The overall goal of this NAVMC is to describe the research, evaluation, and certification processes developed in accordance with references (b), (d), and (q). The processes are applicable to Marine Corps Community Services (MCCS) Marine and Family Programs and Semper Fit and Recreation Programs at both the Headquarters Marine and Family Programs Division (HQ MF) and installation levels.
