NARR/REF (A) IS THE MEMORANDUM OF AGREEMENT (MOA) BETWEEN MARINE AND FAMILY PROGRAMS DIVISION (MF) AND MARINE CORPS INSTALLATIONS-NATIONAL CAPITAL REGION MARINE CORPS BASE QUANTICO (MCI-NCR MCBQ) REGARDING THE ALL-MARINE RUNNING PROGRAM. REF (B) IS THE JOINT FEDERAL REGULATIONS//
GENTEXT/REMARKS/1.  This MARDMIN announces the management reset of the All-Marine Running Program (AMRP) and the selection of Marines for 2016 Armed Forces Marathon Championship.
2.  Per ref (a) the management of the AMRP transferred from MF to MCI-NCR MCBQ.  The Marine Corps Marathon Office (MCMO) assumed responsibility for all costs associated with the operation of the All-Marine Running Program to include, but not limited to, recruitment, selection, travel, equipment purchase, and hiring/employing coaching staff.  However, due to Defense Travel System (DTS) requirements, MF will coordinate and fund the travel of the below listed active duty Marines to participate in the 2016 Marine Corps Marathon (MCM).  Responsibility for subsequent AMRP events requiring appropriated funding will be determined at a later date.
3.  The 2016 MCM serves concurrently as the host race for the 2016 Armed Forces Marathon Championship and the annual Challenge Cup competition with the British Royal Navy and Marines.  The individuals listed below have been selected to participate in the 2016 Marine Corps Marathon on 30 October 2016 in Arlington, VA, as part of the All-Marine Running Team.

4.  The travel dates for temporary additional duty are 26 and 31 October 2016.  Travel will be coordinated by MF utilizing DTS.  Marines stationed within the National Capital Region are authorized overnight lodging and per diem due to mission requirements per ref (b).  Lodging will be provided  at the AC Hotel National Harbor, MD and the full meals and incidental expenses rate is authorized as government messing is not available.
