11.  ELIGIBILITY:
    A.  TO BE ELIGIBLE FOR CONSIDERATION BY THE FY 2006 AR SNCO
SELECTION BOARD, MARINES, AS OF 10 JAN 2006, MUST BE A MEMBER OF
THE AR PROGRAM AND MEET THE DOR/AFADBD REQUIREMENTS.
    B.  THE TENTATIVE ALLOCATIONS AND ZONE CUTOFFS ARE SUBJECT TO
CHANGE AS A RESULT OF AR TABLE OF ORGANIZATION MODIFICATIONS.
FINAL CHANGES WHICH OCCUR WHILE THE BOARD IS IN SESSION WILL BE
ANNOUNCED IN THE SELECTION BULLETIN.
    C.  ALL MARINES WHO MEET THE ELIGIBILITY REQUIREMENTS WILL
COMPETE FOR SELECTION IN THE MOS ASSIGNED AS OF THE DATE THE
SELECTION BOARD CONVENES PER PARAGRAPH 3100.3 OF REF C.  REQUESTS
FOR PMOS CHANGES MUST BE SUBMITTED TO THE CMC (RAM) FOR APPROVAL
(POC: MGYSGT HULL, DSN 278-9105/9106).  UPON APPROVAL, THE CMC
(RAM) WILL MAKE THE APPROPRIATE UNIT DIARY ENTRY AND PROMPTLY
REPORT THE CHANGE TO THE CMC (MMPR-2).  PMOS CHANGES WILL BE
CLOSELY MONITORED BY THE CMC (RA).  (NOTE:  THE IMPORTANCE OF
COMPLIANCE WITH THE PROVISIONS OF THIS PARAGRAPH CANNOT BE
OVEREMPHASIZED.)
    D.  ALL CATEGORY CHANGES MUST BE COMPLETED AND REFLECTED IN
MCTFS PRIOR TO 10 JAN 2006 FOR PROPER PROMOTION CONSIDERATION
BY THE SELECTION BOARD.  MARINES WHO EFFECT THE FOLLOWING
CATEGORY TRANSFER:  FROM ACTIVE COMPONENT TO THE AR PROGRAM WHILE
THE BOARD IS IN SESSION (10 JAN THROUGH COMPLETION) ARE NOT
ELIGIBLE FOR CONSIDERATION.  IT IS IMPERATIVE THAT ALL
COMMANDERS/INSPECTOR-INSTRUCTORS REPORT ALL EFFECTED COMPONENT
CHANGES TO THE CMC (MMPR-2) VIA NAVAL MESSAGE.  SELECTION OF A
MARINE IN THE INCORRECT COMPETITIVE CATEGORY IS CONSIDERED AN
ERRONEOUS SELECTION AND APPROPRIATE ACTION WILL BE TAKEN TO REMOVE
THE MARINE'S NAME FROM THE SELECTION LIST.  PARAGRAPH 3200.2 OF REF
C APPLIES.
12.  WARRANT OFFICER SELECTS WHO HAVE NOT BEEN APPOINTED AND WHO
MEET THE ELIGIBILITY REQUIREMENTS IN THEIR ENLISTED GRADE
ESTABLISHED IN PARAGRAPH 8 ABOVE, ARE ELIGIBLE FOR NONCOMPETITIVE
CONSIDERATION FOR PROMOTION BY THIS BOARD.  THE CMC (MMPR-2) WILL
FORWARD THE RECORDS OF ALL SUCH ELIGIBLE MARINES TO THE BOARD FOR
NONCOMPETITIVE CONSIDERATION FOR PROMOTION.
13.  COMMANDERS/INSPECTOR-INSTRUCTORS ARE REQUIRED TO INFORM THE CMC
(MMPR-2) VIA NAVAL MESSAGE OF CIRCUMSTANCES REGARDING ANY MARINE WHO
IS ELIGIBLE FOR CONSIDERATION BY THIS BOARD WHO IS THE SUBJECT OF
COMPLETED DISCIPLINARY ACTION (BY MILITARY OR CIVILIAN
AUTHORITIES) NOT PREVIOUSLY REPORTED ON EARLIER FITNESS REPORTS.
DISCIPLINARY ACTION IS CONSIDERED "COMPLETED" WHEN A MARINE IS
AWARDED NJP, OR CONVICTED BY A COURT-MARTIAL OR CIVILIAN COURT.
