GENTEXT/REMARKS/1. Per Ref (a), Total Force Structure Division (TFSD) has updated the published Authorized Strength Report (ASR) data for Fiscal Year (FY) 17 through FY 37 Tables of Organization and Equipment (TOE).  The Total Force Structure Management System (TFSMS) was updated 18 August 2016 and incorporates all approved changes to the Marine Corps force structure for planning purposes since the previously published ASR.
2. This ASR publication includes Commandant of the Marine Corps (CMC)-approved force structure with end strength of 182k.  This ASR does not include any Headquarters Marine Corps or Office of the Secretary of Defense directed actions. 

3.  Units were manned per CMC manning guidance as outlined in Ref (b).  The following is a summary of major force structure changes which have been incorporated in this ASR: the reorganization of the Marine Corps Cyber Warfare Group to allow for more detailed readiness reporting as requested by United States Cyber Command; Marine Corps Recruiting Command district realignments; re-set of current versus future Defense Policy Review Initiative Guam military manpower requirements; re-set of additional MOS 0911 requirements for Officer Candidates School summer augmentation within the National Capitol Region; mission critical billet realignments within Marine Corps Installations Command and Marine Corps Installations Pacific; reorganization  of CMC Strategic Initiatives Group and Red Team; alignment of U.S. Special Operations Command and Theater Special Operations Command joint structure to Major Force Program-11 Future Years Defense Program (FYDP);  Townsend Bombing Range civilian manpower support requirements at MCAS Beaufort; mission critical realignment of military and civilian structure within Deputy Commandant (DC) Programs and Resources and supporting activities and continued refinement of Marine Corps Civilian Law Enforcement Program Manpower requirements. 

4.  Updated TOE’s are available through the internet at the TFSMS website:  https:(slash)(slash)tfsms.mccdc.usmc.mil. Users must request access by clicking on the "Request New TFSMS Account" link shown on the first page of the website.  Normal response time for access is less than 24 hours.

5.  Readiness reporting.  The Defense Readiness Reporting System-Marine Corps (DRRS-MC) automatically populates a unit's readiness report with force structure requirements from the current published fiscal year (FY) TOE resident in TFSMS.  Units should validate the force structure requirements in their unit's readiness report using the current published FY17 TOE in TFSMS or use the TOE link in a unit's readiness report in DRRS-MC.
5.a.  Unit's TOE are provided on the TFSMS website.  After log-in, click on “TFSMS Reports Portal - Click Here for TOE Information" link.  A unit's TOE is located in the "Standard Reports (Published)" folder.  After entering the folder, click on "Unit TOE Report" and select the applicable FY and UIC.
5.b.  Structured units can also run a current FY TOE report after log-in by entering a UIC or unit name in the "Run TO and E Report" and clicking "Show" to display the unit's current TOE.  The FY16 TOE will remain as the current FY in TFSMS until 30 September 2016. On 1 October 2016, the FY16 TOE will roll over and FY17 will become the current FY in TFSMS.  In conjunction with the FY roll-over on 1 October 2016, FY37 TOE will be added to the extended FYDP in TFSMS and will be available for download.

6.  This Marine Administrative Message (MARADMIN) cancels Ref (c) and will remain in effect until the publication of the Feb 2017 ASR.

7.  With the publication of the Aug 16 ASR, a moratorium for all manpower (military) changes to Tables of Organization was put into effect until the publication of the Feb 17 ASR.  This moratorium is required to facilitate a three-phased plan to develop Marine Corps Force 2025.  Civilian TOECRs that do not involve hiring or personnel actions will not be accepted during the period of 5 August through 3 March 2017 due ongoing Marine Corps Force 2025 Phase II actions.  Civilian manpower TOECRs that involve hiring or other imminent personnel actions will be accepted during this period, but must be pre-coordinated with TFSD prior to submission.  Originators must ensure the title of the TOECR begins with “MPR CIV.”  All manpower TOECRs without “MPR CIV” in the title within TFSMS will be deleted.  Any new manpower TOECRs entered in TFSMS without the subject starting with “MPR CIV” during this moratorium will be deleted.  Equipment TOECRs updating table of authorized materiel control number (TAMCN) attributes, characteristic data elements, and catalog action request (CAR) TOECRs will continue to be accepted.  Joint and external TOECRs may be completed on a limited basis as required in support of the joint staff, combatant commands and defense agencies.
7.a.  Civilian TOECRs that meet the requirements set forth in paragraph 7 and involve more than 30 BIC changes must be pre-coordinated with TFSD prior to submission in TFSMS.  Additionally, significant capability changes and or unit-level changes (activation, deactivation, reorganization, relocation) must be pre-coordinated to determine whether a Total Force Doctrine, Organization, Training And Education, Materiel, Leadership and Communication Synchronization, Education, Personnel, Facilities and Cost (TF DOTMLPF-C) review and assessment is required.  Unit-level change execution dates will be determined by the Marine Corps forces, base, or station commander and shall take place no later than the last day of the first quarter of the FY of the programmed action.

7.b.   TFSMS has been updated per changes in the draft MOS manual NAVMC 1200.1b starting in FY 2017. Please refer to the NAVMC page 2 paragraph b. Summary of revisions for a listing of Military Occupational Specialties (MOS).  MOS advocates are requested to notify TFSD (Capt Curry, POC of this message) of new occupational field (OCCFLD) manager and MOS specialist replacements, as required, to facilitate the TOECR approval process.
7.c.  IAW Ref (a), all TOECRs must be submitted electronically via TFSMS.  Any organization lacking the capability to submit electronically should contact TFSD for assistance.

7.d.  Advocates are responsible for review and update of UIC mission statements IAW Ref (a) NLT every three years.  All UICs with mission statements dated February 2014 or earlier must have a revision submitted by TOECR NLT 1 February 2017.  Any UIC in this category that does not have an update submitted by this date will be locked from submission of TOECRs of any type until a revised mission statement is submitted.

8.  As part of the Strategic Total Force Management Planning Process, commands must develop a Total Force Action Plan (TFAP) IAW guidance provided by Ref (a). A TFAP identifies action step, time requirements, and lead offices responsible for executing a force structure action mitigating identified capability gaps.   TFAP submissions are an annual requirement due to DC CDI by 1 October of each FY.
