GENTEXT/REMARKS/1.  This message initiates the Active Reserve (AR) Prior Service Recruiting (PSR) Limited Tour Program in support of Marine Corps Recruiting Command (MCRC).  Headquarters Marine Corps (HQMC), Reserve Affairs Management (RAM) aims to select and assign the most qualified and capable Marines to serve a (24) month tour as a Prior Service Recruiter (MOS 8421) while limiting impacts to current AR manning.
2.  Eligible Marines.  All Sergeants with less than (10) years of service, and Staff Sergeants with less than (12) Years of service who are currently affiliated with the Select Marine Corps Reserve (SMCR) or Individual Ready Reserve (IRR) or Individual Mobilization Augmentee (IMA) may apply.  PCS orders will not be issued to Marines approved for a limited tour.  Applicants must be local to one of the below locations:
    a.  PSRS-1 PSRSS Allentown, PA
    b.  PSRS-1 PSRSS Garden City, NY
    c.  PSRS-4 PSRSS Washington, DC
    d.  PSRS-4 PSRSS Camp Lejeune, NC
    e.  PSRS-6 PSRSS Jacksonville, FL
    f.  PSRS-6 PSRSS Marietta, GA
    g.  PSRS-8 PSRSS Aurora, CO
    h.  PSRS-8 PSRSS Houston, TX
    i.  PSRS-9 PSRSS Kansas City, MO
    j.  PSRS-9 PSRSS Great Lakes, IL
    k.  PSRS-12 PSRSS Seal Beach, CA
    l.  PSRS-12 PSRSS Alameda, CA
3.  Submission Guidelines.  All accession requests will be submitted via the Total Force Retention System (TFRS).  Requests from SMCR Marines will be submitted by the unit career planner.  Requests from Marines in the IRR will be submitted by a Prior Service Recruiter.
    a.  Eligible Marines are required to be screened by a Prior Service Career Recruiter (MOS 8422) prior to submitting a request utilizing the PSR screening checklist available in TFRS.
    b.  All applicants must meet accession requirements found in reference (e).
    c.  Proof of security clearance or open investigation.  All applicants must have their security manager complete a security clearance verification annotated on page 3, block 38.c. of NAVMC 11537A (RRELM) by the security manager.  The following information must be annotated:  dates of open or closed investigation, or notation of enrollment into continuous evaluation status and current clearance level must be annotated.
4.  Limited Tour Program Guidelines.
    a.  Marines who are accepted onto the AR program will serve for a period of (24) months.  Requests for extensions will be considered based on the needs of the AR program and MCRC.
    b.  Accepted Marines will attend the first available Basic Prior Service Recruiting course after being accessed.  Marines who do not attend or fail to complete the course within 90 days will be transferred to the IRR to complete their remaining contractual time.
    c.  Eligible Marines who desire to conduct a Lateral Move to Prior Service Career Recruiter MOS 8422 will submit a request through their chain-of-command.  If approved, limited tour Marines will be reenlisted into the AR program and receive career designation.
    d.  Limited Tour Marines will be considered for promotion from the component from which they were accessed.  AR promotion zones and allocations will not apply to Limited Tour Marines.  While serving on Limited Tour orders, Marines are eligible for meritorious promotion within the 8421 MOS.
    e.  Limited Tour AR Marines who are relieved of their duties for either cause or good of the service will be transferred to the IRR to complete their remaining contractual time.
    f.  Limited Tour allocations will not exceed the existing shortfalls within 8422 manpower structure.  For FY22 and FY23, the available allocations for Limited Tour accessions is (12).
