Captain Richard Belliss, operational lawyer, staff judge advocate, 2nd Marine Division, counts out $2,500 before giving it to an Iraqi citizen at the Fallujah Liaison Team site April 20. More than 200 Iraqi citizens went to the FLT to file claims for damaged personal property, injuries and deaths as a result of combat operations conducted by coalition forces during Operation Iraqi Freedom.
