To promulgate the Marine Corps policy on the FLNO and MLNO programs in order to support the Secretary of Defense (SecDef), Geographic Combatant Commanders’ (GCC), and Commandant of the Marine Corps’s (CMC) Security Cooperation (SC) initiatives.
