GENTEXT/REMARKS/1.  The Marine Corps College of Distance Education and Training (CDET) operates MarineNet and develops, integrates, and manages its electronic learning (e-learning) products.  Organizations developing e-learning products must review reference A to ensure products can be successfully distributed on MarineNet.  Marine Corps organizations with unfulfilled e-learning requirements can apply for CDET courseware development support via the procedure described in paragraph 3 below.
2.  This MARADMIN applies to Marine Corps organizations with unfulfilled learning requirements that may be addressed via e-learning methodologies.  These requirements include training and education gaps, redesign of existing learning products for online delivery, and revision of existing e-learning products.  Submissions to this years Electronic Learning Targeting Board (ELTB) shall be considered not only for a traditional Shareable Content Object Reference Model (SCORM) conformant electronic courseware solution, but also for potential development of alternative digital solutions such as multimedia training aids, performance support tools, video tutorial packages, etc.  Applications requesting courseware that students could complete in less than four hours would be optimal.  No applicant funding is required for submission however, applying organizations must commit to provide the learning content and the subject matter expertise to support the analysis and planning process, and subsequent product development, validation, and maintenance over its lifecycle.
3.  Application and board process.
3.A.  ELTB applications are prepared using a standardized electronic form available for download at www.usmcu.edu/cdet/marinenet-dev.  Applications may be submitted electronically by Training and Education Command (TECOM) major subordinate commands and headquarters divisions, Headquarters Marine Corps staff offices, Marine Corps Systems Command (MARCORSYSCOM) product groups and other commands as required.  Applicant organizations should submit completed application forms via email to the CDET Digital Content Department at the following address:  cdet_courseware@usmc.mil.  CDET shall accept applications for this board through 15 September 2017.  The application form requires description of the learning requirement, current efforts to fulfill the requirement, intended implementation, and any reporting requirement.  Applicant organizations must complete all assigned sections and have their Higher Headquarters (HHQ) G-3 or equivalent review the form, complete the appropriate portion of the summary and recommendations section to include rationale for CDET resource utilization, and finally endorse the application prior to submission.  HHQ endorsing multiple applications should expect to receive a request from CDET for prioritization of submissions prior to the ELTB.
3.B.  CDET shall review received applications for completeness and then forward to appropriate TECOM headquarters staff to validate the learning requirement and if or how it is currently being fulfilled.  Applications including learning requirements that cannot be validated shall not be presented to the targeting board.  The determination from this review shall be recorded in the requirement validation block of the summary and recommendations section of the applications, and then routed to CDET no later than (NLT) 5 October 2017.  If submission fails to pass this review, CDET shall notify the applicant organization via the chain of command.
3.C.  If the learning requirement is validated, CDET shall conduct and record on the submission, a scope and suitability screening.  This screening includes a telephone interview with the applicants organization.  Submissions that are determined unsuitable for an e-learning solution shall not be presented to the board.  If a submission fails to pass this screening, CDET shall notify the applicants organization via the chain of command.  All TECOM reviewed and screened submissions shall be returned to the respective submitting HHQ NLT 6 November 2017, for visibility and prioritization, if necessary, prior to the targeting board convening.
3.D.  The TECOM ELTB is chaired by Education Command (EDCOM) and staffed by representatives from TECOM subordinate commands and divisions.  The board shall convene in Quantico, VA on or about 14 November 2017.  The conduct of the board will begin day one with a process description to board members and the presentation of applications briefed by members of CDET.  Board members will individually review application materials over the following two days and reconvene for one day to ask questions and receive clarification on applications.  Then utilizing the evaluation criteria, produce a prioritized list of recommended SCORM conformant Interactive Multimedia Instruction (IMI) projects, a list of recommended alternative e-learning products, and a list of projects not recommended for follow on action.
3.E.  Board results shall be presented to Commanding General (CG)
EDCOM with an accompanying CDET supportability assessment for review and approval.  The approved list represents the 2018 e-learning development plan for CDET.  This plan shall be distributed to the submitting HHQ by 15 December 2017.
3.F.  All CG EDCOM approved projects, both SCORM conformant courseware and alternative e-learning products, shall be initiated based on approved priority and CDET capacity.  Projects shall begin with an analysis and planning phase to ensure feasibility prior to development.
4.  Actions.
4.A.  EDCOM, Training Command, and Marine Air Ground Task Force Training Command
4.A.1.  Compile, submit, and rank applications from your command per the process described in paragraph 3.
4.A.2.  Nominate one command representative to participate on the targeting board to MARADMIN point of contact by email NLT 1 November 2017.  Representatives should be minimum rank of Lieutenant Colonel or GS-14.
4.B.  TECOM G3-5-7, Marine Air Ground Task Force Training and Education Command Standards Division, Training and Education Capabilities Division, and Marine Air Ground Task Force Staff Training Program.
4.B.1.  Compile, submit, and rank applications from your command per the process described in paragraph 3.
4.B.2.  Nominate one command representative to participate on the targeting board to MARADMIN point of contact by email NLT 1 November 2017.  The minimum rank for Representatives should be Lieutenant Colonel or GS-14.
4.B.3.  Be prepared to conduct learning requirement review and validation per the process described in paragraph 3.c.
