GENTEXT/REMARKS/1. Effective date of release of this bulletin. Ref (i) of the ref is now hereby replaced with MCBUL 1020 the Marine Corps Tattoo Policy.
2. The Commandant of the Marine Corps released a new Marine Corps tattoo policy. MCBUL 1020 establishes a single source policy for tattoos and brands. MCBUL 1020 also provides a glossary, authorized locations, and a standard measuring tool to determine the size of body markings to ensure compliance with these new standards. This ref provides standards for enlisted accessions, officer accessions, and prior service accessions criteria. The Tattoo Screening Form (TSF) and Tattoo Statement of Understanding (SOU) provide additional information related to the MCBUL 1020. The TSF and Tattoo SOU are available on the Marine Corps Recruiting Command's website at http:(slash)(slash) www.mcrc.marines.mil(slash)Marine-Officer(slash)Officer-Naval-Enlisted-Applicants(slash). MCO P1020.34G w/Chg 1-5 establishes policy for body piercings, mutilation, and dental ornamentations.
3. The following are summary of changes for the tattoo policy:
a. Defines “tattoo visibility” when wearing the standard properly fitting warm weather physical training uniform.
b. Defines the location and authorized size of visible tattoos.
c. Updates screening forms and interviews.
d. Removed the ambiguity of “size” as it pertained to tattoos.
e. Provides additional guidance for tattoo photos.
4. All Marines previously selected for MECEP, ECP, MCP-R, and RECP and entered into the Marine Corps Recruiting Information Support System (MCRISS) prior to 2 June 2016 will be accessed in alignment with the previous tattoo policy.
5. POC information contained in paragraph 2 of the ref is changed to read "For confirmation of receipt of applications, submit email to POC email address listed in paragraph 15." Information pertaining to program access via website is changed to read "Select Marine Officer, then Officer Naval-Enlisted Applicants."
6. Paragraph 6h of the ref is changed to read "Female applicants must have the results of a pelvic exam, to include a pregnancy test and a PAP smear with pathology report, no more than 3 years up to age 29 and 5 years at age 30 and over from convening date of the board applying. For females 21 years and under, a PAP smear is not required. All females are still required to complete a pelvic exam and pregnancy test."
