GENTEXT/REMARKS/1.  Situation. Joint-service professional Development opportunities for enlisted Marines are limited. Marine Corps University (MCU), with assistance from the Sergeant Major of the Marine Corps, has established a long-term relationship with the Navy Senior Enlisted Academy (NAVSEA).  Located at NS Newport, RI, the NAVSEA conducts an intense eleven-week course with a curriculum focused in the following core areas: Leadership, Communications, Organizational Behavior, and National and International Studies. During the course, students will be required to complete extensive reading and writing assignments, self-study, and public speaking. There will be an eight-week distance learning (DL) phase followed by a three-week resident phase.  There will be a short gap between the distance and resident phase.  NAVSEA staff will provide validation of completion of the DL phase to this office before the individual Marine is cleared to depart for the resident block.
2.  Mission.  The Director, Senior Enlisted Academy will manage the quotas and coordinate the attendance of qualified Marines to NAVSEA.
2.A.  The following eight iterations of NAVSEA have an eight -week DL phase followed by a three-week resident phase.  The DL phase must be completed in order to proceed to the resident phase.  The submission timeline for the DL phase is 30 days prior to the DL convene date.

3.  Execution.
3.A.  No command allocations have been established for the NAVSEA course. The Marine Corps can submit four Marines per course. 
3.B.  Funding is available through Training and Education Command Worldwide Travel (WWT).  Senior Enlisted Academy will be responsible for requesting funding for the course.  A rental vehicle is encouraged but will not be funded by WWT.  The student’s parent command is responsible for rental car funding. 
3.C.  Major Subordinate Commands may nominate Marines in the ranks of Master Sergeant and First Sergeant to attend the course. Because no seats have been allocated to specific commands, nomineesmust be submitted through the Marines MARFOR G-3 in coordination with the respective MARFOR Sergeant Major.  Nominations will only be accepted from the MARFOR commands.
3.D.  Course prerequisites
3.D.1.  Nominees must have completed either the Senior Enlisted Joint PME (SEJPME) distance learning course provided by the Joint Forces Staff College or the new SEJPME II.  The original SEJPME course is no longer offered.  The new SEJPME II is accessed at https:(double slash)jkodirect.jten.mil(slash).  Starting in FY-18, only the new SEJPME II will be accepted.
3.D.2.  Nominated First Sergeants must have completed Resident First Sergeants Course and the First Sergeant/Master Sergeant Regional Seminar.  Nominated Master Sergeants must have completed the First Sergeant/Master Sergeant Regional Seminar.  The respective course completion codes must be reflected in MCTFS prior to student nomination.
4.  Administration and Logistics.
4.A.  The following information must be submitted for consideration of attendance to the NAVSEA:
4.A.1.  Course number.
4.A.2.  Last name, First, MI, EDIPI, and MOS.
4.A.3.  Grade and date of rank.
4.A.4.  End of current contract.
4.A.5.  MCTFS confirmation of the prerequisites listed in PARA 3.D.1. and 3.D.2.

4.B.  MARFOR G-3s will submit nominees directly to the Director, Senior Enlisted Academy: scott.hamm(at)usmc.mil and mcu(underscore)sepme(at)usmc.mil. 
4.C.  All nominations must be received by the submission deadline in paragraph 2.B. for the respective course number the nominee desires to attend.
4.D.  Director, Senior Enlisted Academy, will coordinate student registration with NAVSEA. 
4.E.  Lodging.  All attendees are required to lodge at the Navy Gateway Inns and Suites, NS Newport, RI.
4.F.  Messing.  All attendees are authorized proportional meal rate and incidental expenses.
4.G.  Orders.  Parent commands are responsible for proper orders preparations.  Indicate orders are reporting orders, government quarters available, and government messing is not available.
4.H.  Reporting.  All approved students will check-in on the respective report date (resident course/portion only) to the Combined Bachelor Quarters, Bldg 1312, Newport, RI.  Attendees will receive further reporting guidance upon checking into the BEQ.
4.I.  Uniform requirements. Will be provided via separate correspondence.
