POC/P. M. HAINES/CAPT/MMEA-6/-/TEL:(703) 784-9240// GENTEXT/REMARKS/1.  SITUATION.  THE ANNUAL ENLISTED ASSIGNMENTS BRANCH VISIT TO THE MARINE CORPS' MAJOR COMMANDS WILL BE CONDUCTED FROM SEPT 2007 THROUGH DEC 2007 AND WILL EMPLOY A "CAREER FAIR"
APPROACH IN ORDER TO PROVIDE FULL-SERVICE, ONE-STOP RETENTION AND ASSIGNMENTS SUPPORT TO ENLISTED MARINES.
2.  MISSION.  CMC (MMEA) WILL VISIT EACH COMMAND AS SCHEDULED BELOW TO PROVIDE ASSIGNMENT COUNSELING, CAREER COUNSELING, DISCUSS MANPOWER ISSUES WITH COMMANDERS/G-1 AND PROVIDE RETENTION SUPPORT.
THESE VISITS HAVE A POSITIVE IMPACT ON THE MARINE CORPS' END STRENGTH AND THE INTERESTS OF OUR MARINES.  ADDITIONALLY, MMEA-SPONSORED "TIGER TEAMS" AND SDA REPRESENTATIVES WILL BRIEF AND SCREEN APPLICANTS FOR CAREER BROADENING SPECIAL DUTY ASSIGNMENTS AND LATERAL MOVES.

B.  COORDINATING INSTRUCTIONS
1.  ENLISTED MONITOR INTERVIEWS.  ENLISTED MOS MONITORS WILL BE AVAILABLE FOR PERSONAL INTERVIEWS.  ONE-ON-ONE DISCUSSION WITH THE MONITORS ENSURES CLEAR COMMUNICATION WITH REGARD TO THE NEEDS OF THE MARINE CORPS AND SATISFYING THE DESIRES OF THE INDIVIDUAL MARINE.
DUE TO FISCAL CONSTRAINTS, ONLY A LIMITED NUMBER OF MOS MONITORS WILL BE ABLE TO VISIT EACH COMMAND.  IF SPECIFIC MOS MONITORS ARE REQUIRED AT A GIVEN COMMAND, REQUEST MAJOR SUBORDINATE COMMAND CAREER RETENTION SPECIALIST CONTACT CMC (MMEA) POINT OF CONTACT WITH REQUIREMENTS PRIOR TO 1 SEP 07.
2.  ENLISTED SPECIAL DUTY ASSIGNMENT (SDA) MONITOR REPRESENTATIVES.  SDA REPRESENTATIVES WILL DISCUSS SPECIAL DUTY ASSIGNMENTS TO INCLUDE: DRILL INSTRUCTOR DUTY, RECRUITING, MARINE SECURITY GUARD, MARINE COMBAT INSTRUCTOR.
3.  "TIGER TEAM" REPRESENTATIVES.  TO PROVIDE A "CAREER FAIR" DYNAMIC TO THE COMMAND VISIT, TIGER TEAM REPRESENTATIVES WILL ACCOMPANY CMC (MMEA) TO EACH MSC AND SCREEN APPLICANTS. HMX-1 AS WELL AS INTELLIGENCE OCCFLD MOS' (E.G., 0211, 0241, 0231, 0261), EXPLOSIVE ORDNANCE DISPOSAL (EOD) MOS (E.G., 2336), RECONNAISSANCE MOS (E.G. 0321), AND MARFORSOC REPRESENTATIVES WILL BE PRESENT.
4.  CAREER COUNSELING.  REPRESENTATIVES FROM THE ENLISTED COUNSELING SECTION (MMEA-64) WILL ATTEND ALL COMMAND VISITS AND WILL BE AVAILABLE TO COUNSEL CAREER ENLISTED MARINES.  COMMANDERS AND SERGEANTS MAJOR SHOULD ENCOURAGE THEIR CAREER MARINES TO TAKE ADVANTAGE OF MEETING THE ENLISTED CAREER COUNSELORS BEFORE SPEAKING TO THEIR MOS MONITOR AND DISCUSSING CAREER MOVES.  MARINES DESIRING CAREER COUNSELING SHOULD PRE-ORDER THEIR RECORDS DIRECTLY FROM CMC (MMSB).  TO ORDER OFFICIAL MILITARY PERSONNEL FILE (OMPF) AND MASTER BRIEF SHEET (MBS) SEND AN ELECTRONIC MAIL REQUEST TO SMB.MANPOWER.MMSB@USMC.MIL OR CALL (703) 784-5640 (DSN 278-5640).

