GENTEXT/REMARKS/1.  Purpose.  This MARADMIN announces pending changes to reference (a), provides the categories of screenable billets and presents key implementation milestones.
2.  Background.  In September 2017, the Commandant of Marine Corps (CMC) directed that the Marine Corps would transition to three duties designated as Special Duty Assignments (SDA):  Recruiter, Drill Instructor, and Marine Security Guard (MSG) Detachment Commander.  Concurrently, CMC emphasized the continuing importance to stress the other duties, presently designated as SDA, and that many key incentives associated with these duties should continue.  Accordingly, reference (a) is undergoing a comprehensive re-write with expected completion of staffing and approval in the early summer of 2018.  Preparatory actions are underway to facilitate a complete transition to a three-SDA configuration commencing with the October 2018 classes.  Therefore, changes to selection, screening and slating methods will begin in January 2018 with the FY19 HQMC SDA Selection Team (HSST).
3.  Mission.  During 2018, Deputy Commandant Manpower and Reserve Affairs (DC M&RA) will implement a revised screenable b-billet program, with appropriate incentives, in order to ensure quality Marines are assigned to key billets.
4.  Execution.
4.a.  Commanders Intent.  Ensure Marines assigned to challenging billets that support critical service actions are properly screened and appropriately incentivized.
4.b.  Concept of Operation.
4.b.1.  Classification of duties.  Updates to reference (a) will reorganize screenable billets into three distinct categories based primarily on how assignments will be made.  SDA category billets are those specifically designated by CMC as SDA.  Assignments to these billets will continue to be made under the existing SDA processes:  annual SDA Volunteer Period (SDAVP), followed by the annual directed screening via the HSST.  Type-1 category billets are those assignments of high visibility or of an independent nature.  Candidates for assignment to Type-1 billets will be identified by and subject to a centralized screening process.  Once screened, assignments for billets within specific Primary Military Occupational Specialties (PMOS) will be made by PMOS monitors.  Assignments to Type-1 billets associated with “any MOS” will be made by monitors in MMEA-25 under the same protocols.  Type-2 category billets include special programs and fellowships outside of a Marines PMOS.  Assignments to these billets will be made annually after solicitation by MARADMIN and review of applications by appropriate selection board.
4.b.2.  Incentives and pay.  Marines currently serving on SDA will continue to receive corresponding awards, pay, and meritorious promotions, authorized by legacy policy.  The updated version of the manual will defer to appropriate orders and instructions, regarding promotions, pay, and other allowances, or MARADMIN releases that announce or update these incentives.
4.c.  Coordinating Instructions.
4.c.1.  Timeline and Milestones:
4.c.1.a.  January 2018:  M&RA initiates formal Marine Corps-wide staffing of updates to reference (a).
4.c.1.b.  January 2018:  New or adjustments to assignment incentives approved and released via MARADMIN.
4.c.1.c.  January 2018:  MMEA initiates directed screening via the FY19 HSST for FY19 assignments to SDAs, using updated eligibility criteria.  A MARADMIN will announce with instruction provided to commanders.
4.c.1.d.  June 2018:  Updated reference (a) signed and promulgated.
4.c.1.e.  June 2018:  MMEA initiates directed FY19 assignments to Type-1 billets, using updated eligibility criteria and screening protocols.  A MARADMIN will announce additional details and instructions.
4.c.2.  Screenable billets will be classified as follows in the update to reference (a):
4.c.2.a.  SDA:  Recruiter, Drill Instructor, MSG Detachment Commander.
4.c.2.b.  Type-1 billets:  Marine Combat Instructor, MSG Watch Stander, Marine Corps Security Forces (MCSF) Guard, Staff Noncommissioned Officer (SNCO) Academy Faculty Advisor and Curriculum Developer, Formal Schools Instructor, and Inspector-Instructor.
4.c.2.c.  Type-2 billets:  SNCO Degree Completion Program billets, Equal Opportunity Advisor, Congressional Fellowship SNCO, Foreign Area SNCO, Force Fitness Readiness Center Instructor, Martial Arts Center of Excellence Instructor, and Marine Corps Shooting Team competitors.
