GENTEXT/REMARKS/1.  Situation.  Marine Corps University (MCU) is soliciting active component senior enlisted, in the ranks of gunnery sergeant through sergeant major, for participation in the Joint Force Staff Colleges Joint and Combined Warfighting School (JCWS) in order to enhance the effectiveness of future commands with a pool of graduate staff members able to confront complex security problems with critical analysis and problem solving skills.  One applicant will be selected to attend each class during Academic Year 2017-2018 (AY 17-18).
2.  Mission.  The JCWS is a highly competitive and prestigious 10-week resident school that emphasizes professional military education at the operational level of war.  Students are expected to think, write, and speak at the graduate level.  The colleges goal is to help each student expand their intellectual abilities to professionally engage in critical analysis and problem solving.

3.A.  Commanders Intent.  To provide an opportunity for exceptional senior enlisted Marines to attend the JCWS to enhance the overall student class experience and broaden the experience and knowledge of those selected to attend.
3.B.  Concept of Operations.  The JCWS provides graduate level education and training in order to develop critical thinking required to conceive and apply joint solutions on the 21st Century battlefield.  The curriculum focuses on joint doctrine at the operational level and employs historical case studies and computer-driven war games to achieve intellectual rigor and stretch student minds.  Seminar groups consist of majors through colonel or equivalent representing all services, and international military officers.
3.C.  Coordinating Instructions
3.C.1.  Program Prerequisites.
3.C.1.A.  Promoted gunnery sergeants through sergeants major.
3.C.1.B.  Current secret clearance.
3.C.1.C.  Successful completion of a bachelors degree (non-waiverable).
3.C.1.D.  Orders to or serving in a joint billet.
3.C.1.E.  Professional Military Education (PME) complete for grade.
3.C.1.F.  Joint Professional Military Education (JPME) I complete and must have completed Senior Enlisted Joint Professional Military Education (SEJPME) II.  If applicant is not JPME I complete, they will have to attend a one-week Joint Transition Course, funded by the applicants unit, the week before JCWS convenes.
3.C.1.G.  Requests for waivers to prerequisites will be individually considered by the selection panel and approved by the President, MCU.
3.C.2.  Application Format.

3.C.2.C.  Professional resume.
3.C.2.D.  Biography.
3.C.2.E.  College transcript(s).  Submit transcripts of all post-secondary education.  Unofficial transcripts are sufficient for applications, however, selected applicants will be required to validate possession of a bachelors degree by submitting an official transcript to the JCWS registrar prior to start of classes.
3.C.3.  Submitting Applications.
3.C.3.A.  Applications must be scanned and sent to MCU via email in portable document format.

3.C.4.  Selection Process.
3.C.4.A.  MCU will convene a panel to select the most highly qualified applicant for each course iteration.
3.C.4.B.  Panel-selected applicants are subject to approval by the President, MCU.
