GENTEXT/REMARKS/1.  The Foreign Security Force (FSF) advisor free MOS (FMOS) may be awarded through either the training or experience tracks.  This MARADMIN outlines the process for Marines to request the FSF FMOS through the experience track.
1.A.  On 29 Nov 2016, Dir PL approved changes to the way the FSF advisor FMOS(s) will be awarded in the future. 
1.B.  Training Track.  Marines (officer and enlisted, E5 to E9, WO1 to CWO5, and O1 to O6) who complete the Marine Advisor Course (course code KYK) will receive the 0570 FMOS and are required to take no further action to receive the FMOS.  The Marine Corps Security Cooperation Group will provide student completion rosters to PPO PLU in order to update the Marines electronic personnel file.      
1.C.  Experience Track.  Marines (officer and enlisted, E5 to E9, WO1 to CWO5, and O1 to O6) who have completed a six month or more advisor deployment will receive the 0571 FMOS.  Qualified Marines are encouraged to request for the experience-track designation via the process outlined in Paras 3 and 4 of this message.
1.D.  Future experience-track screening panels will be announced by separate MARADMINs.    
2.  Background.
2.A.  IAW Ref B, FSF advisors have knowledge or experience in developing and influencing FSFs across the range of military operations to achieve U.S. Government (USG), Service, and FSF objectives.  FSF advisors are proficient in their primary MOS.  They are familiar with language, regional expertise, and culture. They can analyze and apply operational culture, build and maintain relationships and rapport with FSF counterparts to further mission objectives, recognize and mitigate cultural stress, develop and implement training plans and events to build the FSF’s capabilities, participate in security cooperation planning, and understand USG and Service objectives and plans for an assigned region or country.
2.B.  The Marine Corps Total Force System (MCTFS) records for Marines who have been previously awarded the FMOS have been updated.  Marines should verify their status by checking their Marine Online profile to ensure their records are up-to-date.
3.  January 2017 Screening Panel Application Process.
3.A.  Marines who have both demonstrated sufficient FSF advising experience in a daily, on-the-job (OJT) environment spanning a cumulative period of no less than six months and who meet the prerequisites outlined in Paras 3.A.1 and 3.A.2 of this message are encouraged to apply for the award of the FSF advisor FMOS. Marines completing short-term mobile training team events would not normally qualify for the FMOS via the experience track.  IAW Ref A, Marines applying for the FSF advisor FMOS must:
3.A.1.  Have completed Regional, Cultural, Language and Familiarization (RCLF) program requirements in grade or grandfathered out of the RCLF program IAW Ref C.
3.A.2.  Have achieved at least one of the following:
3.A.2.A.  Experience in advising FSF(s) in an OJT environment, encompassing a cumulative period of no less than six months.
3.A.2.B.  Award of PMOS 0372 Critical Skills Operator, PMOS 0370 Special Operations Officer, or NMOS 8071 Special Operations Capability Specialist and completion of one or more deployments with a special operations unit or as an individual augment to joint special operations unit for a cumulative period of no less than six months.
3.B.  Supporting documentation and completion of a web-based questionnaire must be submitted via the following website: HTTPS:SLASH SLASH WWW.MANPOWER.USMC.MIL/APPLICATION.
3.B.1.  Select the survey titled “FSF Advisor FMOS.” 
3.B.2.  Complete the survey question items and attach the requisite supporting documentation as outlined in Para
3.D.  When the survey questions are complete and the requisite supporting documentation is attached, click, “submit.”
3.C.  All files must be uploaded to the web-based questionnaire for consideration at the screening panel and must be in the following format: (1) Digital (PDF) copies, (2) Label all PDF files with “Last.First.FSF Advisor.”
3.D.  All Marines submitting a package to the screening panel must submit the documentation outlined in Para 3.D.1. and at least one of the requirements listed in Para 3.D.2.  Incomplete packages will not be considered by the screening panel.
3.D.1.  If applicable per ref C, documentation of completed RCLF training IAW rank.  A printed transcript or record of completed courses through MarineNet is sufficient to ensure the Marine is RCLF PME complete in grade.  If the Marine is grandfathered for RCLF requirements, please indicate this in the web-based questionnaire response.  
3.D.2.  Documentation indicating the completion of at least one of the following:
3.D.2.A.  Successful tour(s) of duty in an advisor capacity of no less than six months in cumulative duration.  The first and last page of fitness reports spanning reporting periods that included the advisor duty can be considered appropriate documentation.  Other documentation depicting performance or accomplishments during a tour as an advisor will be considered on a case-by-case basis.
3.D.2.B.  Award of PMOS 0372 Critical Skills Operator, PMOS 0370 Special Operations Officer, or NMOS 8071 Special Operations Capability Specialist and documentation of one or more deployments with a Special Operations Unit or as an Individual Augment to Joint Special Operations Unit for a cumulative period of no less than six months.
3.D.3.  Any additional supporting documentation to include relevant awards or certificates of completion from pre-deployment training courses is not required but will be considered.  
3.E.  Marines who cannot submit the required supporting documents via the web-based questionnaire or who have questions regarding the questionnaire should contact one of the message POCs for additional instructions.
4. Screening Process.
4.A.  CMC (DC PPO) will convene a screening panel with assistance from representatives from Marine Corps security cooperation organizations to review applicant packages and approve the award of the FMOS to eligible Marines. 
4.B.  Marines will be selected based on the qualification criteria outlined in para 3 of this message and IAW refs A and B.
4.C.  Timeline.
4.C.1.  Currently active: Web-based FSF Advisor questionnaire at para 3.B is open for applications.
4.C.2.  31 Dec 2016: Web-based questionnaire closes.
4.C.3.  Jan 2017: FSF advisor FMOS screening panel held.
4.C.4.  Feb 2017: MARADMIN released with FSF Advisor FMOS selectees and entered into MCTFS.
