U.S. Army Lt. Gen. Joseph P. The overall objective of Tradewinds, an annual exercise sponsored by SOUTHCOM, is to enhance the collective ability of the participating nations to conduct humanitarian assistance and disaster relief operations and counter transnational organized crime.
