GENTEXT/REMARKS/1. THE PURPOSE OF THIS MARADMIN IS TO SOLICIT APPLICATIONS FROM THE ACTIVE COMPONENT (AC) FOR CONSIDERATION TO THE PERSONAL AND FAMILY READINESS DIVISION ENLISTED AUGMENTATION PROGRAM (MR DIV EAP).
2. MANPOWER AND RESERVE AFFAIRS IS SOLICITING NOMINATIONS FOR PERMANENT ASSIGNMENT OF QUALIFIED SENIOR ENLISTED PERSONNEL WHO WILL SUPPORT PROGRAM DEVELOPMENT, FACILITATION, AND SUSTAINMENT OF FORCE PRESERVATION INITITATIVES. THE SPECIFIC PROGRAMS ARE THE COMBAT AND OPERATIONAL STRESS CONTROL (COSC) PROGRAM, AND THE SUICIDE PREVENTION PROGRAM (SSP). THIS IS A ONE TIME, THREE YEAR ASSIGNMENT.
3. THE MR DIV EAP OFFERS SENIOR ENLISTED MARINES IN THE GRADES OF MGYSGT AND MSGT THE OPPORTUNITY TO DIRECTLY CONTRIBUTE TO THE PRODUCTION OF FORCE PRESERVATION AND READINESS PROGRAMS AT HEADQUARTERS MARINE CORPS. TYPICAL RESPONSIBILITIES OF SELECTED SENIOR ENLISTED MARINES INCLUDE: STRATEGIC PLANNING, DRAFTING POLICY AND PROGRAM CURRICULUM, PARTICIPATING IN OPERATIONAL PLANNING TEAMS (OPT), BRIEFING PROGRAM PURPOSE AND CONTENT AT THE OFFICE OF THE SECRETARY OF DEFENSE (OSD), DEPARTMENT OF THE NAVY (DON), AND MARINE CORPS ORGANIZATIONS AND FORMAL PME COURSES, DEVISING AND EXECUTING IMPLEMENATION, SUSTAINMENT, AND QUALITY ASSURANCE INITIATIVES THAT SUPPORT PROGRAM OBJECTIVES.
4. ASSIGNMENT TO MR DIV EAP WILL INCUR NORMAL PCS OBLIGATIONS. INTERESTED SENIOR SNCOS MUST SUBMIT THEIR APPLICATIONS TO CMC (MMEA-85) NLT 26 OCTOBER 2010. A RESULTS MARADMIN WILL BE RELEASED IN NOVEMBER 2010. SELECTEES WILL BE ORDERED TO REPORT DURING FEBRUARY/MARCH 2011.
5. APPLICANTS WITH THE FOLLOWING QUALIFICATIONS MAY BE NOMINATED:
A. SENIOR STAFF NONCOMMISSIONED OFFICER, MGYSGT THROUGH MSGT IN THE MARINE CORPS ON ACTIVE DUTY. 1STSGTS AND SGTSMAJ ARE NOT ELIGIBLE TO APPLY.
B. EXCEPTIONAL MILITARY PERFORMANCE INCLUDING DEMONSTRATED EXEMPLARY LEADERSHIP IN THE EVALUATED AREA OF ENSURING THE WELL BEING OF SUBORDINATES.
C. PREVIOUSLY SERVED IN FORMAL INSTRUCTOR BILLET, EXPERIENCE IN CURRICULUM DEVELOPMENT IS A PLUS.
D. HAS DEPLOYED TO COMBAT OPERATIONS.
E. OPERATIONS CHIEF EXPERIENCE IS PREFERRED FOR COSC PROGRAM ASSISGNMENT.
F. MEET MINIMUM TIME ON STATION (TOS) REQUIREMENTS BY FEBRUARY 2011. TOS MUST BE MET PRIOR TO REPORT DATE. TOS INFORMATION CAN BE OBTAINED THROUGH THE APPLICANT'S PRIMARY MOS MONITOR OR THE POC BELOW.
G. SENIOR SNCOS ARE INELIGIBLE TO APPLY IF THEY HAVE ALREADY ACCEPTED SELECTION TO A VOLUNTARY EDUCATION PROGRAM, ARE ALREADY IN RECEIPT OF ORDERS, OR WHO REQUIRE SERVICE LIMIT WAIVERS TO EXECUTE PCS/PCA.
6. SUBMIT APPLICATIONS THROUGH ADMINISTRATIVE ACTION FORM, STANDARD NAVAL CORRESPONDENCE FORMAT.
A. AA FORM WITH NAME, SSN, GRADE, CURRENT POSITION TITLE,ORGANIZATION ADDRESS, WORK TELEPHONE NUMBER, EMAIL ADDRESS, HOME ADDRESS, AND HOME TELEPHONE NUMBER. THE FOLLOWING STATEMENT MUST BE INCLUDED ON THE AA FORM: "IF SELECTED, I AGREE NOT TO REQUEST SEPARATION OR RETIREMENT WHILE PARTICIPATING IN THE MR DIV EAP ASSIGNMENT. I FURTHER UNDERSTAND THAT THIS OBLIGATION IS TO RUN CONCURRENTLY WITH ANY OBLIGATION PREVIOUSLY INCURRED."
B. PACKAGES MUST BE ENDORSED BY THE APPLICANTS CHAIN OF COMMAND THROUGH THE FIRST GENERAL OFFICER (WING, DIVISION, OR MLG EQUIVALENT) AS APPROPRIATE.
C. RESUME WITH SERVICE HISTORY, CIVILIAN EDUCATION, MILITARY EDUCATION, MILITARY DECORATIONS, AND PERSONAL DATA TO INCLUDE NAME AND AGE OF SPOUSE AND CHILDREN.
D. STATEMENT INDICATING THE REASON FOR APPLYING TO THE PROGRAM, THE RELEVANCE OF THE FELLOWSHIP TO CAREER GOALS, AND HOW THE FELLOWSHIP WILL BE UTILIZED.
E. REPORTING SENIOR ASSESSMENT OF APPLICANT QUALIFICATIONS FOR THE ASSIGNMENT.
F. AN OFFICIAL MILITARY PERSONNEL FILE (OMPF) DIGITAL PHOTOGRAPH, TAKEN WITHIN 12 MONTHS OF THE PROGRAM APPLICATION DEADLINE IS REQUIRED. PER THE GUIDANCE IN MARADMIN 0003/09, DEPLOYED MARINES MAY TAKE THE PHOTO IN UTILITIES MINUS THE UTILITY BLOUSE. THE TITLE BOARD WILL INCLUDE THE WORD DEPLOYED DISPLAYED PROMINENTLY ACROSS THE TOP OF THE BOARD AS WELL AS ALL OTHER REQUIRED INFORMATION.
G. COMPLETED AND SIGNED NAVMC 11000 PRIVACY ACT STATEMENT.
H. TRANSCRIPTS ARE NOT REQUIRED.
