GENTEXT/REMARKS/1. As announced by reference (a), the FY17 Reserve (SMCR/IRR) Staff Noncommissioned Officer (SNCO) Selection Board will convene on 25 January 2017 at Harry Lee Hall, Marine Corps Base, Quantico, VA, for a period of about 7 weeks. The information in this MARADMIN pertains to members of the Selected Marine Corps Reserve (SMCR), Individual Mobilization Augmentees (IMA), Limited Tour Active Reserve (AR) and Individual Ready Reserve (IRR) only. AR board information will be released via separate correspondence.
2. Reserve Categories.
2.a. SMCR.
2.a.1. SMCR Population. All SMCR, IMA, and Limited Tour AR Marines will be considered for promotion in the SMCR category. Limited Tour AR Marines compete within the SMCR category by primary military occupational specialty (PMOS) due to the time restricted nature of the Limited Tour AR program.
2.a.2. Transfer to IRR required for promotion consideration. In accordance with reference (b), Marines twice passed for promotion in their current grade in the SMCR and desire to be considered by the FY 2017 Reserve (SMCR/IRR) Staff Noncommissioned Officer (SNCO) Selection Board, must transfer to the IRR. Note: Marines twice passed for promotion to the next higher grade in the SMCR and have not transferred to the IRR prior to the convening date of the board, will not be considered by the SMCR, IRR, or remedial boards.
2.b. IRR Population. All eligible IRR Marines will be considered for promotion in the IRR category.
2.b.1. IRR gunnery sergeants competing for first sergeant will be considered for SMCR first sergeant allocations. IRR gunnery sergeants not selected for first sergeant will not receive a pass for promotion.
2.b.2. IRR first sergeants competing for sergeants major will be considered for SMCR sergeants major allocations. IRR first sergeants passed for promotion will receive the appropriate SMCR draw case code of RW or RT.
2.b.3. Marines assigned to Extended Active Duty (EAD) recruiting will be considered for promotion in the IRR (if eligible) based on their PMOS promotion zones.
3. Component/Category Changes.
3.a. Per reference (b), eligible Reserve Marines will be considered based on the category affiliated with the day prior to the board convening date. Any category changes made between SMCR, IMA, and IRR after the board convenes will not change the category considered in by the board.
3.b. Reserve to Active Component Transfer. Per references (a) and (e), Marines selected by a reserve board who subsequently transfer to the regular component prior to their selection number being reached, will not be authorized to retain their promotion selection, but will compete for selection on the next USMC SNCO selection board for which they are eligible.
3.c. Marines who transfer from active component or career designated Active Reserve to the SMCR, IMA or IRR while the board is in session are not eligible for consideration.
3.d. Component/category changes must be completed and reflected in Marine Corps Total Force System (MCTFS) prior to 2359 (Eastern Standard Time) on 24 January 2017 for promotion consideration by the selection board.
4. Retirement Points Requirement.
4.a. Affiliated in SMCR within one year. In accordance with reference (d), all SMCR Marines affiliated with their current component after 25 January 2016, must have at least 50 points in their Career Retirement Credit Record (CRCR) for the anniversary year completed prior to the convening date of this board to be considered for promotion. Marines who do not meet the 50 point requirement will not be considered for promotion and will not be considered as being passed over for promotion.
4.b. Affiliated in SMCR more than one year. There is no point requirement.
4.c. All IRR. To be eligible for promotion consideration by the IRR selection board, Marines must be an active participant in the IRR and have earned at least 50 reserve retirement credit points in the anniversary year completed prior to the convening of this selection board.
5. E8 and E9 Consideration and Selection.
5.a. General Info. Gunnery sergeants and first sergeants who are members of the IRR and are eligible for consideration for selection to first sergeant and sergeant major respectively, and will compete for selection in the SMCR category. IRR gunnery sergeants considered for selection to first sergeant in the SMCR who are not selected and eligible for selection to master sergeant will be considered for selection to master sergeant within the IRR category. IRR and SMCR first sergeants considered for selection to sergeant major and not selected will receive the appropriate SMCR draw case code of RW or RT.
