The mission of the LL program is to provide personal and professional learning opportunities to the Marine Corps community. The LL program positively impacts the recruitment, retention and readiness of active duty Marines and provides Commanders with a valuable tool to prevent obstacles that may detract from unit readiness. LL program opportunities shall be available to Marines regardless of duty station. b.

The LL program shall provide multiple learning opportunities in a consolidated center where facilities are available. For independent duty and deployed Marines, access to the LL program shall be made through the use of technology.
