GENTEXT/REMARKS/1. Purpose. This MARADMIN provides FY17 FTAP initial assessment for the first period of submissions from 1 July thru 30 September 2016.
2. Situation. As the enlisted end strength of the Marine Corps has stabilized, enlisted retention efforts must focus on retaining the most qualified and experienced Marines. The information listed below is intended to assist commanders in this effort by providing a summary of the general state of FTAP retention in the Marine Corps and to highlight key MOS’ that require additional command focus. These quarterly updates will be released during each retention year.
3. General Summary. To date, just over 20 percent of targeted FTAP boatspaces have been executed for FY17 (1,269 out of 6,185 boatspaces). There are 4,046 requests pending. The submission rate is trending 12 percent higher than one year ago. The Marine Corps goal of 6,185 FTAP reenlistments will require that 23 percent of the First Term Marines with an EAS between 01 October 2016 and 30 September 2017 are retained. There are approximately 26,500 Marines in the FY17 FTAP cohort.
4. Fast Filling MOS’ (FFM). As of 30 September, 77 MOS had more reenlistment submissions than available boatspaces. The following PMOS’s have been deemed FFM and will be boarded by 31 October: 0111, 0161, 0231, 0261, 0411, 0511, 1141, 1161, 1345, 1361, 1812, 2111, 2161, 2621, 2671, 2673, 2674, 2676, 2871, 3043, 3051, 3052, 3112, 3381, 3432, 3451, 3531, 4612, 4641, 4671, 5524, 5811, 5831, 5948, 5952, 5954, 6042, 6046, 6048, 6062, 6074, 6092, 6116, 6123, 6153, 6154, 6156, 6173, 6174, 6176, 6212, 6216, 6217, 6227, 6256, 6276, 6282, 6286, 6287, 6288, 6317, 6323, 6324, 6326, 6336, 6337, 6338, 6423, 6432, 6469, 6492, 6499, 6531, 6541, 6672, 6842, and 7041. Commanders should continue to encourage quality Marines within the MOS’ listed above, who did not receive a boatspace, to seek retention by requesting a lateral move to an eligible MOS. In the case of highly qualified and competitive Marines, commanders may seek retention for Marines in their PMOS via the Quality Marine Identification (QMI) program once the PMOS has executed 100 percent of its boatspaces.
5. Slower Filling MOS’. Based on the July to September 2016 submission rates, the following MOS’ are currently projected to be under executed: 0211, 0241, 0311, 0313, 0321, 0331, 0341, 0351, 0352, 0372, 0612, 0621, 0689, 0811, 0861, 1391, 1833, 2336, 2831, and 2847. Commanders should begin to place increased emphasis on retaining qualified Marines within these MOS’ and encourage lateral moves when appropriate.
6. Concept of Operations.
6.a. Action. All commands are required to conduct interviews with 100 percent of their FY17 FTAP populations per MCO 1040.31, subject to Enlisted Retention and Career Development Plan. Commands should have completed all required FTAP interviews NLT 1 October 2016.
6.b. Submission targets. The Marine Corps executes an enlisted retention process based on centralized decision making authority for retention. Therefore, the best metric for measuring progress at the MSC or unit level during the retention year is the submission rate. Major Subordinate Command and unit level commanders should utilize their Career Planners to track the number of submissions for reenlistment within their respective commands across all MOS’. The submission rate is calculated by dividing the number of Marines who have submitted a reenlistment package by the total population of Marines who are eligible for reenlistment.
6.b.1. FTAP submission goal. An aggregate FTAP submission rate of not less than 35 percent across each MOS should form the basis for each command’s goal.
6.c. Key FTAP MOS’ are historic indicators of the overall progress of the retention effort and HQMC will continue to monitor them closely. HQMC will track the progress of submission for the following key MOS’: 0311, 0321, 0331, 0341, 0351, 0352, 0651, 0811, 0861, 3521 and 3531. HQMC will publish the submission results, via TFRS, to the force Major Subordinate Command Career Planners.
7. Targeted Mission. HQMC (MM) will monitor the retention effort through the coming month in order to refine the assessment of progress within each MOS. NLT 15 November, DC M (and) RA will assign a specific retention mission to force-level commands for any remaining or recently identified slower filling MOS’.
8. This MARADMIN is not applicable to the Marine Corps Reserve.