IF A MARINE IS EXONERATED VIA THE APPEAL PROCESS OR BY CONVENING
AUTHORITY ACTION, THERE MAY BE GROUNDS FOR REMEDIAL PROMOTION
CONSIDERATION.  COMMANDERS/INSPECTOR-INSTRUCTORS ALSO ARE
REQUIRED TO INFORM THE CMC (MMPR-2) VIA NAVAL MESSAGE IF ANY
ELIGIBLE MARINE IS ADMINISTRATIVELY REDUCED, DISCHARGED, OR EFFECTS
AN INTERCOMPONENT/INTERCATEGORY TRANSFER.
14.  BOARD PREPARATION GUIDANCE.  EVEN THOUGH MARINES ARE SUBJECT TO
AN EVER-INCREASING PACE OF DEPLOYMENTS AND OPERATIONAL COMMITMENTS,
THEY STILL HAVE AN OBLIGATION TO PREPARE FOR PROMOTION
CONSIDERATION.  MARINES ARE ADVISED TO REVIEW REF A FOR GUIDANCE
REGARDING SUBMISSION OF INFORMATION, AUDITING THE OFFICIAL MILITARY
PERSONNEL FILE (OMPF), MASTER BRIEF SHEET (MBS), FITNESS REPORTS,
PHOTOGRAPHS AND, CAREER RETIREMENT CREDIT REPORT (CRCR) PRIOR TO THE
CONVENING DATE OF THE BOARD.  ALTHOUGH MENTIONED IN REF A, MARINES
ARE REMINDED OF THE FOLLOWING:
    A.  PERSONAL RESPONSIBILITIES.  EACH MARINE IS PERSONALLY
RESPONSIBLE FOR ENSURING THE ACCURACY AND COMPLETENESS OF HIS OR HER
OMPF AND MBS.  MARINES ARE DIRECTED TO REVIEW THE GUIDANCE IN
PARAGRAPH 6 OF REF A.  DO NOT DELAY ACCOMPLISHING THIS REVIEW.
REQUESTING AN OMPF OR MBS, MAILING DELAYS, AND ANY FOLLOW-ON
CORRECTIVE ACTION TAKES TIME.  MARINES ARE ADVISED THAT THE OMPF AND
MBS ARE DISTRIBUTED TO THE BOARDROOM IN ADVANCE OF THE CONVENING
DATE.  THEREFORE, IT IS IMPERATIVE THAT MARINES REVIEW THEIR OMPF
AND MBS IN A TIMELY MANNER.  IF DEFICIENCIES, MISSING INFORMATION,
OR UNREADABLE DOCUMENTS ARE PRESENT IN THE OMPF, MARINES ARE
PERSONALLY RESPONSIBLE FOR CORRECTING THE PROBLEM OFFICIALLY WITH
CMC (MMSB-20).  AFTER CHECKING THEIR RECORDS, MARINES WHO HAVE
SPECIFIC CONCERNS ABOUT SOME ASPECT OF THEIR RECORD MAY CONTACT THE
CAREER MANAGEMENT TEAM (CMT) FOR ASSISTANCE.
    B.  COMMUNICATION WITH THE BOARD.  EACH ELIGIBLE MARINE MAY
COMMUNICATE WITH THE PRESIDENT OF THE BOARD.  SUCH PERSONAL
COMMUNICATIONS MUST BE RECEIVED OR HAND-DELIVERED TO HARRY LEE HALL
NO LATER THAN MIDNIGHT (EASTERN TIME) ON THE CONVENING DATE OF THE
BOARD.  MARINES MAY SUBMIT COMMUNICATIONS VIA U.S. MAIL, PRIORITY OR
NEXT DAY MAIL, OR FAX.  HOWEVER, MARINES SHOULD BE AWARE THAT U.S.
MAIL, PRIORITY MAIL AND NEXT DAY U.S. MAIL IS NOT DELIVERED DIRECTLY
TO HARRY LEE HALL. THEREFORE, ANTICIPATE A 2-3 DAY LAG TIME FOR
FURTHER DELIVERY TO HARRY LEE HALL.  COMMERCIAL NEXT DAY CARRIERS
DELIVER DIRECTLY TO HARRY LEE HALL, EXCLUDING WEEKENDS AND HOLIDAYS.
MARINES WITH THE CAPABILITY TO SCAN THEIR DOCUMENTS MAY SEND THE
SCANNED DOCUMENTS VIA E-MAIL DIRECTLY TO THE ORGANIZATIONAL MAILBOX
FOR CMC (MMPR-2).  ENSURE THE E-MAIL SUBJECT LINE READS "UPDATE
MATERIAL FOR THE FY06 ACTIVE RESERVE (AR) SNCO SELECTION BOARD".