5.b. Selection to First Sergeant.
5.b.1. Letter of Intent. Per reference (e), to be considered fully qualified for selection, gunnery sergeants in the SMCR or IRR who desire to be considered for selection to first sergeant must submit a letter to the President of the selection board stating their willingness to serve in available first sergeant billets, if selected for promotion to first sergeant. A separate MARADMIN will be published by the Director, Reserve Affairs Division, listing available SMCR first sergeant billets. First sergeant letters must be submitted to the President of the FY 2017 Reserve (SMCR/IRR) Staff Noncommissioned Officer (SNCO) Selection Board by 2359 EST on 24 January 2017 and should be mailed/submitted in a separate submission than any other update material. Additionally, Marines will submit a copy of the Letter of Intent to the Reserve Affairs Sergeant Major. Point of contact information is provided in paragraph 16.
5.b.2. Fitness Report. In addition to the required Letter of Intent, only those Marines whose most recent fitness report with an "F" in block 8h will be considered for selection to first sergeant.
5.b.3. Limited Tour AR Selections. Limited Tour AR Marines may compete for selection to first sergeant however, if selected, their Limited Tour AR contracts will be terminated no later than the first day of the fourth month after their promotion to first sergeant is effected. No exceptions to this policy will be granted. The point of contact for information concerning this policy is the Limited Tour Enlisted Monitor at CMC (RAM-5).
6. Professional Military Education (PME). The selection guidance (precept) for board members includes a reminder of the requirement for PME. All Marines who are eligible for consideration by an enlisted promotion selection board must have satisfied specified PME requirements prior to the convening date of the board. Marines who have not completed the specified PME by 2359 EST on 24 January 2017 will be considered not fully qualified for promotion. The completion of resident PME courses will not fulfill nonresident PME requirements. Also, missing information from a Marines official military personnel file (OMPF) is not sufficient grounds to grant a Marine remedial consideration for promotion. Therefore, it is extremely important the eligible Marine ensure their record is complete to include evidence of required PME completion which includes the certificate of completion in the OMPF. Additionally, Marines are encouraged to review their master brief sheet (MBS) to ensure their PME completion is reflected. The MBS is only a tool to summarize a Marines record and is not considered official source documentation. Marines "eligible for selection" missing evidence of required PME will be briefed as "not fully qualified" for selection. The PME requirements for promotion to sergeant major through staff sergeant are as follows:
6.a. First sergeant to sergeant major: complete a regional Master Sergeant/First Sergeant Seminar and complete the First Sergeants Course.
6.b. Master sergeant to master gunnery sergeant: attend Regional Master Sergeant/First Sergeant Seminar.
6.c. Gunnery sergeant to master sergeant or first sergeant: complete the Marinenet EPME7000AA Course or the MCI 8200 (must have completed the MCI by 30 June 2012) and then complete the Resident 2-week Reserve Advanced Course.
6.d. Staff sergeant to gunnery sergeant: Effective 1 Oct 2016: complete the Marinenet EMPE 6000AA Course, then complete either the Resident two-week Reserve Career Course or the Career Course Seminar Distance Education Program.
6.e. Sergeant to staff sergeant: complete Marinenet EPME5000AA Course or the MCI 8010 Sergeants Course (MCI must have been completed prior to 1 Jan 2014).
7. The table below lists the military occupational specialties (MOS) that "feed to" the PMOS at the next higher grade indicated. Marines serving in a basic MOS will not be considered in their PMOS, per MCO 1400.32D Ch 2, page 3-16, paragraph d. Marines who have a PMOS listed in column (a) as a feeder MOS will compete for promotion to the PMOS listed in column (b), provided they meet the eligibility requirements listed in paragraph 8. Note: As zones and allocations are subject to change prior to or during the board, all Marines are reminded of their responsibility for the completeness and accuracy of their records. 8.a. The above zone contains Marines who have previously received consideration in that category (SMCR or IRR), in the promotion zone, and failed selection.
