GENTEXT/REMARKS/1.  PURPOSE.  TO PUBLISH INTERIM LICENSING GUIDANCE FOR MRAPS EQUIPPED WITH TAK-4 INDEPENDENT SUSPENSION SYSTEM (ISS) IOT SUPPORT MISSION REQUIREMENTS FOR THE MARINE CORPS TOTAL FORCE.
2.  BACKGROUND.  REF A WAS PUBLISHED PRIOR TO THE MRAP CAT I/II SUSPENSION CONVERSION AND DOES NOT CONTAIN LICENSING REQUIREMENTS FOR MRAP CAT I/II EQUIPPED WITH THE TAK-4 INDEPENDENT SUSPENSION SYSTEM.  THE TAK-4 ISS IS A PROVEN SUSPENSION SYSTEM CURRENTLY INSTALLED ON THE MEDIUM TACTICAL VEHICLE REPLACEMENT (MTVR), LOGISTIC VEHICLE SYSTEM REPLACEMENT (LVSR) AND THE MRAP-ALL TERRAIN VEHICLE (M-ATV).  IOT INCREASE THE MOBILITY AND MANEUVERABILITY OF THE CAT I/II MRAPS, THE TAK-4 ISS IS REPLACING THE STRAIGHT-AXLE CONFIGURATION.  IN ADDITION TO INCREASING THE MOBILITY AND MANEUVERABILITY OF MRAPS,THE TAK-4'S 16-INCH WHEEL TRAVEL INCREASES THE RIDE QUALITY; MAKING IT LESS STRESSFUL WHEN MANEUVERING THROUGH ARDUOUS TERRAIN.
3.  THE ISS MODIFICATION CHANGES THE HANDLING CHARACTERISTIC OF FPI CAT I/II MRAPS.  CURRENTLY DEPLOYING UNITS REQUIRE A MINIMUM NUMBER OF LICENSED MRAP OPERATORS TRAINED OR UPGRADED TO THE NEW MRAP CAT I/II W/ISS.  TO ACCOMPLISH LICENSING IN THE MOST EFFICIENT AND SAFE METHOD AND TO SUPPORT MISSION REQUIREMENTS, THE FOLLOWING STANDARDS AND CONDITION ARE TO BE USED FOR LICENSING OPERATORS ASSIGNED TO DEPLOYING UNITS ON THE CAT I/II MRAPS WITH ISS.  THESE CONDITIONS AND STANDARDS DIFFER FROM CURRENT POLICY AND ONLY APPLY TO INDIVIDUALS UPGRADING TO THE MRAP CAT I/II W/ISS LICENSE AND ARE NOT INTENDED AS A NEW STAND ALONE MRAP STANDARD FOR ALL MRAP OPERATORS.
4.  FPII'S COUGAR MRAP FAMILY OF VEHICLES IS BROKEN INTO TWO CATEGORIES (CAT I/II).  THESE CATEGORIES ARE BASED UPON TROOP CARRYING CAPACITY AND MISSION PROFILE.  FOR LICENSING PURPOSES ONLY, THE MRAP WILL BE CLASSIFIED INTO ONE CATEGORY.  MRAP CAT I/II W/ISS WILL BE LICENSED TOGETHER AND CONSIDERED AN UPGRADE FROM CAT I/II.
A.  INTERIM MRAP ISS LICENSING PROCEDURES.  ALL FPII MRAP CAT I-II W/ISS UPGRADES WILL BE PERFORMED IAW REF C AND THE FOLLOWING TRAINING STANDARDS:
B.  MARINES/SAILORS WHO HAVE PREVIOUSLY UNDERGONE ISS TRAINING AND RECEIVED LICENSES ON THE LEGACY FPII MRAP CAT I/II AND THE MTVR OR MRAP REQUIRE NO FURTHER TRAINING DUE TO THE SIMILARITIES IN HANDLING, MANEUVERABILITY AND CONTROLS OF THE VEHICLES.  HOWEVER, A ROAD TEST MUST BE CONDUCTED IN ORDER TO VERIFY THE OPERATORS' ABILITY TO HANDLE THE CAT I/II W/ISS.  UPON SUCCESSFUL COMPLETION OF THE ROAD TEST THE OPERATOR'S OF-346 WILL BE STAMPED MRAP CAT I/II W/ISS.
C.  MARINES/SAILORS UPGRADING FROM THE LEGACY FPII MRAP CAT I/II WITH NO PREVIOUS ISS TRAINING/LICENSE (SUCH AS IN THE MTVR AND MATV) REQUIRE CLASSROOM TRAINING ON PMCS AND THE CHARACTERISTICS OF THE ISS, CTIS, AND LIMP HOME SYSTEMS, AND PRACTICAL APPLICATION ON OPERATOR CREW LEVEL OF MAINTENANCE (LOM). DUE TO A CHANGE IN HANDLING CHARACTERISTICS, OPERATORS ARE REQUIRED TO OBTAIN A MINIMUM OF 15 MILES OF DOCUMENTED ROAD TIME PER THE FOLLOWING CHART. READ IN TWO COLUMNS.

OPERATORS WILL BE TESTED IAW REF C UTILIZING A WRITTEN TEST, SKILL TEST NUMBER 5, AND MUST ALSO PASS THE ROAD TEST IN ORDER TO SUBSTANTIATE THE OPERATORS' ABILITY TO HANDLE THE FPII CAT I/II W/ ISS. UPON SUCCESSFUL COMPLETION OF THE WRITTEN, SKILLS, AND ROAD TEST THE OPERATOR'S OF-346 WILL BE STAMPED MRAP CAT I/II W/ISS.
D.  MARINES/SAILORS UPGRADING FROM ARMORED HMMWV/ECV TO MRAP CAT I/II W/ISS MUST MEET THE PREREQUISITES LISTED IN REF C, CHAPTER 2, AND THE REQUIREMENTS OF CHAPTER 3.  UPON SUCCESSFUL COMPLETION OF THE WRITTEN, SKILLS, AND ROAD TEST THE OPERATOR'S OF-346 WILL BE STAMPED MRAP CAT I/II W/ISS.  IT IS NOT A REQUIREMENT FOR OPERATORS TO POSSESS A LEGACY MRAP CAT I/II LICENSE PRIOR TO OBTAINING THE MRAP CAT I/II W/ISS LICENSE.
