GENTEXT/REMARKS/1. THIS MARADMIN REPLACES MARADMIN 04/29/2004 AND AUTHORIZES LOCAL COMMANDS TO PAY FOR ACADEMIC DEGREES, LICENSES, AND OTHER PROFESSIONAL CERTIFICATIONS ACCORDING TO THE REFERENCES. THIS AUTHORITY MAY BE REDELEGATED TO THE LOWEST PRACTICAL LEVEL AT COMMAND DISCRETION. PER REF B, THIS AUTHORITY IS NOT APPLICABLE TO ACTIVE DUTY MILITARY PERSONNEL AND LOCAL NATIONALS. REF C PROVIDES THE GUIDELINES FOR PAYMENT OF NONAPPROPRIATED FUND (NAF) EMPLOYEES. THIS AUTHORITY DOES NOT APPLY TO THE MARINE CORPS STUDENT LOAN REPAYMENT PLAN.
2. PAYMENT OF COSTS ASSOCIATED WITH OBTAINING AN ACADEMIC DEGREE OR PROFESSIONAL CREDENTIAL THAT SUPPORT WORKFORCE DEVELOPMENT AND ORGANIZATIONAL OBJECTIVES ARE AUTHORIZED TO RECRUIT, DEVELOP, AND RETAIN A WORLD-CLASS WORKFORCE THROUGH PLANNED, SYSTEMIC, AND STRUCTURED PROGRAMS OF DEVELOPMENT. SUCH PROGRAMS MUST MEET ALL OF THE FOLLOWING CRITERIA:
   A. THE APPLICANT HAS COMPLETED A 180 OR 360 DEGREE ASSESSMENT, INDIVIDUAL DEVELOPMENT PLAN (IDP), AND IS ENROLLED OR SEEKING ENROLLNMENT IN THE CIVILIAN LEADERSHIP DEVELOPMENT (CCLD) MENTORING PROGRAM.
   B. BASED ON AVAILABLE FUNDING, STUDENTS MAY RECEIVE UP TO 3600 DOLLARS ACADEMIC DEGREE FUNDING PER FISCAL YEAR.
   C. FINANCIAL SUPPORT FOR THE PARTICIPANT IS APPROVED PRIOR TO ATTENDANCE IN THE COURSE.
   D. THE PROGRAM CONSISTS OF A SEQUENCED SET OF INSTRUCTIONS OR ASSIGNMENTS THAT CLEARLY SUPPORTS ORGANIZATIONAL OBJECTIVES.
   E. THE PROGRAM PRODUCES MEASURABLE IMPROVEMENT IN EITHER INDIVIDUAL OR ORGANIZATIONAL PERFORMANCE.
3. IN ADDITION TO PAYMENT FOR ACADEMIC DEGREE COURSES, THIS MARADMIN ALSO AUTHORIZES LOCAL COMMANDS TO PAY FOR EXPENSES ASSOCIATED WITH OBTAINING PROFESSIONAL CREDENTIALS. PAYMENT OF COSTS ASSOCIATED WITH OBTAINING AND RENEWING PROFESSIONAL CREDENTIALS INCLUDING PROFESSIONAL ACCREDITATION; STATE-IMPOSED PROFESSIONAL LICENSES AND CERTIFICATIONS; AND EXAMINATIONS TO OBTAIN SUCH CREDENTIALS, IS AUTHORIZED IN ACCORDANCE WITH REFS A AND F.
4. BASED ON AVAILABLE FUNDING, AN ACTIVITY MAY PAY FOR PROFESSIONAL CREDENTIALS THAT ARE REQUIRED FOR THE EMPLOYEE IN THE PERFORMANCE OF CURRENT OFFICIAL DUTIES. PAYMENT IS NOT AUTHORIZED FOR CERTIFICATE PROGRAMS.
5. AUTHORITY FOR COURSES, PROFESSIONAL LICENSE OR CERTIFICATION CREDENTIAL FOLLOWS:
   A. ENHANCES PRODUCTIVITY,
   B. IMPROVES PERFORMANCE,
   C. MAXIMIZES RECRUITMENT OPPORTUNITIES,
   D. INCREASES RETENTION,
   E. BROADENS AND DEVELOPS THE SKILL BASE FOR A QUALITY WORK FORCE TO ACCOMPLISH THE MARINE CORPS'S MISSION AND ENSURE READINESS,
   F. SUPPORTS CCLD INITIATIVES AND CAREER PATH IMPROVEMENTS TO MEET FUTURE REQUIREMENTS.
6. FUNDING IS AUTHORIZED FOR ANY COURSE OF POST-SECONDARY EDUCATION DELIVERED THROUGH CLASSROOM, ELECTRONIC, OR OTHER MEANS WHICH IS ADMINISTERED OR CONDUCTED BY A NATIONALLY RECOGNIZED ACCREDITED INSTITUTION THAT PROVIDES A CURRICULUM OF POST-SECONDARY EDUCATION. THE DEPARTMENT OF EDUCATION (DOE) PUBLISHES A LISTING OF ACCREDITED BODIES UNDER SECTION 1001(C) OF TITLE 20 U.S.C. THIS LISTING CAN ALSO BE FOUND ON THE DOE WEBSITE WWW.ED.GOV.
