GENTEXT/REMARKS/1.  Purpose.  This message announces the board to screen 8059 and 8061 acquisition lieutenant colonels for command and command equivalent billets for assignment during fiscal year (FY) 2023, the eligible officer population for screening, and the established timeline for execution of the board.
1.a.  Major timeline milestones are (read in three columns):

Note 2:  Eligible officers must complete the questionnaire by 2359 Eastern Standard Time (EST) on 27 January 2023.  Refer to paragraph 5 of this message for additional details regarding the submission of the questionnaire.
Note 3:  Board will convene in accordance with FY23 MCBUL 5420.
Note 4:  Manpower Management (MM) releases the results of the board on or about 28 February 2023.
Note 5:  Officers selected for command or command equivalent but who desire to defer or decline selection must submit a command endorsed Administrative Action (AA) form requesting declination to HQMC (MMOA).  Refer to paragraph 7 for additional information.
1.b.  The purpose of the acquisition command and command equivalent board is to select highly qualified Marine officers who meet statutory requirements, in accordance with reference D, to lead within major acquisition programs and acquisition related commands where the Marine Corps has a unique or vested interest. 
1.c.  The board will select officers for designated command or command equivalent billets projected to be available between 1 June 2023 and 31 August 2023.
2.  Process.  The board will select from a list of eligible officers in the rank of lieutenant colonel and lieutenant colonel select who are best and most fully qualified and who meet statutory requirements.  The board will select as primaries a number of officers equal to the number of commands and command equivalent billets available.  Additionally, the board will select a sufficient number of officers as alternates to meet requirements should primary officers decline or otherwise be unable to assume their assignment.  The board will develop a proposed slate of assignment for the primary selectees and forward with the alternate list to Director, Manpower Management (Dir, MM) for approval.  Once the list is approved, board results listing the primary selectees will be announced via Marine Administrative (MARADMIN) message.
3.  Board composition.  The board will consist of representatives from the acquisition communities, the operating forces and supporting establishment to ensure broad representation among board members.

4.a.  Eligibility criteria.
4.a.1.  All 8059 or 8061 unrestricted lieutenant colonels or lieutenant colonel selects, except as outlined in paragraph 4.b, are eligible and will be screened by this board.
4.a.2.  In order to be slated to acquisition command and command equivalent billets, officers must meet specific statutory requirements.  To ensure that officers meet these requirements, eligible officers must submit their Defense Acquisition Workforce Improvement Act (DAWIA) training transcript and acquisition Career and Training Summary sheet using the questionnaire as outlined in paragraph 5.b.1.  Contact Occupational Field Managers listed in paragraph 8 with questions about statutory requirements. 
4.b.  Ineligibility criteria.
4.b.1.  Officers with a Primary Military Occupational Specialty other than 8059 or 8061.
4.b.2.  Officers with an established separation or retirement date.
4.b.3.  Officers with a mandatory retirement date prior to 1 June 2025.
4.b.4.  Officers who declined command after selection on a previous command or command equivalent board, whether they declined the offer as a primary selectee, or an alternate fleeted-up due to a vacancy.
4.b.5.  Officers in the Special Education Program.  These officers will be eligible to screen for command or command equivalent after their graduation from school and completion of their utilization tour, if required.
4.b.6.  Officers who have been relieved for cause from a designated lieutenant colonel command or command equivalent screened billet regardless of length of time in command.
5.  Board communication.
5.a.  Eligible officers shall communicate with the board via the online questionnaire for their PMOS.  The online questionnaire is the only mechanism for communication of preferences and submission of correspondence.  In the questionnaire, officers may call attention to any matter deemed important, including command preferences or location, family or personal situations the board should consider in decision making.  A common access card certificate is not required to access the questionnaire.

5.b.  Officers may submit any material not found in the Official Military Personnel File (OMPF) via the questionnaire.  Instructions on how to upload material are provided within the questionnaire.  Officers who experience difficulty should contact their Occupational Field Manager, listed in paragraph 8, and the Manpower Management Officer Assignments Branch, Plans, Programs, and Boards Section (MMOA-3) by email at smbmmoaplanso@usmc.mil or by phone at (703) 784-9284 for assistance.
5.b.1.  Officers are required to submit their bio-on-a-slide, a current Defense Acquisition Workforce Improvement Act (DAWIA) training transcript and acquisition Career and Training Summary sheet depicting each officer's training and certifications. 
5.c.  The deadline for submitting the online questionnaire is 2359 EST on 27 January 2023 in order to facilitate pre-board actions.  Any correspondence received after the convening of the board will be submitted at the discretion of the board president.  All correspondence to the board must originate from or be endorsed by the screening officer.
5.d.  OMPF update material.  Officers should submit OMPF update material to the email address:  smb.manpower.mmrp-20@usmc.mil as soon as possible.  Officers are responsible for ensuring their OMPF is accurate at all times.
5.e.  The board will not use photographs per reference (d).
5.f.  Fitness reports.  Completed fitness reports must be submitted to Performance Evaluation Section (MMRP-30) for inclusion into the OMPF.  Incomplete fitness reports will not normally be accepted or forwarded to the board.
5.g.  Remove by request (RBR).
5.g.1.  Officers who are eligible but do not desire to screen must complete the online questionnaire and attach an AA form requesting RBR.  The AA form must be endorsed by the Commanding General, MARCORSYSCOM or the Assistant Deputy Commandant for Aviation.  Officers without properly endorsed AA forms for RBR will be screened by the board.  Dir, MM will adjudicate in cases where an officer submits a negatively endorsed AA form for RBR.
5.g.2.  Officers desiring RBR must submit requests via the online questionnaire NLT 27 January 2023.
6.  Command and command equivalent availability.
6.a.  MMOA-3 has posted command and command equivalent availability lists at the Acquisition Command and Command Equivalent Screening Board link on the following website: https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/MMOA3_BUI
6.b.  The list of commands and command equivalent billets may be updated periodically prior to the board, and are subject to change up until the conclusion of the board.
7.  Board results.  Manpower Management plans to release the results of the board on or about 28 February 2023.
7.a.  Alternates.  Officers selected as alternates to command or command equivalent billets will be prioritized by the board for fleet-up should vacancies occur.  MMOA-3 will post an alphabetical list of alternates (not listed in order of priority) on the MMOA-3 website following the release of the board results.
7.b.  Declinations.
7.b.1.  Officers slated to command or command equivalent who decline must do so via AA form, endorsed by the first general officer in their chain of command, forwarded to Headquarters Marine Corps (HQMC, MMOA-3).  Officers who decline command or command equivalent will receive a letter in their OMPF documenting the declination.  Unless otherwise approved by Deputy Commandant for M&RA due to extraordinary circumstances, officers who decline command will not be considered for any other command or command equivalent during the slating year and are ineligible for command and command equivalent screening on future boards.
7.b.2.  Alternates identified to fill vacated command or command equivalent billets are also required to formally decline if they choose not to accept the offer.  Letters of declination will be placed in the officer's OMPF.
7.c.  Deferrals.  Officers selected for command or command equivalent by the board who are unable to execute orders due to extraordinary life or professional circumstances may request a deferral. 
7.d.  The results MARADMIN will contain further details on the procedures for declination or deferral.