        (1) UPDATE MATERIAL.  MARINES MAY SUBMIT ANY INFORMATION OR
MATERIAL THEY DEEM IMPORTANT FOR CONSIDERATION BEFORE THE BOARD.  BE
ADVISED THAT OMPF MATERIALS SENT DIRECTLY TO THE PRESIDENT OF THE
BOARD DO NOT BECOME PART OF A MARINE'S OMPF.  UPDATE MATERIAL IS
DESTROYED UPON FINAL APPROVAL OF THE BOARD.  DO NOT SEND FITNESS
REPORTS DIRECTLY TO THE SELECTION BOARD.  PER REF E, CMC (MMSB-32)
MUST CERTIFY ALL FITNESS REPORTS PRIOR TO CONSIDERATION BY A
SELECTION BOARD.  ALL FITNESS REPORTS MUST BE SENT TO:
 COMMANDANT OF THE MARINE CORPS
 HEADQUARTERS, U.S. MARINE CORPS (MMSB-32)
 2008 ELLIOTT ROAD
 QUANTICO, VA 22134-5030
IN AN ENVELOPE MARKED - "CONTAINS FITNESS REPORTS FOR SELECTION
BOARD".  ERRONEOUS OR LATE REPORTS MAY PREVENT A COMPLETE RECORD
FROM BEING PRESENTED TO THE SELECTION BOARD.  PER REF C, MARINES ARE
RESPONSIBLE FOR ENSURING THAT THEIR RECORDS ARE BOTH ACCURATE AND
COMPLETE.  ACCORDINGLY, MISSING FITNESS REPORTS WILL NOT BE A BASIS
FOR REQUESTING REMEDIAL PROMOTION CONSIDERATION IN THE EVENT OF
FAILURE OF SELECTION.  THE FOLLOWING GUIDELINES APPLY REGARDLESS OF
THE MEANS BY WHICH A MARINE SUBMITS MATERIAL, I.E., U.S. MAIL,
NEXT-DAY SERVICE, FAX, E-MAIL, ETC.:
            (A) UPDATE MATERIAL MUST BE SUBMITTED UNDER COVER LETTER
WITH THE UPDATE MATERIAL AS ENCLOSURES (A SAMPLE COVER LETTER IS
AVAILABLE AT THE ENLISTED PROMOTION HOMEPAGE);
            (B) THE COVER LETTER MUST BE ADDRESSED TO PRESIDENT, FY06
ACTIVE RESERVE (AR) SNCO SELECTION BOARD (SEE PARAGRAPH 17 FOR
COMPLETE ADDRESS);
            (C) UPDATE MATERIAL MUST BE FROM THE ELIGIBLE MARINE; AND
            (D) THE MARINE MUST SIGN THE COVER LETTER.  MATERIAL
SUBMITTED WITHOUT A COVER LETTER OR RECEIVED AFTER MIDNIGHT ON THE
CONVENING DATE OF THE BOARD WILL NOT BE SUBMITTED TO THE BOARD.
MARINES ARE PERSONALLY RESPONSIBLE FOR ENSURING CMC (MMPR-2) HAS
PHYSICALLY RECEIVED UPDATE MATERIAL BEFORE THE MIDNIGHT DEADLINE AND
MAY VERIFY RECEIPT OF THE MATERIAL VIA THE ENLISTED PROMOTION
HOMEPAGE OR BY CONTACTING CMC (MMPR-2).
        (2) PHOTOGRAPHS.  PER THE INSTRUCTIONS CONTAINED IN
REFERENCES D, AND F THROUGH H, ALL ELIGIBLE MARINES ARE REQUIRED TO
SUBMIT AN OFFICIAL PHOTOGRAPH TAKEN WITHIN 12 MONTHS OF THE
CONVENING DATE OF THE BOARD.  DIGITAL PHOTOGRAPHS ARE THE PREFERRED
FORM OF PHOTOGRAPH AS THEY CAN BE ELECTRONICALLY FILED IN THE OMPF.
SEE REFS F AND G FOR THE SPECIFICATIONS REQUIRED FOR THE SUBMISSION
OF DIGITAL PHOTOGRAPHS.  PER THE GUIDANCE IN REF H, MARINES WHO ARE
DEPLOYED MAY TAKE THE PHOTOGRAPH IN UTILITIES MINUS THE UTILITY
BLOUSE.  THE TITLE BOARD WILL INCLUDE THE WORD "DEPLOYED" DISPLAYED
PROMINENTLY ACROSS THE TOP OF THE BOARD AS WELL AS ALL OTHER
INFORMATION REQUIRED BY REFS F AND G.  FOR THE PURPOSE OF PHOTO
CLARITY, THE PHOTO SHOULD BE TAKEN AGAINST A PLAIN BACKGROUND.
