1.  This MARADMIN authorizes the following bonuses for Active Reserve (AR) Prior Service Recruiters (PSR).  Approvals for these incentives are on a first come, first served basis for all allocations.
    a.  AR PSR First Tour Volunteer:  $30,000 for a 36 month obligation.
    b.  AR PSR Limited Tour.  $20,000 for a 24 month obligation.
    c.  Current AR PSR Tour Extension:  $12,000 for a one year extension.
    d.  Second Tour PSR Volunteer:  $36,000 for a 36 month obligation.
    e.  AR Career Recruiter.  $30,000 for a three year obligation.
2.  Eligibility Requirements
    a.  AR PSR First Tour Volunteer:
        (1) Must be Sergeant to Gunnery Sergeant in the AR.  Gunnery Sergeants must have less than 12 months time-in-grade at the time of application.
        (2) Must have more than 12 months time-on-station by time of application.
        (3) Marines who executed a lateral move upon accession to the AR program, must have 36 months in their present primary MOS by the time of application.
        (4) Must not have been passed for promotion to the next rank.
        (5) Must complete the 8421 screening process standards with a prior service career recruiter and receive a positive endorsement.
        (6) Applicants will receive priority in their choice of preferred Prior Service Recruiting Station Sub-station (PSRSS) and class date based on availability.
    b.  AR PSR Limited Tour:  Must be accepted to a 24 month tour as an AR PSR Limited Tour.
    c.  Current PSR Tour Extension:
        (1) Must be an PSR currently assigned to a valid billet within Marine Corps Recruiting Command and on production.
        (2) Must be recommended for extension by the Prior Service Recruiting Station Officer-in-Charge.
    d.  Second Tour PSR Volunteer:
        (1) Must have successfully completed a three-year tour as a PSR.
        (2) Must be Sergeant to Gunnery Sergeant in the AR.  Gunnery Sergeants must have less than 12 months time-in-grade at the time of application.
        (3) Must not have been passed for promotion to the next rank.
        (4) Must complete the 8421 screening process standards with a prior service career recruiter and receive a positive endorsement.
        (5) Basic Prior Service Recruiter Course is required for returning 8421s with greater than 24 months post recruiting. Waivers for this requirement will be addressed in a case-by-case basis.
        (6) Applicants are not guaranteed a specific location assignment, but may choose a preferred PSRS based on availability.
    e.  Career Recruiter:
        (1) A Marine must have a previously approved lateral move (LATMOV) and a PMOS of 8422 or an Intended Military Occupational Specialty (IMOS) of 8422 in Marine Corps Total Force System (MCTFS).
        (2) Marines must fill a valid 8422 Billet Identification Code (BIC) vacancy.
        (3) Marines must meet one of the following criteria:
            (a) An AR Staff Sergeant presently serving as a Production Recruiter billet.
            (b) An AR Staff Sergeant requesting to return to PSR after less than a 24-month break from a recruiting tour with no adverse material.
            (c) A reserve Staff Sergeant presently, or previously, serving as a prior service recruiter requesting direct hire to the AR Program with an IMOS of 8422A.
            (d) An AR Gunnery Sergeant with less than 12 months a time in grade at time of application.
        (4) New career recruiters affiliated with the AR Program in accordance with references (a) and (b).
    f.  Requirements for all applicants:
        (1) A Marine must obtain or have the contractual time in order to fulfill their bonus obligation upon the acceptance date of the Reserve Reenlistment, Extension, Lateral Move (RRELM) (also known as the execution date) of the bonus or date current tour began at the unit, whichever is later.  The acceptance date (execution date) is the date the Marine signs the Reserve Affairs Personnel Management Branch (RA (RAM)) approved RRELM.
        (2) Marines must not have any adverse material while on recruiting duty.
        (3) A Marine must not have a reduction in rank in his or her current grade, unless the reduction is as a result of reference (c).
        (4) A Marine must not be entitled to receive retired or retainer pay.
3.  Administrative Guidance
    a.  Marines who meet the retention guidelines in reference (b) and the incentive eligibility requirements established in this MARADMIN should submit an incentive request via the Total Force Retention System (TFRS).  Marines must include a signed Statement of Understanding (SOU) as an attachment to the TFRS request.
        (1) The updated SOU is available in TFRS.
        (2) A validated SOU will contain the member’s name and Electronic Data Interchange Personal Identifier (EDIPI), all unit information, BIC information, IMOS, and every appropriate initial or signature.  If the SOU is missing any required data, it will be returned to the appropriate unit for corrective action.
    b.  Upon approval of the incentive request, RA (RAM) will issue a Bonus Control Number (BCN) and forward the request back to the originator through TFRS.
    c.  Marines assigned a BCN, who fail to complete any pre-requisite training (Basic Prior Service Recruiter Course (BPSRC) or Career Recruiter Course (CRC)) within the 365 days of approval, forfeit their incentive eligibility.
    d.  Payment procedure.  Payment of the lump sum bonus will occur after completion of the BPSRC, CRC, approval of one year extension, or when a prior PSR executes orders to return to PSR a billet and checks into their PSR unit.  The parent command will verify the posted obligation remark in MCTFS.  Once verified, the unit will then report the following unit diary entries:
        (1) Bonus Program Enlisted For (PEF) code (report prior to bonus payment) use PEF code RC as indicated:  TTC 153 001 bonus PEF RC.
        (2) The applicable bonus entry is reported with the effective date of the Marine’s graduation date or the date the RRELM is accepted for a tour extension:  TTC 900 003.
4.  Retraining.  Retraining is a requirement for the limited tour and first tour PSR volunteers.  A Marine must be PMOS/IMOS qualified to be eligible.
5.  Obligation
    a.  Recipients of this incentive will incur an obligation from the date of the RRELM approval or date current tour began, whichever is applicable.  Recipients must serve their obligated time in the PMOS/IMOS authorized for their incentive.
6.  Recoupment
    a.  Recoupment will occur at the full amount if the Marine:
        (1) Fails to fulfill the service obligation in the 8422 MOS.
        (2) Is relieved for cause.
        (3) Transfers to the Selected Marine Corps Reserve, Individual Mobilization Augmentee program, or the Individual Ready Reserve.
    b.  Recoupment will occur at the pro-rated amount if the Marine:
        (1) Is relieved for the good of the service.
        (2) Transfers to the Active Component.
    c.  Recoupment will not occur if the Marine receives a denial for further service due to twice failing selection to the next higher grade or disability.
7.  Recipients of this incentive may not concurrently receive another incentive.
8.  This MARADMIN is active until canceled or updated.
