GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to promulgate guidance regarding implementation of DTS for Reserve Component (RC) travel.
2.  Situation.  In February 2017, the Deputy Commandant for Manpower and Reserve Affairs (DC, MRA) directed the RC to utilize DTS for all supported travel.  In May 2017, Reference A established the DTS-RIB to prepare the RC for DTS usage.
3.  Mission.  No later than 31 December 2018, all designated Marine Resource Orders Writing System (MROWS) orders-types issued to Selected Reserve (SelRes) Marines will use DTS for official travel.
4.  Execution.
4.a.  Commanders Intent.  This project sets conditions for SelRes use of DTS in compliance with Reference B and DC, MRA direction.  The DTS-RIB will coordinate the activities of multiple stakeholders to enable SelRes travelers to use DTS for travel.  The endstate is achieved when we have streamlined travel for the RC using the Department of Defense (DoD) system of record.
4.b.  Concept of Operations.  DTS will be implemented for the RC in four phases, progressively increasing the orders-types and the units using DTS in 2018.  Phases will overlap and lessons learned during earlier phases will inform the scope of future phases.
4.b.1.  Phase 0 - Project Initiation and Planning.  This phase began with release of Reference A and will continue through a limited DTS test from 15 November 2017 through 15 January 2018.  Testing will involve Selected Marine Corps Reserve (SMCR) and Individual Mobilization Augmentee (IMA) travelers and units, using ADOS and Schools orders-types, to test the technological, procedural, and staffing aspects of using DTS.
4.b.2.  Phase 1 - Execution and Monitoring.  No earlier than (NET) 16 January 2018, designated RC travelers and units will use DTS for coordinating travel for at least three orders-types:  ADOS-RC, IMA-Annual Training (AT), and Schools.  Commander, Marine Forces Reserve, and IMA Operational Sponsors (OpSponsors) will publish detailed rollout schedules via separate correspondence.
4.b.3.  Phase 2 - Execution and Monitoring.  This phase will begin NET 1 October 2018 and will expand the orders-types for DTS to include ADOS-Active Component, Funeral Detail, Medical Hold, and individual AT orders.
4.b.4.  Phase 3 – Execution, Monitoring, and Closing.  This phase will begin on order, based on priorities for remaining orders-types, and MROWS programming.  This phase is intended to complete implementation of DTS for all SelRes travelers and units.
4.c.  Tasks.
4.c.1.  Marine Forces Reserve (MarForRes).
4.c.1.a.  Develop and publish schedule for complete rollout across MarForRes by 31 December 2018.
4.c.1.b.  Ensure DTS profiles are built for all assigned SelRes members in a manner that supports complete rollout by 31 December 2018.
4.c.1.c.  Ensure travelers and administrators are trained and prepared to use DTS in a manner that supports complete rollout by 31 December 2018.
4.c.1.d.  Ensure all assigned SelRes members obtain a GTCC in accordance with Reference C.
4.c.1.e.  Ensure the Lines of Accounting (LOAs) are loaded and funding structure is established to support complete rollout by 31 December 2018.
4.c.1.f.  Ensure Lead Defense Travel Administrators (LDTAs) and Organizational Defense Travel Administrators (ODTAs) are prepared to provide DTS training to RC units and travelers.
4.c.1.g.  LDTAs and ODTAs shall ensure Approving Officials and travelers receive training not more than 30 days prior to DTS implementation at their respective units.
4.c.1.h.  Ensure Common Access Card (CAC) readers are purchased and distributed to units in a manner that supports complete rollout by 31 December 2018.
4.c.2.  Deputy Commandant for Programs and Resources, Manpower Budget Branch.
4.c.2.a.  Reconcile open allotment orders to ensure pay and allowances, and per diem and travel are accurately captured in accounting system.
4.c.2.b.  Monitor solvency of ADOS-RC program.
4.c.3.  Deputy Commandant for Programs and Resources, Finance Branch.
4.c.3.a.  Ensure MROWS programming, including cover sheet functionality, is ready to support testing beginning on 15 November 2017, and supports complete rollout by 31 December 2018.
4.c.4.  IMA OpSponsors.
4.c.4.a.  Ensure DTS profiles are built for all assigned SelRes members in a manner that supports complete rollout by 31 December 2018.
4.c.4.b.  Ensure the LOAs are loaded and funding structure is established to support complete rollout by 31 December 2018.
4.c.4.c.  Ensure travelers and administrators are trained and prepared to use DTS in a manner that supports complete rollout by 31 December 2018.
4.c.4.d.  Ensure all assigned SelRes members obtain a GTCC in accordance with Reference C.
4.c.4.e.  Ensure LOAs are loaded and the funding structure is established to support complete rollout by 31 December 2018.
4.d.  Coordinating Instructions.
4.d.1.  Rollout Schedule for SMCR units will be published by MarForRes, G-1.
4.d.2.  Rollout Schedule for IMA units will be published by RA (RAM-3).
4.d.3.  Policy updates will be coordinated by RA (RAP-1).
4.d.4.  Help Desk support has been expanded to provide for RC implementation, and its structure is outlined below.  A website is under development that will serve as a resource for travelers and administrators, and will provide contact information and hours of support.  The activation of the website will be announced via separate correspondence.
4.d.4.a.  Tier 1 – Unit-level Organizational Defense Travel Administrators (ODTAs).
4.d.4.b.  Tier 1.5 – Major Subordinate Command LDTAs, (4th Marine Air Wing, 4th Marine Division, 4th Marine Logistics Group, Marine Forces Reserve Force Headquarters Group).
4.d.4.c.  Tier 2 – MarForRes Help Desk.
4.d.4.d.  Tier 2.5 - USMC level Help Desk, DTS and MROWS support.
4.d.4.e.  Tier 3 – Defense Travel Management Office Travel.  Assistance Center, 24/7 DoD level support.
4.d.4.f.  GTCC 24/7 support.
4.d.4.g.  Travel Management Company 24/7 support.
4.d.5.  Funding has been requested for purchase of CAC readers for all SelRes.  Purchase and distribution will be conducted by MarForRes and IMA OpSponsors upon approval of funding.
