This Marine Corps Bulletin (MCBul) updates policy for the Alternate Show Cause Authorities (ASCA) within the Marine Corps as specified by references (a) and (b). Reference (b) directs any unit without an ASCA in its chain of command to submit reports of substantiated misconduct to the ASCA geographically located nearest to the command. This MCBul clarifies that, notwithstanding the above provision, U.S. Marine Corps Forces Special Operations Command (MARSOC) and U.S. Marine Corps Forces Central Command (MARCENT) may request that U.S. Marine Corps Forces Command (MARFORCOM) act as their ASCA. Such arrangement may be memorialized by any means (Memorandum of Agreement, Memorandum of Understanding, Memorandum for the Record, etc.).
