GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to solicit applicants for consideration for the following FY17 Education Program Selection Boards:  FLEP, and ELP.  The board will convene on or about 1 Nov 2016.  Application deadline is 23 Oct 2016.  Applicants should not apply if they do not meet eligibility requirements.
2.  The Law Education Programs (LEP) provide an opportunity for officers to laterally transfer to a primary MOS of 4402 and the following applies:
2.a.  Applicants must submit their official LSAT score report.  If the LSAT score is not available before 23 Oct 2016, applicant may provide score documentation to MMOA-3 prior to the board convening.
2.b.  If available, email a law school acceptance letter before the convening date of the board to MMOA-3 at the email address listed in paragraph 6.  Final selection to the program will be contingent upon a law school acceptance letter NLT 1 Apr 2017.
2.c.  Applicants must apply to a broad range of schools, to include schools that would offer them in-state tuition.  Additionally, applicants are highly encouraged to apply for scholarships and grants.  Due to budget constraints, students who do not apply to a broad range of schools are subject to non-selection or removal after selection for failing to do so.  Any letters of acceptance and application must state the annual tuition both in-state and out-of-state, and whether the applicant qualifies for in-state tuition.  Include all information that will affect associated costs, i.e., scholarships, grants, etc.  Limited funding is a reality, and applicants should thoroughly research several universities for quality and expense.  CMC (Community Development, Strategy, and plans (CDSP)), in coordination with MMOA-3 and TECOM will choose law schools for the FLEP selectees.
2.d.  Scholarships, fellowships, grants or cash awards for the FLEP/ELP will not be accepted without prior approval of CMC (CDSP) POC.
2.e.  Officers eligible for both FLEP and ELP may submit a combined application per figure 19-1 of ref (b).
2.f.  Special FLEP qualifications.  An applicant must:
2.f.1.  be a citizen of the United States
2.f.2.  be in the grade of captain or below
2.f.3.  have a minimum of 2 years but not more than 6 years total  active duty (commissioned and enlisted service combined) when law education begins.
2.f.4.  be able to complete 20 years active service as a commissioned officer before the 62nd birthday.  Note:  These are statutory qualifications and cannot be waived.
2.g.  Special ELP qualification.  An applicant must have a minimum of 2 years of commissioned service, with no more than 8 years of total active duty when law education begins.  Time in service (TIS) waivers will not be accepted.
3.  The following procedures apply to all programs:
3.a.  Board convenes on or about 1 Nov 2016.  Applications must be completed IAW ref (a) and submitted NLT 23 Oct 2016.
3.b.  Upon selection to a program, all pending applicants for other voluntary programs will be removed from consideration.  Upon release of the results MARADMIN, PCS orders will be issued on all selected officers.  Therefore, officers must ensure a true and valid interest in one of these programs before applying.
3.c.  Officers must meet minimum time on station requirements by matriculation, ref (d) applies.  FLEP is the only program that does not have a minimum time on station requirement.  This is because the time in service requirement (minimum of 2 years, less than 6 years active duty) is statutory.  The time in service requirement must be met prior to matriculation and includes total (commissioned and enlisted combined) service.  Prescribed tours of duty will not normally be interrupted, especially when SNO will remain eligible at the end of their current tour.  Ref (d) applies to questions concerning normal tours of duty.
3.d.  Officers are ineligible to apply if they have already accepted selection to another voluntary program or have been issued orders to a resident PME school for FY17.
3.e.  The eligible population for these programs are unrestricted commissioned officers in the Marine Corps on active duty.  Officers not yet career designated must be selected for and accept career designation prior to matriculation.  Officers to be screened by the FY17 Officer Retention Board (ORB) Number One may submit packages and must agree in writing to accept career designation when offered.  If screened but not selected for career designation, selection to the program will be disapproved.
3.f.  Applicants will ensure transcripts from all colleges and universities attended, with credits and letter grades, are contained in their application prior to the convening of the board.
3.g.  Packages must be endorsed by the chain of command through the first General Officer as appropriate.
3.h.  Photographs.  An official photo, taken within 12 months of the boards convening date is required to be electronically filed in the OMPF.
3.i.  Applicants must submit a privacy act statement.
3.j.  Officers must use the formats found in the respective Marine Corps orders when submitting their applications, i.e., use ref (a) for the FLEP or ELP.
3.k.  Service obligation for the various law education programs can be found in ref (a).
3.l.  A statement of acceptance of the service obligation must be included in the application per the respective Marine Corps orders.
3.m.  Applicants must notify their primary MOS monitor of intent to apply for any program prior to submitting application.
4.  Applicants are responsible for ensuring that their applications arrive at CMC (MMOA-3) NLT 23 Oct 2016.
