RMKS/1.  SITUATION.  OUR CORPS IS CHARGED WITH PROVIDING THE
NATION'S YOUNG MEN AND WOMEN, WHO HAVE CHOSEN TO CLAIM THE TITLE
MARINE, WITH SUPERIOR LEADERSHIP FROM OUR OFFICER CORPS.  OFFICER
CANDIDATES SCHOOL (OCS) IS RESPONSIBLE FOR THE TRAINING, EVALUATION,
AND SCREENING OF THOSE MEN AND WOMEN WHO DESIRE TO BE OFFICERS OF
MARINES.  TO SUPPORT THIS MISSION, OCS IS STAFFED WITH SUFFICIENT
PERSONNEL TO MEET THE STEADY STATE STUDENT LOAD THROUGHOUT MOST OF
THE YEAR.  HOWEVER, IT CAN NOT SUPPORT THE PEAK DEMANDS OF THE SUMMER
MONTHS WHEN OCS EXPERIENCES ITS LARGEST INVENTORY OF CANDIDATES
(PEAKS AT NEAR 1,500).  DURING THESE PEAK TRAINING PERIODS, OCS
REQUIRES AUGMENTATION OF ITS PERMANENT STAFF TO MEET ITS MISSION.
THE HISTORICAL PRACTICE OF SUPPORTING THIS REQUIREMENT SOLELY FROM
MCCDC, MCB QUANTICO, AND ITS TENANT COMMANDS HAS BECOME PROBLEMATIC
AS WE PRIORITIZE THE STAFFING OF OUR OPERATING FORCES.  A REDUCTION
IN THE TOTAL NUMBER OF MARINES FROM QUANTICO BASED ORGANIZATIONS AND
A PAUCITY OF MARINES MEETING BOTH PMOS REQUIREMENTS WITH AN 8511
SECONDARY MOS, REQUIRES AN INSTITUTIONAL REVIEW OF OUR
RESPONSIBILITY TO SUPPORT THIS ANNUAL THREE-FOUR MONTH REQUIREMENT.
ACCORDINGLY, THE PURPOSE OF THIS ALMAR IS TO ESTABLISH POLICY
TO MEET THE OCS MISSION FOR SUMMER AUGMENTATION.  THE OCS MISSION IS
AN INSTITUTIONAL IMPERATIVE.  AS SUCH, OCS SUMMER AUGMENTATION IS A
MARINE CORPS RESPONSIBILITY AND ALTHOUGH MCCDC AND QUANTICO BASED
ORGANIZATIONS WILL CONTINUE TO PROVIDE THE LION'S SHARE OF
AUGMENTATION STAFFING, WE AS A CORPS MUST SHARE IN THIS
REQUIREMENT/COMMITMENT BY PROVIDING QUALIFIED AUGMENTEES WHEN
TASKED.
2.  MISSION.  USMC ESTABLISHES CORPS WIDE POLICY TO SUPPORT OCS
SUMMER AUGMENTATION.
3.  EXECUTION.  THE POLICY AND PROCESS TO SUPPORT OCS SUMMER
AUGMENTATION WILL BE ACCOMPLISHED IN TWO PHASES:
   A.  PHASE I WILL ENSURE THE SUCCESSFUL AUGMENTATION FOR SUMMER,
2002 AND SERVE AS AN INSTRUMENT OF VALIDATION FOR PHASE II.
   B.  PHASE II WILL BE A DETAILED/METHODICAL REVIEW (VALIDATION)
OF REQUIREMENTS AND PROCESSES THAT WILL RESULT IN A PERMANENT
INSTITUTIONAL SOLUTION VIA MARINE CORPS ORDER (MCO).
   C.  FOR CG MCCDC.  PUBLISH A MARADMIN WITH DETAILS FOR EXECUTION
OF PHASES I AND II.
4.  ADMINISTRATION AND LOGISTICS INSTRUCTIONS TO BE DETAILED IN
MARADMIN.
5.  COMMAND AND SIGNAL.  CG MCCDC IS DESIGNATED AS MY EXECUTIVE AGENT
FOR THE DEVELOPMENT AND IMPLEMENTATION OF THE POLICY AND PROCESS FOR
OCS SUMMER AUGMENTATION.  DELEGATION OF THIS RESPONSIBILITY TO CG
TECOM IS AUTHORIZED.
   A.  CG MCCDC IS THE SUPPORTED COMMANDER.
   B.  ALL OTHER COMMANDERS/ORGANIZATIONS ARE IN SUPPORT.
6.  MANNING THE OPERATING FORCES OF THE CORPS CONTINUES TO BE OUR
FOCUS, AND, THE TRAINING, EVALUATION AND SCREENING OF OFFICER
CANDIDATES TO PRODUCE THE ABSOLUTE BEST OFFICERS TO LEAD OUR MARINES
IS VITAL TO THE FUTURE HEALTH OF OUR CORPS.  INSTITUTING AN EFFECTIVE
POLICY AND PROCESS FOR SUMMER AUGMENTATION IS A CHALLENGE TO BE
EMBRACED BY THE ENTIRE MARINE CORPS.  WE HAVE ENSURED THE PROPER
SUPPORT FOR THE SUCCESS OF OUR RECRUITING STATIONS AND OUR DEPOTS
CHARGED WITH MAKING OUR MARINES.  OCS MUST BE AFFORDED THE SAME
LEVEL OF SUPPORT TO ENSURE THE CONTINUED SUCCESS AND QUALITY OF OUR
OFFICER CORPS.