1.  MMEA COMMAND OVERVIEW BRIEF:  THE CONTENT WILL COVER AWARENESS OF ENLISTED MANPOWER ISSUES INCLUDING ASSIGNMENTS, RETENTION, STAFFING, AND UNIT COHESION.
TARGET AUDIENCE INCLUDES COMMANDERS, SENIOR ENLISTED ADVISORS, G-1'S, AND ALL OFFICERS (TIME REQUIRED: 50 MIN).
2.  MMEA BRANCH SGTMAJ BRIEF:  THE FOCUS IS ON ENLISTED ASSIGNMENTS, PROMOTIONS, RETENTION PROGRAMS, AND CURRENT MARINE CORPS POLICIES.  TARGET AUDIENCE IS ALL SENIOR ENLISTED MARINES IN THE GRADES OF E-8 AND E-9 (TIME REQUIRED:
50 MIN).
3.  FIRST TERM BRIEF:  THE FOCUS IS CURRENT ISSUES AND POLICIES SURROUNDING RETENTION OF FIRST TERM MARINES, INCLUDING LATERAL MOVES, THE FIRST TERM ALIGNMENT PLAN (FTAP), REENLISTMENT INCENTIVES, AND SPECIAL DUTY ASSIGNMENTS.  TIGER SCREENING TEAMS FOR HIGH DEMAND, LOW DENSITY (HDLD) MOS' WILL BE AVAILABLE TO BRIEF 02XX, 2336, AND 0321 LATERAL MOVES AS WELL DURING THIS ALLOTTED BRIEFING TIME.  TARGET AUDIENCE IS ALL FY07 FIRST TERM MARINES (TIME
REQUIRED: 90 MIN).
4.  CAREER BRIEF 101:  THE BRIEF PROVIDES AN OVERVIEW ON THE IMPACT OF PERFORMANCE EVALUATIONS AND ASSIGNMENT DECISIONS ON INDIVIDUAL CAREERS. TARGET AUDIENCE IS CAREER MARINES IN THE GRADES OF E-5 THROUGH E-7 (TIME REQUIRED: 50 MIN).
5.  CAREER BRIEF 301:  THIS BRIEF PROVIDES VALUABLE INSIGHT INTO SNCO CAREER PROGRESSION AND HOW TO INCREASE INDIVIDUAL COMPETITIVENESS ON FUTURE PROMOTION BOARDS.  TARGET AUDIENCE IS ENLISTED MARINES IN GRADES E-8 AND E-9 (TIME REQUIRED: 50 MIN).
6.  CAREER BRIEF 501:  THIS BRIEF PROVIDES INSIGHT INTO THE IMPACT OF FITNESS REPORTS ON THE SNCO PROMOTION PROCESS, A SYNOPSIS OF NOTES FROM SELECTION BOARD DEBRIEFS, AND INFORMATION ON ISSUES/TRENDS CONCERNING ENLISTED PROMOTIONS.  TARGET AUDIENCE IS ALL OFFICERS (REPORTING SENIORS AND REVIEWING OFFICERS) AND ENLISTED MARINES IN THE GRADES OF E-8 AND E-9 (TIME REQUIRED: 50 MIN).
4.  ADMIN AND LOGISTICS
A.  COORDINATOR.  EACH MAJOR COMMAND/BASE WILL DESIGNATE A CAREER RETENTION SPECIALIST SNCOIC AS COORDINATOR TO RESERVE APPROPRIATE MEETING AND BRIEFING FACILITIES, ASSIST IN TRANSPORTATION AND LODGING COORDINATION, AND COORDINATE THE BRIEF AND INTERVIEW SCHEDULE.  FURTHER DETAILED COORDINATION WILL BE CONDUCTED BY SEPARATE CORRESPONDENCE.
B.  COUNSELORS REQUIRE SEATING AN APPROPRIATE DISTANCE AWAY FROM OTHER MONITORS (OR IN A SEPARATE ROOM) IN ORDER TO ACCOMMODATE PRIVATE COUNSELING.
C.  EQUIPMENT.  A COMPUTER AND AN IN-FOCUS OR SIMILAR PROJECTION DEVICE IS REQUIRED TO PRESENT THE MMEA BRIEFS AT EACH LOCATION.
5.  COMMAND AND SIGNAL.  MAXIMUM PARTICIPATION FROM ALL LEVELS OF COMMAND IS IMPERATIVE.  A DETAILED CONFIRMATION SCHEDULE SHOULD BE PUBLISHED VIA GENADMIN NAVAL MESSAGE BY EACH MAJOR SUBORDINATE COMMANDS (MSC) TO THIS HEADQUARTERS AT LEAST 30 DAYS PRIOR TO THE VISIT.
A.  C4 COORDINATING INSTRUCTIONS
1.  EACH MEMBER OF THE MMEA COMMAND VISIT TEAM WILL ARRIVE WITH AN NMCI LAPTOP.  MMEA MARINES DO NOT HAVE ADMINISTRATOR PASSWORDS FOR THESE LAPTOPS; THEREFORE, NO ADDITIONAL DRIVERS MAY BE LOADED FOR NETWORK SUPPORT.  EACH MMEA MARINE WILL REQUIRE AN NMCI DATA PORT.  ADEQUATE PLANS SHOULD BE MADE BY HOSTING COMMANDS TO ACCOMMODATE UP TO 35 DATA DROPS IN PREPARING THE FY08 NMCI BUDGET.
2.  MMEA HAS THREE 16-PORT LINKSYS "DUMB" HUBS; HOWEVER, USE OF THESE HUBS ON THE NMCI NETWORKS REQUIRES A WAIVER.  REQUEST FOR WAIVER APPROVAL HAS BEEN APPROVED BY CMC (C4) THROUGH 2009.

3.  MMEA MARINES WILL REQUIRE ONE QUALITY NMCI-NETWORKED PRINTER AND ONE DSN-CAPABLE PHONE PER TEN MARINES AT EACH SITE.  MARINE CORPS BASES JAPAN G-6 WILL PROVIDE A MINIMUM OF TEN CELLULAR PHONES DURING THE WEST PAC (OKINAWA/JPN) COMMAND VISIT.
4.  ONE DATA MARINE FROM MMEA WILL TRAVEL WITH THE MONITORS ON MAJOR SUBORDINATE COMMAND (MSC) VISITS FOR NETWORK SUPPORT.  THIS MARINE WILL NEED ACCESS TO THE PLANNED BRIEFING AREA AS MUCH AS 12 HOURS PRIOR TO INTERVIEWS COMMENCING.