8.b. Lateral Moves. Marines who have received an adjusted DOR or made a lateral move and believe they will be considered in the wrong zone (because of the adjusted DOR or lateral move) must notify CMC (MMPR-2), in writing, prior to 2359 EST on 24 January 2017.
8.b.1. Marines who have made a lateral move and whose DOR and PEBD place them in the above zone, but have not been previously considered for selection in the promotion zone, will be considered in the promotion zone.
8.b.2. Marines with lateral move requests that are approved after the board has convened will not be eligible for consideration in their newly acquired MOS/PMOS and will be deleted from the board population. These Marines will compete on the following years board, if eligible.
8.b.3. Marines who are selected in the incorrect PMOS by a board will be administratively deleted from the selection list and may rate remedial consideration for promotion in their correct PMOS. Paragraph 3603 of reference (e) applies.
8.b.4. All Marines who meet the requirements set forth in this MARADMIN will compete for promotion in the PMOS assigned on the convening date of the board per paragraph 3100.3 of reference (e). MOS changes will not be made after the date of this MARADMIN without the prior approval of CMC (RAP).
9. Questions regarding category, PMOS allocations, zones, and PEBD cutoffs should be addressed to CMC (RAP-2) listed in paragraph 16.
10. Eligibility:
10.a. Marines previously selected for promotion and refused to accept the appointment will not be considered.
10.b. The above listed tentative zones are subject to change by virtue of ongoing grade-MOS structure changes and realignments. Any adjustments to the above listed zones will be announced prior to the convening date of the board. Additional changes that occur during the board will be announced in the selection MARADMIN.
10.c. All Marines that meet the requirements set forth in the references and this MARADMIN will compete for promotion in the PMOS and component assigned on the convening date of the board. MOS/PMOS changes will not be made after the date of this MARADMIN without the prior approval of CMC (RAP). Commanders must promptly report to CMC (MMPR-2) via naval message any approved MOS changes for eligible Marines that occur during the board.
10.d. Reserve Component Enlisted Career Force Controls (ECFC). Per reference (f), Reserve ECFC policies are based on total qualifying years of service which are 13 years for sergeants, 20 years for staff sergeants, 22 years for gunnery sergeants, 27 years for master sergeants and first sergeants and 30 years for master gunnery sergeants and sergeants major. Regardless of rank, Marines will not exceed 30 years of total federal service. Reference (d), provides additional promotion policies for reserve enlisted Marines.
10.e. Special promotion consideration in conjunction with transfer to the Fleet Marine Corps Reserve (FMCR). Per references (e) and (g), Marines who are approaching service limits or have twice failed selection and are required to request transfer to the FMCR may request via message to CMC (MMSR-5) to be considered by the selection board provided their reserve end current contract (ECC) is after the scheduled adjournment date of the selection board. This request can only be made if transfer to the FMCR has been requested or approved. This request must be received by MMSR-5 prior to the board convene date. To clarify, and in accordance with the references, special promotion consideration will not authorize a Marine to go beyond service limits.
10.e.1. Marines who submit a voluntary request to transfer to the FMCR, but are not required to transfer to the FMCR, are not eligible for promotion consideration.
10.e.2. Marines who are required to transfer to the FMCR due to declining Permanent Change of Station (PCS) Orders, or who have declined to reenlist/extend to carry out PCS or Deployment Orders, are not eligible for promotion consideration.
10.e.3. Marines authorized early approval of FMCR transfer requests (greater than 14 months prior to their transfer date) will not be eligible for promotion consideration.
10.f. Eligibility by Category.
10.f.1. Per reference (d), any prior passes in grade in a different component/category of the reserve will not count against passes for promotion in a different component/category. Example: Marine in the SMCR with an IT draw case code will be considered for promotion in the SMCR in zone population (if eligible) with no passes. Reserve draw case codes and termination dates are identified in reference (c).
