Brig. Gen. Vincent A. Coglianese, left, and Sgt. Maj. Scott R. Helms, right, pose with Sgt. Julio C. Tovar, center- left, and Cpl. Jared Brittain, center-right, after the NCO of the quarter ceremony held in the courtyard of building 1160 here August 12. Tovar was awarded the Navy and Marine Corps Achievement Medal and won NCO of the Quarter for Marine Corps Installations-West. Brittain won NCO of the Quarter for Marine Corps Base Camp Pendleton. Coglianese is base commanding general and regional authority for five Marine Corps installations in the Southwestern United States. Helms is the base sergeant major and five Marine Corps installations in the Southwestern United States.
