GENTEXT/REMARKS/1. In compliance with statutory responsibilities and reference (a) to meet service and combatant commander requirements, designated Marine Corps units and installations develop mission essential task lists (METL) to focus training and report readiness against core and assigned missions. Mission essential tasks (MET) are developed for unit types and are drawn from the Marine Corps Task List.
2. Training and readiness (T-R) manuals provide individual and collective training standards that are linked to METs and meet current T-R requirements. In accordance with reference (b), the T-R battle rhythm ensures all manuals are formally reviewed, validated, and revised.
3. The training management process provides a forum for aviation and ground communities to discuss and prioritize issues that affect training effectiveness as they relate to T-R standards. Community representative, advocate and stake holders meet annually during the training management team (TMT) working group (WG).
4. A front end analysis (FEA) Occupational Field study is a critical component of the Training and Education Development Systems application of the Systems Approach to Training and Education (SATE) process per reference (d). FEA study activities take place during the “ANALYZE” phase of the SATE process at the Service-level, and include the use of the task inventory/comprehensive occupational data analysis programs job analysis methodology to collect and analyze occupational data gathered from statistically significant groups of Marines. FEA studies are accomplished on an "as needed" basis as determined by the occupational field (OccFld) manager.
5. This message announces the Fiscal Year (FY) 2018 METL, T-R Manual, and TMT review battle rhythm. This will enable the operational force (OPFOR), advocates, formal learning centers, and major subordinate commands to plan and execute WG related actions over the next FY. There are 99 Training and Education Command (TECOM) sponsored and 7 Marine Forces Command (MARFORCOM) sponsored WGs scheduled for FY2018. Commanding General (CG) TECOM has determined in reference (e) that the WGs listed in paragraph 7.B. meet the mandate of reference (f).
6. Force Readiness Branch, G-3 MARFORCOM serves as the Service lead agency in the coordination and conduct of all METL WGs. Deputy Commandant (DC), Combat Development and Integration (CDI) and Commander, Marine Forces Command (COMMARFORCOM), supported by advocate representation, Marine Forces (MARFORs), unit subject matter experts (SME), and a TECOM representative supporting the T-R for the specific community of interest (COI) will host OPFOR METL workshops. Installation core METL workshops will be hosted by Marine Corps Installations Command (MCICOM), and supported by DC, CDI and COMMARFORCOM. The schedule for METL reviews is incorporated into the T-R Manual and TMT schedule (paragraph 7.B).
6.a. Request all COI WGs conduct internal staff reviews of their current mission statements and METLs prior to convening or arriving to workshops. Mission statements can be found on the Total Force Structure Division (TFSD) website (https:(slant)(slant)tfsms.mccdc.usmc.mil/portal/page/portal/TFSMS/welcome).
6.b. Organizational structure, table of equipment, training events and output capabilities need to be aligned to COI mission statements and their METLs.
7. Marine Air-Ground Task Force Training and Education Standards Division (MTESD) serves as TECOMs lead agency for the coordination, conduct, and funding of all T-R and TMT WGs. Each WG is intended to be a Service-level forum comprised of occupational SMEs dedicated to reviewing, validating, and revising T-R Manuals and reviewing and prioritizing training issues as appropriate. MTESD task analysts will coordinate with OccFld and aviation community SMEs to determine T-R Manual and TMT WG agendas for participants, as well as supervise the conduct of the WGs.
7.a. Major pre-WG actions will occur per the standard T-R plan of actions and milestones detailed below:
7.a.1. Six months prior: Upon request FEA is initiated for select OccFlds. FEA results will be provided for the conduct of WG.
7.a.2. Six months prior: SME support requirements identified.
7.a.3. Three months prior: Pre-WG message released containing web link with read ahead information for WG attendees. Attendees to ground T-R Manual WGs are expected to be familiar with references (b) and (g) while attendees of aviation T-R WGs are expected to be familiar with references (c) and (h), as well as their respective T-R Manual prior to commencement of the WG.
7.b. FY2018 METL, T-R Manual, and TMT review battle rhythm. The FY2018 METL, T-R Manual, and TMT WG schedule is as follows (read in three columns). The dates below are subject to change based on OccFlds or community requirements, a message will be released prior to each WG confirming actual dates and location.

8. Upon completion of the METL workshops, MARFORCOM Force Readiness Branch will staff the revised METS and standards for review, comment, and concurrence by the MARFORs, advocates, TECOM, TFSD, and MCICOM (for installations). There will be two reviews for each workshop product (colonel-level and general officer-level) before submission to DC, CDI and loading into appropriate databases. Results will be posted on the MARFORCOM readiness sharepoint site at https:(slant)(slant)eis.usmc.mil/sites/MFCG3R/default.aspx. Contact MARFORCOM Point of Contact on this message for access.
9. Post aviation TMT WG activities will be conducted in accordance with reference (c) and include the following:
9.a. Aviation TMT facilitator will publish the WG prioritized list of issues via message within 15 working days from the last day of the WG, ensuring the community and appropriate stakeholders are included in receipt of the message.
9.b. Assigned action officers for respective TMT issues shall submit refinement and supporting documentation for each issue to the Aviation TMT facilitator within 20 working days from the last day of the WG.
9.c. Aviation TMT facilitator will forward refined issue worksheets to the appropriate Headquarters Marine Corps (HQMC) Aviation, including Aviation Weapons System Requirements Branch, for information and resolution.
9.d. Aviation TMT facilitators will publish all issues details to the TECOM MTESD ASB sharepoint website.
9.e. All TMT issues will be analyzed for commonality to determine issue prioritization during the annual Aviation Training Systems (ATS) TMT WG.
10. Post ground TMT WG activities will include the following:
10.a. Ground TMT facilitator will publish the WG prioritized list of issues via message within 15 working days from the last day of the WG, ensuring the community and appropriate stakeholders are included in receipt of the message.
10.b. Assigned action officers for respective TMT issues shall submit refinement and supporting documentation for each issue to the ground TMT facilitator within 20 working days from the last day of the WG.
10.c. Ground TMT facilitators will forward refined issue worksheets to the appropriate DC or HQMC action office.
10.d. Ground TMT facilitators will publish all issues details to the TECOM MTESD Ground sharepoint website.
11. Post ground T-R actions will be as detailed below, resulting in a signed T-R manual approximately 131 days after the completion of the WG.
11.a. Sixty days after WG: Complete review of T-R events and entry of revisions into the Marine Corps Training Information Management System T-R development module.
11.b. Twenty days after event entry: Staff draft T-R Manual for general review.
11.c. Thirthy-one days after draft is posted for review: Edit draft manual based on staffing comments from OPFOR, advocate, and supporting establishment.
11.d. Fifteen days after staffing completed: Complete final draft.
11.e. Approximately 5 days after final draft is complete: Final review and approval/signature by CG, TECOM.
11.f. Following approval, the signed T-R Manual will be submitted to HQMC, Administration and Resources Management Division (AR) for formal publishing. Simultaneously, the signed manual in pdf format will be posted to the TECOM MTESD sharepoint website at https:(slant)(slant)vcepub.tecom.usmc.mil/sites/directorates/mtesd/gsb/TRManual/default.aspx.
12. The FY2018 WG battle rhythm is posted on the MTESD website at: https:(slant)(slant)vcepub.tecom.usmc.mil/sites/directorates/mtesd/Shared%20Documents/Forms/AllItems.aspx. Updates will be posted to this website as necessary.