7. FUNDING MAY INCLUDE ADDITIONAL EXPENSES TO ENSURE SUCCESSFUL PARTICIPATION INCLUDING BUT NOT LIMITED TO SUPPLIES AND EQUIPMENT, APPLICATION FEES, REGISTRATION FEES, MILEAGE, AND PARKING FEES UP TO THE 3600 DOLLARS TOTAL PER STUDENT PER YEAR.
8. A CONTINUED SERVICE AGREEMENT DOCUMENTED ON A SF FORM 182 WILL BE COMPLETED PRIOR TO COURSE PAYMENT. FOR FULL-TIME ATTENDANCE, THE CONTINUED SERVICE AGREEMENT OBLIGATES EMPLOYEES TO SERVE IN A GOVERNMENT AGENCY FOR A PERIOD AT LEAST THREE TIMES THE LENGTH OF THE TIME SPENT IN ACADEMIC DEGREE TRAINING. THE PERIOD OF OBLIGATED SERVICE BEGINS THE DAY AFTER THE LAST TRAINING CLASS PER REF A. FOR PART TIME TRAINING, THE PERIOD OF OBLIGATED SERVICE WILL BE COMPUTED PER REF A.
9. PAYMENT WILL BE MADE ON A REIMBURSABLE BASIS UPON SUCCESSFUL RECEIPT OF THE CREDENTIAL OR COURSE LEADING TO A DEGREE. REIMBURSEMENT WILL BE DOCUMENTED ON A SF 1164. INTERNAL PROCEDURES FOR PRE-APPROVAL OF THE REIMBURSEMENT WILL BE ISSUED BY THE COMMAND.
10. LOCAL COMMANDS WILL DOCUMENT THE USE OF THIS AUTHORITY BY LOADING PARTICIPANT DATA IN THE DEFENSE CIVILIAN PERSONNEL DATA SYSTEM (DCPDS) PER THE FOLLOWING REPORT FORMAT:
   A. (TITLE) CIVILIAN LICENSES, CERTIFICATIONS, AND RELATED EXPENSES;
   B. DATA ELEMENT;
   C. LICENSE/CERTIFICATE (NAME OF CREDENTIAL AS IT APPEARS ON THE CERTIFICATE);
   D. INITIAL ANNUAL/RENEWAL;
   E. COST OF LICENSE/CERTIFICATE (ADDITIONAL COSTS);
   F. DATE PAID;
   G. AMOUNT PAID;
   H. TRAINING FOR CERTIFICATE/LICENSE.
11. CCLD OFFICES WILL:
   A. PROMOTE AND MARKET THE PROGRAM TO OPTIMIZE PARTICIPATION;
   B. MANAGE PROGRAM ENROLLMENT, PAYMENT/REINBURSEMENT, AND PARTICIPANT DOCUMENTATION;
   C. EVALUATE ACADEMIC DEGREE PARTICIPATION;
   D. FORMULATE, MONITOR, AND SUBMIT BUDGET ESTIMATES AND QUARTERLY SPENDING PLANS;
   E. MAINTAIN DIRECT CITE EXECUTION OF FUNDS WITHIN FISCAL YEAR TIME LINES;
   F. SUBMITT QUARTERLY REPORTS TO CMC, M&RA, CODE MPC-30;
   G. KEEP RECORDS OF EMPLOYEES WHO RECEIVE ACADEMIC DEGREE FUNDING TO INCLUDE GRADE AND JOB SERIES, DEGREE PROGRAMS ENROLLED, MINORITY PARTICIPATION IN THE PROGRAM, AND THE TOTAL FUNDING AUTHORIZED/EXECUTED BY FISCAL YEAR.
12. THIS AUTHORITY IS DISCRETIONARY AND IS NOT AN ENTITLEMENT OR BENEFIT OF EMPLOYMENT. PROGRAMS OF PROFESSIONAL DEVELOPMENT ADMINISTERED UNDER THIS MARADMIN MUST BE CONSISTENT WITH MERIT SYSTEM PRINCIPLES. IDENTIFICATION AND SELECTION OF EMPLOYEES FOR TRAINING AND DEVELOPMENT OPPORTUNITIES WILL BE CONDUCTED FAIRLY AND EQUITABLY, WITHOUT REGARD TO POLITICAL AFFILIATION, RACE, COLOR, RELIGION, NATIONAL ORIGIN, SEX, MARITAL STATUS, SEXUAL ORIENTATION, STATUS AS A PARENT, AGE, OR HANDICAPPING CONDITION.
