GENTEXT/REMARKS/1. This message announces the decision by the Assistant Commandant of the Marine Corps, as an element of force modernization, to create a new 4500 Occupational Field through the merger of the 4300 (Public Affairs) and 4600 (Combat Camera) Occupational Fields.
2. This decision directs a separate but complementary effort to Marine Corps Force 2025, as it serves to modernize the Marine Corps communication construct and product development capability in response to Marine Corps needs and operating environment demands. This is the culmination of a force modernization effort that began in 2013 to increase the Marine Corps’ communication capability by maximizing efficiencies in both high-demand, low-density occupational fields.
3. ICW Combat Development and Integration (CDI), Manpower and Reserve Affairs (MRA), Training and Education Command (TECOM) and principle stakeholders, and informed by Marine Corps Force 2025 efforts, the Office of United States Marine Corps Communication (OUSMCC) will develop a detailed implementation plan that outlines the way forward.  This plan will be disseminated to Operating Forces (OPFOR) and Supporting Establishment (SE) commands to cultivate a shared understanding about major tasks and milestones to be achieved and the timeframe in which they will be executed.  Throughout implementation, OUSMCC will solicit OPFOR and SE participation, feedback and support. 
4. The implementation plan will ultimately undergo a detailed Doctrine, Organization, Training, Materiel, Leadership and Communication Synchronization, Personnel, Facilities, Policy and Cost (DOTMLPF/PC) analysis, supported by CDI and pillar representatives.
5. The 4500 Occupational Field Implementation Plan, associated activities and forums (e.g., Operational Advisory Groups, Training and Readiness Review Conferences, etc.) and solicitations for OPFOR and SE participation and feedback, will be provided via separate correspondence.
6. This MARDMIN is applicable to the Marine Corps Total Force.
