GENTEXT/REMARKS/1.  The Marine Corps makes Marines, wins battles, and ultimately returns quality citizens back to society.  Mentoring is a critical component in that process along with teaching, coaching, and counseling.  This Order builds on that foundation by addressing key elements in the development of Marines necessary for them to succeed in their units and in life.
2.  The purpose of MCO 1500.61 is to provide a common framework and practical tools to assist leaders in developing all Marines and Sailors to achieve their full potential and be successful.  This Order is effective from the date signed and cancels references (b) and (c), Marine Corps Mentoring Program and Guidebook.
3.  MLD provides a common framework and practical tools to assist leaders in developing all Marines and Sailors to achieve their full potential and be successful.  Leadership resources and best  practices associated with MLD can be found at: https:(slash)(slash)www.usmcu.edu/lli.
4.  Reference (a) requires commanders to implement a deliberate plan for developing Marines and assigned Sailors.  It directs commanders to existing leadership resources at the unit, local, and Service level and places a priority on regular coaching and counseling designed to cultivate each Marine's potential.
