GENTEXT/REMARKS/1.  EXECUTION DISCIPLINE (ED) POLICY IS OUTLINED IN
REF A AND DIRECTED BY REFS B AND C. ED IS INTENDED TO CONTROL
REQUIREMENTS CREEP, ELIMINATE NMCI REWORK COSTS, AND IMPROVE
SCHEDULE EXECUTION.  THE PROCESS RESULTS IN FORMAL AGREEMENT BETWEEN
THE GOVERNMENT AND MARINE CORPS  TO CONDUCT BUSINESS ACCORDING TO
MUTUALLY ACCEPTED SCHEDULES. THIS MESSAGE DETAILS INSTRUCTIONS FOR
IMPLEMENTING ED IN THE NMCI TRANSITION PROCESS, INCLUDING GUIDANCE
FOR SITES CURRENTLY IN TRANSITION, MANDATORY PRELIMINARY DECISION
MEETING, MANDATORY REPORTING, AND SCHEDULING GUIDANCE.
2. ED PRESCRIBES A 120-DAY PLANNING PROCESS PRIOR TO CUTOVER.  THE
MARINE CORPS IMPLEMENTATION OF ED RECOGNIZES MOST SITES ARE ALREADY
IN TRANSITION HAVING ALREADY BEGUN SEAT CUTOVER.  USMC PLANNING AND
IMPLEMENTATION OF ED WILL LEVERAGE EXISTING PROCESSES, PROCEDURES,
AND TOOLS FOR PLANNING, SCHEDULING, TRACKING, AND REPORTING ED
PROGRESS.
3. IOT LEVERAGE EXISTING PROCESSES, PROCEDURES, AND TOOLS, EACH SITE
SHALL CONDUCT A JOINT PRELIMINARY SITE DECISION MEETING (PDM)
BETWEEN USMC AND EDS SITE REPRESENTATIVES. THE PDM OBJECTIVES ARE TO
CONFIRM AT WHAT POINT THE SITE IS IN THE ED PROCESS (DECISION
MEETING 1, DECISION MEETING 2, OR DECISION MEETING 3) AS WELL AS TO
IDENTIFY SUB-SITES AS DEFINED IN REF A. THE PDM IS A ONE-TIME
REQUIREMENT TO ALIGN USMC NMCI TRANSITION EFFORTS AT EACH SITE WITH
ED.  THE PDM WILL BE DOCUMENTED IAW REF A.
4. REPORTING OF ALL DECISION MEETINGS (DM) IS VITAL TO PROPER
CUTOVER TO NMCI.  ED INCLUDES MANDATORY REPORTING OF ALL MEETINGS
(INCLUDING PDM) USING AGENDA TEMPLATES IN APPENDIX G OF REF A.
BELOW ADDITIONAL GUIDELINES ARE PROVIDED FOR SCHEDULING OF MEETINGS
AND REPORTS SUBMISSION:
A. THE NMCI CONTRACTOR SHALL:
(1) INCORPORATE ALL ED MILESTONES AND TASKS INTO SITE TRANSITION
SCHEDULES AS APPLICABLE.
(2) COMPLETE ALL DM AGENDAS AND SUBMIT PER REF A.
(3) MAINTAIN ARCHIVES OF ALL DM MEETINGS BY SITE.
(4) INCORPORATE TRACKING AND REPORTING OF ED METRICS INTO EXISTING
WEEKLY METRICS AND STATUS REPORTS PROVIDED TO USMC PMO.
(5) DOCUMENT AND ESCALATE ISSUES ASSOCIATED WITH ED USING EXISTING
IRAAD TOOL.
B. THE GOVERNMENT SHALL:
(1) SET UP MEETINGS IAW WITH REF (A).  THE SITE TRANSITION OFFICER
IN CHARGE (STOIC) HAS RESPONSIBILIY TO SCHEDULE MEETINGS AND ENSURE
ALL APPROPRIATE PERSONNEL ARE INVITED.
(2) ASSIST CONTRACTOR TO ENSURE ISSUES ARE ESCALATED VIA ISSUES,
RISKS, ACTIONS, ASSUMPTIONS, DECISIONS (IRAAD) TOOL.
5. DURING INITIAL IMPLEMENTATION OF ED, THE FOLLOWING DIRECTION
APPLIES TO PLANNING AND EXECUTION SCHEDULES:
A. PRIOR TO 14 JAN 05 THE GOVERNMENT AND CONTRACTOR WILL AGREE TO
COMPRESSED ED TIMEFRAMES FOR SITES CURRENTLY IN PROCESS OF ROLLING
SEATS.  THE GOVERNMENT WILL COMMIT TO SUBMITTING DATA, BY SEGMENT,
ON SPECIFIC DATES AND EDS WILL AGREE TO CUTOVER DATE FOR SEGMENTS
BASED ON DATE DATA IS SUBMITTED.
B. SEATS CUTTING OVER AFTER 01 FEB 05 WILL ADHERE TO JOINT
TRANSITION CHECKLIST AND DM3 TIMEFRAMES.  DM3 REQUIRES DATA BE
TURNED IN 38 BUSINESS DAYS (BUSINESS DAYS DEFINED AS ALL DAYS
EXCLUDING FEDERAL HOLIDAYS AND WEEKENDS) BEFORE SEGMENT CUTOVER.
C. SEATS CUTTING OVER DURING SECOND QUARTER CY 05 WILL ADHERE TO
JOINT TRANSITION CHECKLIST AND FULL ED TIMEFRAME (DM1, DM2, DM3).
D. THE MARINE CORPS SYSTEMS COMMAND NMCI PROGRAM MANAGER WILL SEND
PERIODIC INFORMATION TO MAJOR COMMANDS AND REPORT PROGRESS AND
TOP-LEVEL ISSUES AT SUBORDINATE COMMANDS/SITES TO THE COMMANDERS AND
C4, HQMC. OTHER PLANNING AND COMMUNICATION PROCESSES CURRENTLY IN
PLACE WILL CONTINUE.
6. ED IS THE KEY TO SUCCESSFUL CUTOVER AT MARINE CORPS COMMANDS AND
MUST BE A COORDINATED EFFORT BETWEEN THE CONTRACTOR AND THE
GOVERNMENT.//
