GENTEXT/REMARKS/1. Sunday, 11 September 2016, marks the 15th Anniversary of the 9/11 terrorist attacks against the United States. Terrorist organizations continue to use 9/11 in their propaganda to rally support and encourage future attacks.
2. Although there are no specific or imminent threats during the upcoming 9/11 Anniversary, Foreign Terrorist Organizations (FTOs), such as the Islamic State of Iraq and the Levant (ISIL) and Al-Qaida, as well as Homegrown Violent Extremists (HVEs) and lone actors, continue to pose a significant threat. As always is the case, USMC personnel must be vigilant to threats. Successful attacks in the United States and around the world over the past year have illustrated the ability of determined individuals to plan and execute attacks while remaining below the threshold of detection by law enforcement and intelligence communities.
3. Action: All USMC personnel must continue to exercise enhanced vigilance and situational awareness. Commanders must embrace their force protection mission responsibilities, equally here at home and overseas, and ensure that emergency action plans are in place and rehearsed. All concerned must exercise proper operational and personal security when using social media to reduce the likelihood of our USMC personnel and their families being targeted by extremists.
4. Enhanced vigilance must go hand-in-hand with rapid reporting of suspicious activity. If you see something, say something. If you think anything looks odd, report it to someone. If on or near a Marine Corps installation and you notice something suspicious, call the local Eagle Eyes phone number, or go to http:(slash)(slash)www.usmceagleeyes.org to make a report or upload pictures.
5. By exercising continued vigilance, being proactive vice reactive, and consistently reporting suspicious activity, we can reduce the possibility of a successful attack. USMC personnel are our first line of defense. Watch, report, protect.