DIGITAL PHOTOGRAPHS ARE TO BE SUBMITTED TO THE CMC (MMSB) VIA AN
AUTHORIZED COMBAT VISUAL INFORMATION CENTER (CVIC), IF A MARINE DOES
NOT HAVE ACCESS TO A CVIC, BUT SOME OTHER MEANS OF TAKING A DIGITAL
PHOTOGRAPH IS AVAILABLE, THE PHOTOGRAPH MAY BE EMAILED VIA THE
COMMAND'S ORGANIZATIONAL MAILBOX OR VIA THE COMMANDING OFFICER,
EXECUTIVE OFFICER, OR COMMAND SERGEANT MAJOR TO THE FOLLOWING EMAIL
ADDRESS:  PHOTO@MANPOWER.USMC.MIL.  HARDCOPY PHOTOGRAPHS MAY ALSO BE
SUBMITTED DIRECTLY TO THE CMC (MMPR-2) AT THE ADDRESS LISTED IN
PARA 16.  IF A PHOTOGRAPH CANNOT BE FORWARDED, ELIGIBLE MARINES
MAY SUBMIT CORRESPONDENCE TO THE BOARD, VERIFIED BY THE COMMANDER,
DOCUMENTING HEIGHT AND WEIGHT.  MARINES WHO EXCEED HEIGHT/WEIGHT
STANDARDS, BUT ARE IN COMPLIANCE WITH BODY FAT PERCENT LIMITS, MUST
PROVIDE APPROPRIATE CERTIFICATION BY THE COMMAND OF THEIR CURRENT
BODY FAT PERCENTAGE.  MARINES HAVE A PERSONAL RESPONSIBILITY TO
ENSURE THEIR PHOTOGRAPH IS SUBMITTED AND RECEIVED BY THE BOARD.
MARINES WHO SUBMIT DIGITAL PHOTOGRAPHS TO THE OMPF MAY CONFIRM
RECEIPT OF THE DIGITAL PHOTOGRAPH BY CONTACTING THE CMC (MMSB-20) OR
BY CHECKING THE MMSB HOMEPAGE.  MARINES WHO SUBMIT A HARD-COPY
PHOTOGRAPH MAY CONFIRM RECEIPT THROUGH THE ENLISTED PROMOTION
HOMEPAGE.
        (3) CAREER RETIREMENT CREDIT REPORT (CRCR).  THE CMC (MMPR-2)
WILL PROVIDE THE CRCR OF EACH ELIGIBLE MARINE TO THE BOARD.  THE
CRCR PROVIDES THE BOARD A QUANTITATIVE MEASURE OF ACTIVE
PARTICIPATION.  THEREFORE, IT IS IMPERATIVE THAT EACH MARINE REVIEWS
HIS/HER CRCR AND ENSURES THE CRCR IS ACCURATE AND COMPLETE.  SEE
PARAGRAPH 8A OF REF A FOR ADDITIONAL GUIDANCE ON THE CRCR.
        (4) REQUEST NOT TO BE SELECTED.  ALL MARINES ELIGIBLE FOR
SELECTION CONSIDERATION BY THIS BOARD WHO ANTICIPATE SEPARATING FROM
THE MARINE CORPS MAY VOLUNTARILY REQUEST NOT TO BE SELECTED BY
SUBMITTING A LETTER TO THE PRESIDENT OF THE SELECTION BOARD.
15.  COMMANDERS/INSPECTOR-INSTRUCTORS OF MARINES WHO ARE
CONSIDERED ELIGIBLE BY VIRTUE OF PRIOR SERVICE, PER PARAGRAPH
3201 OF REF C, MUST SUBMIT A MESSAGE TO THE CMC (MMPR-2) IN
THE FORMAT PROVIDED IN APPENDIX D OF REF C BY 10 JAN 2006.
LATE REQUESTS FOR CONSIDERATION BASED ON PRIOR SERVICE WILL BE
FILED WITHOUT ACTION.
16.  ALL SGT'S AND SSGT'S WHO HAVE BEEN PROPERLY RECOMMENDED
FOR ACCELERATED PROMOTION ON FITNESS REPORTS WITH PERIODS ENDING
BETWEEN (11 JAN 05 THROUGH 9 JAN 06) WILL BE CONSIDERED FOR
ACCELERATED PROMOTION BY THIS BOARD.  IDENTIFICATION AND
ELIGIBILITY OF THESE MARINES ARE CONTINGENT UPON COMPLIANCE WITH
REPORTING PROCEDURES OUTLINED IN PARAGRAPHS 1003.3 AND 2004.3G OF
REF E.