10.f.2. Reserve component codes may be verified by each Marine via Marine Online (MOL) by clicking personal info, then viewing basic individual record (BIR). Reserve component codes are located at the top right of the form. Different combinations of component codes represent different components and/or categories. Verification of current component and category should be requested via the reporting unit S-1 personnel or CMC (RAP-2).
10.g. Enlisted to Officer Programs. Warrant officer selects who have not been appointed, Marines in the Meritorious Commissioning Program Reserve (MCPR) and Marines accepted in the Reserve Enlisted Commissioning Program (RECP) are eligible for noncompetitive consideration for promotion by this board, provided they meet all other eligibility requirements. Identification of noncompetitive eligibility of these Marines will be provided by Marine Corps Recruiting Command (MCRC-ON/E) to CMC (MMPR-2) who will then forward the records of all eligible Marines to the board. Paragraph 1100.29 and chapter 3 of reference (e) apply.
11. Board Preparation Guidance. Even though Marines are subject to deployments and operational commitments, they still have an obligation to prepare for promotion consideration. Marines should review reference (h) for guidance regarding submission of information, auditing the OMPF and MBS, fitness reports, and photographs, prior to the convening date of the board. Although mentioned in reference (a), Marines are reminded of the following:
11.a. Personal Responsibilities.
11.a.1. Review of OMPF. Marines are personally responsible for ensuring the accuracy and completeness of their OMPF and MBS before the date the board convenes. Marines are responsible for conducting an audit of their records prior to the convening date of a promotion selection board. Reserve Marines may perform an audit by going to the Reserve Affairs web site and clicking on the Reserve Affairs Personnel Management Branch (RAM) link and then clicking Career Advisory Cell (RAM-3) and further following instructions. The link to RAM home page is: https:(slash)(slash)www.manpower.usmc.mil(slash)webcenter(slash)portal(slash)RAM.
11.a.2. Accessing the OMPF. The most expeditious means of accessing and viewing the OMPF and MBS is through OMPF online via MOL. The MBS can also be obtained through the MMRP web site. Reference (h) provides amplification to assist in determining what documents are appropriate for inclusion in the OMPF. The home screen of the MOL OMPF module states, the documents included there, with the exception of the “Field” tab and the "RS/RO Profile" tab, are the same documents that will be viewed by a promotion/selection board. Marines are responsible for ensuring any documents in their "Field" tab they want the board to view are moved into their "Commendatory/Derogatory" tab.
11.a.3. OMPF Document Submission Guidelines. Marines are personally responsible for correcting deficiencies, missing information, or illegible documents present in either the OMPF or MBS with CMC (MMRP-20). Per reference (h), ensure any material sent to CMC (MMRP-20) for filing in the OMPF contains full name, grade, and full electronic data interchange personal identifier (EDIPI). If the EDIPI is not on the material, then the material may or may not be filed in the OMPF in time to go before the selection board. If the EDIPI is unknown, Marines may use the last four of their SSN. Any additions or deletions from their OMPF or MBS within the 12-month window should also be verified to ensure the accuracy and completeness of their record. OMPF documents may be e-mailed as a pdf attachment or faxed to CMC (MMRP-20). OMPF documents may also be mailed to CMC (MMRP-20) however, inclusion in the OMPF is substantially faster if the documents are either e-mailed or faxed. See paragraph 16 (MMRP) for OMPF inquiries and document submission points of contact.
11.a.4. OMPF Document Submission Timelines. It is imperative that documents submitted to CMC (MMRP-20) for inclusion in the OMPF within 60 days of a selection board be conspicuously marked "contains documents for FY 2017 Reserve (SMCR/IRR) Staff Noncommissioned Officer (SNCO) Selection Board" with the exception of fitness reports, all OMPF documents, particularly digital photos, must be forwarded to and received by CMC (MMRP-20) at least two weeks prior to the convening date of the selection board in order to allow processing time to the OMPF. The OMPF and MBS are distributed to the boardroom at least one week before the board convenes. Board eligible records continue to be updated until the convening date of the board however, Marines are highly encouraged to submit all material no later than two weeks prior to the board for which they are eligible.
