GENTEXT/REMARKS/1.  Purpose:  To announce Financial Management (FM) career progression courses offered at the Financial Management School (FMS) for Fiscal Year 2017 (FY17).
2.  Method:  In accordance with reference (a), FMS teaches the training requirements directed by the FM field in reference (b).  Eligibility for each course is based on reference (b) and the approved programs of instruction.  Advance registration is required and only those registered in Marine Corps Training Input Management System may attend.
3.  The Advanced Financial Management Officers Course (AFMOC) is a two-week course designed to provide instruction in advanced finance and resource management with an emphasis on the operating forces.  This includes conducting cost analysis, support of the procurement process, auditing concepts and practices, providing FM support to contingency operations, and operations of a Regional Disbursing Office.  Completion of AFMOC is strongly encouraged for officers assuming any of the following duties:  Deputy Comptroller, Comptroller, Deputy Disbursing Officer, Disbursing Officer, Finance Officer.  Priority will be given to those personnel currently filling the specified billets or executing orders to the specified billets.
a.  Eligibility Requirements:  Financial Management Officers who are career designated, Major and above, or Captain who have completed first year of Expeditionary Warfare School, Marine Corps Planning Process.  Finance Officers, Financial Management Resource Officers, and General Schedule (GS) civilians in the 05XX series (Financial Management) of comparable grade and responsibility may also apply and will be approved on a case by case basis by the Commanding Officer of FMS if space is available.

c.  Funded Course Seats Available:  Training and Education Command (TECOM) will fund a limited number of seats for the target population, based on historical attendance, on a case by case basis.  After all funded seats have been allocated, FMS will accept unit funded students up to the maximum capacity of the class (25).
4.  The Advanced Finance Course (AFC) is a six-week course designed to provide students the skills needed to perform expeditionary disbursing missions, audit pay, travel, and fiscal payments and perform the duties to maintain effective internal controls.
a.  Eligibility Requirements:  Corporals and above assigned to a finance or disbursing office.  Those currently in the grade of E-4 must have three years of experience in 3432 Military Occupational Specialty (MOS) and two years remaining on current enlistment upon graduation.

5.  The Advanced Resource Management Course (ARMC) is a six-week course designed to provide advanced instruction in Marine Corps Resource Management (RM) with an emphasis on managerial cost accounting, cost reporting techniques, trend analysis, and RM procedures.  Students are taught advanced concepts and tactics, techniques and procedures of accounting information systems, budget formulation, inspection techniques and resource evaluation, and analysis techniques with an emphasis on the operating forces.
a.  Eligibility Requirements:  Sergeant and above with 3451 MOS.  Applicants must have access to Electronic Document Access, Smarts access, and access to the Programs and Resource portal prior to arrival.

6.  The Appropriations Law Course (ALC) is a three day course that provides the skills required to comply with federal statutes and regulations that govern the funds appropriated by Congress and provide students the information needed to implement internal controls designed to detect, prevent, report, and control Anti-Deficiency Act (ADA) violations.
a.  Eligibility Requirements:  All military appropriated fund control personnel to include (but not limited to) Funds Certifying Officers, Financial Managers, Commanding Officers, contracting officers, supply officers, and administrators/approvers in the Defense Travel System.  GS civilians may also apply and will be approved by the Commanding Officer on a case by case basis, dependent on space.

7.  The ALC Mobile Training Team (MTT) is a three day course that may be requested during the dates provided.  Instructors will travel to the requesting command to provide the course.  This course provides the skills required to comply with federal statutes and regulations that govern the funds appropriated by Congress.  It also provides students the information needed to implement internal controls designed to detect, prevent, report, and control ADA violations.  For scheduling information for the ALC MTT, please contact the FMS Operations Officer, Captain Ryan Kerestes.
a.  Eligibility Requirements:  See paragraph 6a.

c.  Course Seats Available:  (35) Students per class.  Class sizes will be restricted based on the number of instructors and the classroom resources available at the hosting venue.  Multiple or subsequent courses may be considered if requested seats exceed 35 students.  Instructor travel is funded by the requesting unit.
8.  Administration/Logistics.
a.  Submit requests for AFMOC, ARMC, AFC, and ALC in the format shown below no later than the nomination deadline dates via email to FMS (ATTN: Monica Knowles).

b.  FY17 Temporary Additional Duty funding data for the AFMOC, AFC, and ARMC courses will be provided by TECOM and may be coordinated by parent commands/activities via FMS for active duty and active reserve Marines.  The ALC resident and MTT courses are unit funded.  Civilian attendance for all courses is unit funded.
c.  During working hours, students will report to Financial Management School in the Gray building (M79).  After working hours, students will report to the Command Duty Officer in building M131.
d.  Messing and quarters are directed.
e.  Students are required to bring woodland Marine Corps Combat Utility Uniform, seasonal service (B or C) Uniform, and Physical Training gear (Green on green).  Civilians will be in appropriate civilian attire.
f.  An official Physical Fitness Test/Combat Fitness Test will not be conducted for career/advanced level students unless required to meet semi-annual requirements.
g.  Parent commands will ensure that each student arrives with a Temporary Duty Fitness Report for all students attending courses at Camp Johnson, NC that exceed 30 days in length.
h.  Leave/Liberty:  No leave other than emergency leave will be granted during course dates.
