GENTEXT/REMARKS/1. AS ANNOUNCED BY REF A, THE SUBJECT BOARD WILL
CONVENE ON 10 JAN 05 FOR A PERIOD OF ABOUT 8 WEEKS. THE INFORMATION
CONTAINED IN THIS MARADMIN PERTAINS TO MEMBERS OF THE ACTIVE
RESERVE (AR) PROGRAM ONLY. THIS MARADMIN MESSAGE MUST BE READ IN ITS

2. RESERVE MARINES SERVING ON TEMPORARY ACTIVE DUTY CONTRACTS, NOT
TO EXCEED 3 YEARS, ARE REFERRED TO AS LIMITED TOUR AR MARINES. DUE
TO THE TIME RESTRICTED NATURE OF THE LIMITED TOUR AR PROGRAM,
LIMITED TOUR AR MARINES WILL NOT COMPETE FOR PROMOTION WITHIN THE AR
CATEGORY. LIMITED TOUR AR MARINES WILL COMPETE FOR PROMOTION WITHIN

3. THIS MARADMIN MESSAGE CONTAINS THE SELECTION ALLOCATIONS AND
ZONES FOR AR MARINES. THE ALLOCATIONS AND ZONES FOR SMCR AND IRR
MARINES WERE PUBLISHED IN MARADMIN 491/05.
4. PER REF B, PROFESSIONAL MILITARY EDUCATION (PME) REQUIREMENTS
FOR ALL FY 2006 SNCO SELECTION BOARDS ARE WAIVED. HOWEVER, ALL
MARINES ELIGIBLE FOR PROMOTION CONSIDERATION SHOULD CONTINUE TO
STRIVE TO THE BEST OF THEIR ABILITY TO COMPLETE THEIR PME
REQUIREMENTS. THIS SELECTION BOARD WILL STILL CONSIDER PME AS ONE
OF THE MANY FACTORS IN A MARINE'S RECORD TO DETERMINE THE BEST
QUALIFIED FOR PROMOTION; HOWEVER, COMPLETION OF PME IS NOT A
REQUIREMENT FOR SELECTION.
5. MEMBERS OF THE AR PROGRAM IN THE GRADES OF SGT THROUGH MSGT
ARE ELIGIBLE TO COMPETE FOR SELECTION TO THE NEXT HIGHER GRADE BY
MOS, PROVIDED THEY MEET THE DATE OF RANK (DOR) AND ARMED FORCES
ACTIVE DUTY BASE DATE (AFADBD) CUTOFFS SHOWN IN PARAGRAPH 8.
6. THE DOR AND AFADBD CUTOFFS SHOWN IN PARAGRAPH 8 ARE USED TO
ESTABLISH THE MINIMUM ELIGIBILITY REQUIREMENTS FOR SELECTION.
THE AFADBD IS USED TO ESTABLISH SENIORITY AND ELIGIBILITY IN EACH

12. WARRANT OFFICER SELECTS WHO HAVE NOT BEEN APPOINTED AND WHO

AWARDED NJP, OR CONVICTED BY A COURT-MARTIAL OR CIVILIAN COURT.
IF A MARINE IS EXONERATED VIA THE APPEAL PROCESS OR BY CONVENING
AUTHORITY ACTION, THERE MAY BE GROUNDS FOR REMEDIAL PROMOTION
CONSIDERATION. COMMANDERS/INSPECTOR-INSTRUCTORS ALSO ARE
REQUIRED TO INFORM THE CMC (MMPR-2) VIA NAVAL MESSAGE IF ANY

14. BOARD PREPARATION GUIDANCE. EVEN THOUGH MARINES ARE SUBJECT TO
AN EVER-INCREASING PACE OF DEPLOYMENTS AND OPERATIONAL COMMITMENTS,
THEY STILL HAVE AN OBLIGATION TO PREPARE FOR PROMOTION
CONSIDERATION. MARINES ARE ADVISED TO REVIEW REF A FOR GUIDANCE
REGARDING SUBMISSION OF INFORMATION, AUDITING THE OFFICIAL MILITARY
PERSONNEL FILE (OMPF), MASTER BRIEF SHEET (MBS), FITNESS REPORTS,
PHOTOGRAPHS AND, CAREER RETIREMENT CREDIT REPORT (CRCR) PRIOR TO THE
CONVENING DATE OF THE BOARD. ALTHOUGH MENTIONED IN REF A, MARINES
ARE REMINDED OF THE FOLLOWING:
A. PERSONAL RESPONSIBILITIES. EACH MARINE IS PERSONALLY
RESPONSIBLE FOR ENSURING THE ACCURACY AND COMPLETENESS OF HIS OR HER
OMPF AND MBS. MARINES ARE DIRECTED TO REVIEW THE GUIDANCE IN
PARAGRAPH 6 OF REF A. DO NOT DELAY ACCOMPLISHING THIS REVIEW.

CONVENING DATE OF THE BOARD WILL NOT BE SUBMITTED TO THE BOARD.

(3) CAREER RETIREMENT CREDIT REPORT (CRCR). THE CMC (MMPR-2)
WILL PROVIDE THE CRCR OF EACH ELIGIBLE MARINE TO THE BOARD. THE
CRCR PROVIDES THE BOARD A QUANTITATIVE MEASURE OF ACTIVE
PARTICIPATION. THEREFORE, IT IS IMPERATIVE THAT EACH MARINE REVIEWS