11.a.5. Career Counselors. Marines concerned with specific aspects of their record may contact their respective career counselors. Marines may contact CMC (RAM) for assistance. CMC (RAM) contact information is listed in paragraph 16.
11.a.6. Career Retirement Credit Record (CRCR). The CRCR provides documentation if a Marine has achieved the applicable minimum point requirement. The CRCR is a quantitative measure of active participation, summarizes retirement qualification and is used as a continuation eligibility determinant. It is the responsibility of each Marine to ensure the CRCR is accurate and certified prior to the convening date of the board. Per reference (b), screening will be conducted annually. Marines should identify discrepancies and provide updating or modifying CRCR information to their inspector-instructor or commanding officer during these screenings. Reserve unit commanders will correct discrepancies via the unit diary. Marines can view their CRCR via MOL. Per reference (b), corrections must be annotated and returned by the command with supporting documentation (muster sheets, orders, historical NAVMC 798s, etc.) to Marine Corps Individual Reserve Support Activity (MCIRSA) listed in paragraph 16.
11.b. Commanders and Inspector-Instructor Responsibilities. In addition to being mindful of the eligible Marines responsibilities, commanders must also:
11.b.1. Ensure this MARADMIN and subsequent convening MARADMINS are available to all Marines under their command
11.b.2. Encourage all eligible Marines to understand the current category being considered, and to review their OMPF, MBS, and MCTFS data
11.b.3. Encourage all eligible Marines to submit digital photos to their OMPF
11.b.4. Ensure all reporting officials comply with the fitness report timelines noted in reference (i)
11.b.5. Assist Marines with missing fitness reports or corrections to fitness reports
11.b.6. Remind Marines to prepare for their board prior to deployment
11.b.7. Understanding that some Marines may require additional support to prepare for their board, encourage Marines to contact the career counselor section (RAM) for assistance
11.b.8. Immediately notify CMC (MMPR-2) via message or naval correspondence of eligible Marines who have an erroneous DOR, AFADBD, PEBD, or reserve component code in MCTFS to preclude erroneous consideration or nonconsideration in addition to reporting the correction via MCTFS
11.b.9. Commanders must promptly report to CMC (MMPR-2) via naval message any approved MOS changes for eligible Marines that occur during the board, this includes reporting failures of MOS producing schools
11.b.10. Counsel all Marines who request not to be selected per paragraph 3102.2e of reference (e). Paragraphs 3100.3j and 3102.1c provide amplification and also outlines additional responsibilities for commanders regarding the counseling of Marines on the promotion process and
11.b.11. Promptly report any Marine eligible for this board who is the subject of completed disciplinary action (by military or civilian authorities) not previously reported on earlier fitness reports. Disciplinary action is considered "complete" when convening authority action is adjudicated and reported by unit diary or court-martial results of trial is released by military justice officer or a Marine is found guilty at non-judicial punishment (NJP) and punishment is reported on unit diary or civilian court proceeding or counseling documentation is placed in Marines OMPF. If a Marine is exonerated via the appeal process or by convening authority action, remedial promotion consideration may be granted upon request. Messages will be submitted to CMC (MMPR-2) giving a full, detailed accounting of the matter, whether the action occurred prior to the convening of the board, during the board, or while the Marine was a member of a previous command. Messages should also be submitted regarding any eligible Marine who is administratively reduced, discharged, or is assigned to the Body Composition Program (BCP). Commanders are also reminded to make appropriate MCTFS entries, if warranted.
11.c. Communication with the Board. Each eligible Marine may communicate with the President of the board. Such personal communications must be received or hand-delivered to Harry Lee Hall no later than 2359 EST on 24 January 2017. See paragraph 16 for physical mailing address, e-mail address and fax number.
