with administrative requirements as outlined in references D, E, and F.
2.  Curriculum Update.
2.A.  The Officer Block 2 (OB2) and Enlisted Block 3 (EB3) curriculum have been updated and will be activated on MarineNet on 30 September 2016.  Marines currently enrolled in any regions OB2 or EB3 curriculum should receive an automated notice via email from MarineNet and will have until 30 September 2016 to finish the old curriculum before being automatically disenrolled. Alternatively, Marines may individually disenroll from the old curriculum to reenroll in the updated curriculum. Partial completion of the old OB2 or EB3 curriculum will not be transferred towards completing the new curriculum.  Marines who already completed the old version of the OB2 or EB3 RCLF curriculum will still be considered as RCLF complete in grade without having to complete the newly updated curriculum, though will have the option to access the updated materials if they so choose.
2.B.  The updated curriculum has a different format with downloadable files: a read me document with guiding questions to aid study, an Operational Culture General reading, and regional readings in PDF, ePub, and Mobi formats.  There is also a short,computer based training called Reading the Cultural Landscape.
2.C.  Student Assessments: The updated OB2 and EB3 curricula have three separate sub-tests.  The first covers Operational Culture General and reading the Cultural Landscape, the second with questions covering chapters 1 through 5 of the regional reading, and the third coveringchapters 6 and 7 of the regional reading.
2.D.  End of Course Evaluation: Completing a course survey is required before MarineNet will note the course as complete in the Marine Corps Total Force System and the Basic Information Record (BIR).
3.  Assignments.  An individual Marines RCLF assignment code can be found in MOL on the BIR under Service Information.  Marines who are responsible for completing RCLF courseware but do not have a RCLF region assigned should contact the POC to request regional assignment.  Marines who wish to request consideration for a change of regional assignment should do so by submitting a RCLF Region Change Request form, found on the Center for Advanced Operational Culture Learning (CAOCL) public website at HTTPS(COLON)(DOUBLEBACKSLASH) WWw.MCU.USMC.MIL/CAOCL/SITEPAGES/RCLF.ASPX, to CAOCLADMIN(AT)USMC.MIL.
