The Department of Defense Inspector General (DoDIG) determined in reference (a) that the Marine Corps’ Substance Abuse Counseling Centers (SACC) were making diagnoses and diagnostic impressions, which were outside the scope of non-medical services. DoDIG recommended the Substance Abuse Program policy MCO 5300.17A be revised to remove diagnostic language and capabilities from the Order.