11.c.1. Marines may submit communications via U.S. mail, priority or Next Day Mail, email or fax. However, Marines should be aware that U.S. Mail, Priority Mail and Next Day Mail is not delivered directly to Harry Lee Hall. Therefore, anticipate a 2-3 day delay for further delivery to Harry Lee Hall. Commercial next day carriers deliver directly to Harry Lee Hall, excluding weekends and holidays. Marines with the capability to scan their documents may send the scanned documents via e-mail directly to the organizational mailbox for CMC (MMPR-2). Ensure the e-mail subject line reads "Update Material for the FY 2017 Reserve (SMCR/IRR) Staff Noncommissioned Officer (SNCO) Selection Board."
11.c.2. Update Material. Marines may submit any information or material they deem important for consideration before the board. OMPF material sent directly to the President of the board does not become part of a Marines OMPF. Do not send fitness reports directly to the selection board.
11.c.2.a. Update material must be submitted under cover letter with the update material as enclosures (a sample cover letter is available at the enlisted promotion home page)
11.c.2.b. The cover letter must be addressed to President, FY 2017 Reserve (SMCR/IRR) Staff Noncommissioned Officer (SNCO) Selection Board (see paragraph 16 for complete address)
11.c.2.c. Update material must be submitted from the eligible Marine
11.c.2.d. The Marine must sign the cover letter. Material submitted without a cover letter, unsigned, or received after 2359 EST on 24 January 2017 will not be submitted to the board
11.c.2.e. Update Material Receipt Verification. Marines are personally responsible for ensuring CMC (MMPR-2) has physically received update material before the 2359 EST deadline and may verify receipt of the material sent to the President of the board via the Enlisted Promotion home page by following instructions in paragraph 16a or by contacting CMC (MMPR-2). This web site will populate within one week of the convening date. In order to verify receipt of material sent to MMRP (i.e. update material for inclusion to the OMPF and digital photograph), go to OMPF online via MOL. This site updates within approximately 24 hours after the material is received. MMRP will push the information to the digital board room.
12. Extended Active Duty (EAD) Recruiters. The Commanding General, MCRC reminds district commanders to report the proper PMOS or IMOS (which is not 8411) in MCTFS and to report component code "CD" and the reserve component code "K7" in MCTFS. EAD recruiters are considered for promotion in the IRR component.
13. Accelerated Fitness Reports. All current grade sergeants and staff sergeants who have been properly recommended for accelerated promotion on fitness reports with periods ending between 27 January 2016 through 24 January 2017 will be considered for accelerated promotion by the selection board per references (e) and (i). Identification and eligibility of these Marines are contingent upon compliance with reporting procedures outlined in reference (i) and the timely receipt of the fitness reports by CMC (MMRP-30), e.g. within 30 days after the end of the reporting period. Per reference (e), failure to meet these requirements in a timely manner will not constitute remedial consideration for the Marine reported on.
14. Fitness reports. Fitness reports are due to CMC (MMRP-30) by the timelines noted in reference (i). The due date for fitness reports by rank is 90 days prior to the convening date of that board. For fitness reports to become part of the OMPF, the reports must be submitted to CMC (MMRP-30). The Automated Performance Evaluation System (APES) is the primary means of submitting fitness reports, however, reporting officials may e-mail pdf copies to the MMRP-30 organizational mailbox so long as the mailers e-mail account can be confirmed as either the reporting seniors or reviewing officers .mil e-mail address. If mailing a paper version of a report to HQMC, it is imperative that the forwarding envelope be conspicuously marked "Contains Fitness Reports for FY 2017 Reserve (SMCR/IRR) Staff Noncommissioned Officer (SNCO) Selection Board." Timely submission of fitness reports is critical for board eligible members as CMC (MMRP-30) will need time to review reports for accuracy and compliance. Commanders are ultimately responsible for the timely submission of fitness reports to CMC (MMRP-30) and ensuring that all fitness report timelines noted in reference (i) are followed. Per reference (e), failure to meet these requirements in a timely manner will not constitute remedial consideration for the Marine reported on.
