GENTEXT/REMARKS/1.  MCRC requires high caliber company grade officers for assignment as Recruiting Station (RS) Operations Officers (OpsOs), Executive Officers (XOs), and Officer Selection Officers (OSOs) across the nation.  A panel consisting of staff from MMOA and MCRC will convene during January to identify and select officers for assignment during FY17.
2.  Eligibility Requirements.
2.a.  Time on Station (TOS).  Officers who will complete their prescribed tour, on their current set of orders, NLT 1 October 2017 are eligible.  If an officer does not meet this requirement, the officer must contact their Primary MOS (PMOS) monitor to discuss waiver submission requirements.
2.b.  Grade.  Only those officers who are in zone for promotion, selected for, or promoted to Captain are eligible for assignment.  Officers who are below zone or in zone for Major are ineligible for assignment as they will not have the career timing to support a full 36 month tour in MCRC as a Captain.  Officers not yet selected for career designation will receive tentative assignments from the panel that are contingent on each officer’s selection by an Officer Retention Board (ORB) NLT April 2017.
2.c.  Officers who meet the TOS and grade requirements must also have:
2.c.1.  Excellent military appearance (current photo).
2.c.2.  Consistent first class PFT and CFT.
2.c.3.  PMOS credibility with demonstrated military proficiency.
2.c.4.  No adverse material in record.
2.c.5.  Career timing that supports a full 36 month tour at MCRC.
3.  Process.
3.a.  Interested officers must contact their PMOS monitor to determine their eligibility.
3.b.  Additionally, based on the needs of the Marine Corps, PMOS monitors may identify officers to screen for assignment.  The PMOS monitor will notify officers in this category prior to the convening date of the panel.
3.c.  Once identified within the assignable population, officers are encouraged to access the following link in order to submit their top billet and District preferences:  https:(slash)(slash)www2.manpower.usmc.mil(slash)application_cac(slash)edu(slash)index.jsp
3.d.  Assignments made by this panel are for a tour control factor (TCF) of 36 months.  Requests to resign or retire prior to the completion of the 36 month TCF will not receive favorable endorsement.  Final authority for requests to resign or retire is CMC (DC MRA) IAW ref (b).
4.  Incentive.  Per MarAdmin 371/03, officers who are assigned and successfully complete a tour as an RS XO, RS OpsO, or OSO will have the option of assignment to either Resident Career Level School (CLS) or geographic location.
