AND MCU(UNDERSCORE)SEPME(AT)USMC.MIL GENTEXT/REMARKS/1.  Historically, professional development for enlisted Marines in the grade of E-8 has been limited to seminars and self-study.  The 32nd Commandant of the Marine Corps (CMC), along with the 16th Sergeant Major of the Marine Corps, directed the development of a Professional Military Education (PME) course targeted to further the study of the art of war for these Marines.  To meet the CMCs intent, Marine Corps University (MCU) has developed a course designed to enhance the critical thinking and adaptability skills necessary to function at the operational and strategic levels of war.  The Senior Enlisted Academy conducts an intense five-week curriculum focused on the following core areas:  Leadership and Professional Ethics, Communication Studies, Warfighting, and Joint Operations.
2.  Mission.  The Director, Senior Enlisted Academy, will conduct the Senior Enlisted PME Course at Quantico, Virgina.  Dates for FY17 courses are:

3. Execution.
3.A.  Allocations for each course are as follows:

3.B.  Major commands not listed above may nominate students by submitting an email via the appropriate chain of command to the Director, Senior Enlisted Academy.  Non-allocated nominations are accepted based on availability of seats.
3.C.  Major Subordinate Commands (MSCs) may nominate Marines in the grade of E-8 to attend the course in accordance with the above allocations.  Due to limited school seats, nominees must be submitted through the Marines chain of command to the respective MARFOR Sergeant Major.  MARFOR Sergeants Major shall screen their applicants and select the most qualified Marines to attend in accordance with the course prerequisites prior to their registration in Marine Corps Training Information Management System (MCTIMS).  Any allocations that are not utilized by the submission deadline will be redistributed by the Academy Director.  Any changes of registered students after the registration deadline will be communicated to the Director before a replacement is made in MCTIMS.
3.D.  Course prerequisites.
3.D.1.  Nominees must have completed either the Senior Enlisted Joint PME (SEJPME) Distance Learning Course provided by the Joint Forces Staff College or the new SEJPME II.  The original SEJPME course is no longer offered.  The new SEJPME II is accessed at https:(double slash)jkodirect.jten.mil(slash).  Starting in FY18, only the new SEJPME II will be accepted.
3.D.2.  Nominated First Sergeants must have completed Resident First Sergeants Course and the First Sergeant/Master Sergeant Regional Seminar.  Master Sergeants must have completed First Sergeant/Master Sergeant Regional Seminar.  The respective course completion codes must be reflected within MCTFS.
3.D.3.  An active secret clearance, validated in the Joint Personnel Adjudication System and "owned" by the Marines parent command is required.  Marines who do not possess an active security clearance will not be accepted into the course.
3.D.5.  Must be in compliance with height/Weight/physical fitness test/combat fitness test standards.
3.D.6.  Sergeants Major and Master Gunnery Sergeants (including those that have been selected for promotion to either) are no longer eligible for nomination.  Also, no E-8 that has been twice passed for promotion to E-9 will be considered eligible for nomination.
4.  Administration and Logistics.
4.A.  The following information must be submitted through the units MARFOR G-3 for registration into MCTIMS:

4.A.4.  Rank and date of rank.
4.A.5.  End of current contract.
4.B.  Forward required nominee information, identified above, to the appropriate email account, digitally signed and encrypted: MARFORPAC submit to smb.marforpac.formal(at)usmc.mil; MARFORCOM submit to omb.marforcom.formal(at)usmc.mil; MARFORRES assigned personnel submit to MARFORRES G3 training at mfrg3training(at)usmc.mil; MARSOC submit to sidney.gruber(at)socom.mil; MCCDC submit to mcu_sepme(at)usmc.mil and MCICOM submit to kenneth.conover.ctr(at)usmc.mil.
4.C.  All nominations must be received by the director no later than 60 days prior to the course convening date.
4.D.  Students registered in MCTIMS who cannot attend a scheduled course must have their registration cancelled within MCTIMS. Cancelling a student registration is the units responsibility and shall be coordinated with the respective MARFOR representative.
4.E.  Appropriation data/Travel Order Number.
4.E.1.  Authorization and funding for rental cars is the responsibility of the parent command.
4.E.2.  Within 45 days following the completion of the course, each unit will provide a copy of the students liquidation to Commanding General, Training and Education Command, Quantico, VA 22134 (C464FM).
4.F.  Lodging.  Attendees who require lodging must lodge at the Crossroads Inn, Tel: 703-630-4444 or Liversedge Hall, Tel: 703-784-3149.  A reservation code will be provided to the student via SEPCOR.
4.G.  Funding will be provided by Training and Education Command Worldwide Travel.  Orders are the responsibility of the parent command.
4.H.  All attendees will report to the Senior Enlisted PME Course, MCU, Quantico, VA (Upshur Road, Building 3078) NLT 0645 on the course convening date with a paper copy of their orders.  Uniform is seasonal service uniform.
4.I.  Pre-work requirements. Prior to arriving, students must read and become familiar with the following references: MCDP-1, Warfighting; MCDP-2, Intelligence; MCDP-3, Expeditionary Operations; MCDP-4, Logistics; MCDP-5, Planning; MCDP-6, Command and Control; and MCWP 5-1, Marine Corps Planning Process.