14.a. Date Gaps. Correction of date gaps must be accomplished IAW chapter 8 and appendix m of reference (i). If missing reports are less than one year old, a reconstructed original is required. Copies of completed reports over one year old, must have all pages certified as true copies by either one of the reporting officials (RS/RO). For completion and submission of reports that are over one year old it is preferable that the original reviewing officer complete the report, however, CMC (MMRP-30) may act as the Reviewing Officer on reports that are not adverse on a case by case basis. Requests for administrative changes to fitness reports may take up to 30 days for completion. Due diligence for report correction timeliness rests solely on the Marine making the request.
14.b. Adverse Reports. Adverse reports must be reviewed per the provisions of chapter 5 of reference (i).
14.c. Height and Weight Standards. Eligible Marines must be in compliance with the height/weight standards prescribed in reference (j). Fitness reports must contain a directed comment in Section I if the Marine exceeds height/weight standards and is not in compliance with percentage body fat limits. Marines who exceed the height/weight standards, and whose fitness reports do not include body fat information, must provide official documentation reflecting body fat percentage to the President of the board.
15. Photographs. Per reference (h), SNCOs eligible for promotion consideration are required to submit an official photo taken within 12 months of the convening date of the board. While absence of a current photograph is not a reason for non-selection in and of itself, an updated photograph or letter explaining the absence of photograph is one of the many elements viewed by a selection board in deliberations as to who is best qualified for selection. References (k) and (l) outline digital photograph submission specification requirements.
15.a. Digital. Digital photographs are the preferred form of photograph as they can be electronically filed in the OMPF. For the purpose of clarity, the photo should be taken against a plain, light-colored background. Digital photographs are to be submitted to the CMC (MMRP) at mmrp.photo(at)usmc.mil via an authorized Combat Camera Information Center (COMCAM). If a Marine does not have access to a COMCAM, but some other means of taking a digital photograph is available, the photograph may be e-mailed via the commands organizational mailbox or via the Commanding Officer, Executive Officer, Inspector-Instructor (I and I), Marine Security Guard Detachment Commander, Command Sergeant Major, First Sergeant or Senior Executive to the following e-mail address: mmrp.photo(at)usmc.mil. Marines who submit a digital photograph to the OMPF may confirm receipt by reviewing their OMPF via MOL, checking the MMRP home page or contacting the CMC (MMRP-20).
15.b. Hardcopy. Hardcopy photographs may also be submitted directly to the CMC (MMPR-2) at the address listed in paragraph 16. See references (h), (k) and (l) regarding when it is appropriate and how to take a hard copy photo. Marines who choose to submit a hard copy photo directly to the President of the board are advised that the photo will not be included in the OMPF. Verification of hard copy photos submitted directly to the President of the board can be accomplished through the enlisted promotion home page (MMPR-2), see instructions in paragraph 16.
15.c. Outdated-Missing Photographs. If a photograph cannot be forwarded due to extenuating circumstances, eligible Marines are highly encouraged to submit correspondence to the board, verified by the command senior leadership, documenting height and weight. Marines who exceed height-weight standards, but are in compliance with body fat percent limits, must provide appropriate certification by the command of current body fat percentage.
15.d. Photo and Personal Responsibility. Each Marine must ensure photographs are properly taken, timely submission requirements are met and their photograph is submitted and received by the board. Marines who do not submit a current photograph or letter to explain the lack of photograph are at a disadvantage before the board and are highly unlikely to be selected. Further, Marines who neglect to exercise due diligence in confirming their photograph posted to their OMPF and were subsequently processed before the convening date are unlikely to receive favorable endorsement for remedial promotion consideration.
15.e. Reviewing Photo Submission. Marines are responsible for verifying receipt of photo by CMC (MMRP-20). The primary and most expeditious means of confirming photo receipt is through OMPF online via MOL. Photos will be available for viewing on OMPF online within 24 hours of photo receipt by CMC (MMRP-20). The date of the photograph, as noted on the photograph title board, is considered the primary date for determining the 12 month photograph eligibility window for selection boards. Marines are advised that although a photo may be over 12 months old, the photo will remain in the OMPF until an updated photo is submitted.
