GENTEXT/REMARKS/1. On 15 August 2016, the Commandant of the Marine Corps (CMC) and the Deputy Commandant for Manpower and Reserve Affairs (DC MRA) convened the FY17 RCSB and RSLB. The records of eligible applicants were reviewed for possible assignment to commands, senior leader billets and post-command colonel billets. Billets slated will become available from October 2016 to September 2017.
2. The board selected 28 officers for command and 13 officers for senior leader billets. Additionally, the board selected 36 officers as alternates for command and senior leader billets. The alternate list provides names of screened officers to meet the command and senior leader requirements should any officer from the primary list decline or be unable to command.
3. All officers slated for command and senior leader billets, including all alternates, will receive a letter from CMC (RA) notifying them of selection. This letter will be included in their Official Military Personnel File (OMPF).
4. The quality of the Marines considered reaffirms that the Marine Corps continues to produce leaders of the highest caliber. The relatively small number of command billets available and the large number of eligible officers create an exceptionally competitive process. The command slating process has one purpose: to ensure that our Marines receive the best possible leadership.
5. CMC has approved the following Reserve Colonel Command Slate. Each billet is listed with title, unit, location, slate name and Primary Military Occupational Specialty (PMOS) with projected change of command (PCOC) date.

9. Acceptance, declination, and deferral. Officers selected as primaries will receive a letter from CMC (RA) directing them to accept, decline, or request deferral of assignment in writing to CMC (RA) within 30 days of receipt of letter. Those officers will not be considered for any other commands during the screening year and a copy of the declination letter will be filed in the officer’s OMPF. Officers failing to respond within 30 days of receipt of their letter will be considered to have declined the slated billet. CMC (RA) will notify Commander, Marine Forces Reserve of all declinations of command or senior leader billets.
10. The list of officers selected as eligible alternates for command will not be published via MARADMIN. The alternate list by EDIPI can be found by accessing www.manpower.usmc.mil. Under “Top Requests,” select “Reserve Officer Command Screening.” On the right side of the screen, under “Documents,” select “FY17 RCSB Alternate List.” Command and senior leader vacancies will be filled by officers from the alternate list. The list is valid until the convening of the next RCSB/RSLB.
11. Officers slated in paragraphs 5, 6, and 8 must schedule attendance at Cornerstone prior to or shortly after assuming command/assignment. The two-week course will be conducted aboard MCB Quantico and the FY17 programs were announced in MARADMIN 418/16. Further info is available from MCU online at www.mcu.usmc.mil.
