Establish a Service-wide EM policy to enhance the protection of personnel, equipment, activities, and facilities at all levels and ensure operational readiness is maintained and preserved in an all-hazards environment.

Processes and procedures within this Order shall be synchronized with the Marine Corps and externally with other Services, DoD agencies, and civilian government and private sector organizations, as appropriate.

This Order formally establishes an Office of Primary Responsibility (OPR) to collectively identify and manage the broad range of emergency management concepts and functions.
