GENTEXT/REMARKS/1. Promotion to the next higher grade positively contributes to the high standards of leadership and proficiency required for continued combat readiness.  Staff Non-Commissioned Officer (SNCO) warrants support enlisted empowerment and force modernization while providing clear guidance on roles, responsibilities, and authorities expected of our enlisted leaders.
2.  This Marine Administrative Message (MARADMIN) serves as an announcement of the availability to order the new SNCO promotion warrant and guidance for preparation, dissemination, and replacement of ceremonial warrants.
3.  Preparation of Certificate of Appointment
3.a.  Effective 9 July 2023, the previous edition of the SNCO promotion warrant, signed by 38th Commandant of the Marine Corps (CMC), became obsolete and was no longer authorized for distribution.  This new SNCO promotion warrant, signed by 39th CMC, is the only warrant permitted for ceremonies beginning on 1 March 2024.
3.b.  All units that conducted promotion ceremonies after 1 July 2023 and used a temporary promotion warrant for ceremonial purposes must replace them utilizing the new certificate of appointment prepared in accordance with reference (a).
3.c.  Commands are authorized to sign certificates of appointment for Marines who transferred to them after receiving a temporary promotion warrant without conducting an additional promotion ceremony if the Marine has already been promoted within the Marine Corps Total Force System.
3.d.  ServMarts and commanders who are not supplied by a local ServMart are directed to requisition warrants from Defense Logistical Agency, Tinker Air Force Base, Oklahoma through normal supply channels.  Ordering information for the new SNCO promotion warrant is as follows:
