GENTEXT/REMARKS/1.  REFS A AND B PROVIDE THE AUTHORITY FOR THE MARINE CORPS TO IMPLEMENT EMPLOYMENT SKILLS TRAINING PROGRAMS.  THIS MARADMIN PROVIDES INFORMATION AND GUIDANCE ON IMPLEMENTATION OF VOLUNTARY EMPLOYMENT SKILLS TRAINING.
2. EMPLOYMENT SKILLS TRAINING PROGRAM(S) INCLUDE THE FOLLOWING:
A. CAREER AND TECHNICAL EDUCATION PROGRAMS, DEFINED BY THE CARL D. PERKINS VOCATIONAL AND TECHNICAL EDUCATION ACT OF 2006,  AS ORGANIZED EDUCATIONAL ACTIVITIES THAT OFFER A SEQUENCE OF COURSES THAT PROVIDE INDIVIDUALS WITH THE ACADEMIC AND TECHNICAL KNOWLEDGE AND SKILLS THE INDIVIDUALS NEED TO PREPARE FOR FURTHER EDUCATION AND FOR CAREERS IN CURRENT OR EMERGING EMPLOYMENT SECTORS.  CAREER AND TECHNICAL EDUCATION INCLUDES COMPETENCY-BASED APPLIED LEARNING THAT CONTRIBUTES TO STUDENTS ACADEMIC KNOWLEDGE, HIGHER-ORDER REASONING AND PROBLEM-SOLVING SKILLS, WORK ATTITUDES, GENERAL EMPLOYABILITY SKILLS, TECHNICAL SKILLS, AND OCCUPATION-SPECIFIC SKILLS.
B. APPRENTICESHIP PROGRAM(S) REGISTERED WITH THE DEPARTMENT OF LABOR PURSUANT TO THE NATIONAL APPRENTICESHIP ACT OR A PRE-APPRENTICESHIP PROGRAM THAT PROVIDES CREDIT TOWARD A REGISTERED APPRENTICESHIP PROGRAM.
3. PROGRAM SELECTION.  THE FOLLOWING PROVIDES GUIDANCE ON SELECTING A PROVIDER OF EMPLOYMENT SKILLS TRAINING PROGRAMS FOR INSTALLATIONS THAT ELECT TO OFFER EMPLOYMENT SKILLS TRAINING PROGRAM(S):
A. SELECTION MUST BE DONE IN A MANNER THAT PRESERVES A FAIR AND IMPARTIAL APPROACH, E.G., OPEN COMPETITION, AND BE SUPPORTED BY APPROPRIATE DOCUMENTATION. CONSIDERATION AND SELECTION SHOULD ALSO AVOID PREFERENTIAL TREATMENT, OFFICIAL ENDORSEMENT, AND THE APPEARANCE THEREOF.
B. PROGRAMS THAT REQUIRE PAYMENT OF FEES, TUITION, OR OTHER EXPENSE FOR ENROLLMENT, COMPLETION, OR GRADUATION, INCLUDING REQUIRED EQUIPMENT AND SUPPLIES SHOULD BE AN APPROVED EDUCATION AND JOB TRAINING PROGRAM ELIGIBLE TO RECEIVE FUNDING THROUGH THE GI BILL TO MINIMIZE FINANCIAL IMPACT TO PARTICIPATING MARINES.  INSTALLATIONS ARE ENCOURAGED TO CONSULT THE LIFELONG LEARNING PROGRAM EDUCATION OFFICER FOR ASSISTANCE ON DETERMINING PROGRAMS ELIGIBLE FOR GI BILL FUNDING. A LIST OF THE APPROVED PROGRAMS IS ALSO AVAILABLE AT: HTTP: (SLASH)(SLASH)INQUIRY.VBA.VA.GOV/WEAMSPUB/BUILDSEARCHINSTITUTIONCRITE RIA.DO.
C. PROGRAMS SHOULD BE BOTH EFFECTIVE IN PROVIDING EMPLOYMENT SKILLS TRAINING AND RESULT IN OPPORTUNITY FOR MEANINGFUL EMPLOYMENT WITH THE ACQUIRED SKILLS.
D. COMMANDERS ARE ENCOURAGED TO SEEK PROGRAMS THAT ARE CONDUCTED IN THE VICINITY OF THE INSTALLATION TO MINIMIZE THE FINANCIAL AND LOGISTICAL IMPACT TO THE INSTALLATION.  FOR PROGRAMS CONDUCTED ON THE INSTALLATION, COMMANDERS SHOULD ESTABLISH A PROCESS FOR REIMBURSEMENT TO THE INSTALLATION FOR LOGISTICAL SUPPORT SERVICES (E.G., UTILITIES, ETC).
E. THE RELATIONSHIP BETWEEN THE INSTALLATION AND PROGRAM PROVIDER, INCLUDING RESPONSIBILITIES OF EACH PARTY, MUST BE MEMORIALIZED IN WRITING IN A MANNER APPROPRIATE FOR THE RELATIONSHIP.
4. ELIGIBILITY.  THE FOLLOWING SUBPARAGRAPHS SET FORTH ELIGIBILITY CRITERIA FOR MARINES TO PARTICIPATE IN A VOLUNTARY EMPLOYMENT SKILLS TRAINING PROGRAM:
A. HAVE COMPLETED AT LEAST 180 DAYS ON ACTIVE DUTY AND ARE EXPECTED TO BE DISCHARGED FROM ACTIVE DUTY WITH AN HONORABLE DISCHARGE, INCLUDING GENERAL DISCHARGE UNDER HONORABLE CONDITIONS, WITHIN 180 DAYS OF THE DATE OF COMMENCEMENT OF PARTICIPATION IN SUCH PROGRAM.
B. MUST BE SEPARATING FROM THE MARINE CORPS AFTER THEIR FIRST TERM OF SERVICE, AND HAVE SUFFICIENT TIME REMAINING UNDER THEIR CONTRACT TO COMPLETE THE PROGRAM PRIOR TO THE MARINES ESTABLISHED SEPARATION DATE.
C. EXTENSIONS TO EXISTING EXPIRATION OF ACTIVE SERVICE (EAS) TO COMPLETE ANY TRAINING PROGRAM ARE NOT AUTHORIZED.
D. PARTICIPATION IS LIMITED TO ENLISTED MARINES ONLY.
E. HAVE SUCCESSFULLY PASSED THEIR MOST RECENT PFT AND CFT.
F. RECEIVED A STANDARDS OF CONDUCT RATING OF AT LEAST 4.0 AND STANDARDS OF PROFICIENCY RATING OF AT LEAST 4.0 ON THEIR MOST RECENT PERFORMANCE EVALUATION, OR BE RECOMMENDED FOR PROMOTION OR ADVANCEMENT (AS APPLICABLE), OR OTHER MILITARY SERVICES EQUIVALENT FOR NON-MARINE PARTICIPANTS.
G. HAVE COMPLETED THE TRANSITION READINESS SEMINAR.
H. HAVE ATTENDED AN ETHICS BRIEF OR COMPLETED A DOD-APPROVED ETHICS TRAINING PRESENTATION WITHIN THE LAST TWELVE MONTHS FROM THE START DATE OF THE SKILLS TRAINING PROGRAM.
I. HAVE NOT PREVIOUSLY COMPLETED, CURRENTLY PARTICIPATING IN, OR HAD PARTICIPATION TERMINATED FROM AN EMPLOYMENT SKILLS TRAINING PROGRAM.
5. APPROVAL AUTHORITY AND ACCOUNTABILITY.
A. THE APPROVAL AUTHORITY TO PARTICIPATE IN THESE PROGRAMS IS THE FIRST FIELD GRADE COMMANDER WITH UCMJ AUTHORITY IN THE MARINES CHAIN OF COMMAND.  APPROVAL TO PARTICIPATE IN THIS PROGRAM IS AT THE DISCRETION OF THE COMMANDER DEPENDING ON THE UNITS MISSION AND SPECIFIC OPERATIONAL CIRCUMSTANCES. MARINES AUTHORIZED TO PARTICIPATE IN THIS PROGRAM ARE CARRIED IN A CHARGEABLE STATUS AND REPLACEMENTS WILL NOT BE PROVIDED UNTIL THE MARINES EAS.
B. INSTALLATION COMMANDERS WHO IMPLEMENT A PROGRAM SHALL IMPLEMENT A MEANS FOR DAILY ACCOUNTABILITY OF ALL PARTICIPATING SERVICE MEMBERS, INCLUDING, BUT NOT LIMITED TO A METHOD OF CONTACTING A PARTICIPANTS COMMANDER.
C. IN THE ABSENCE OF OR AS A SUPPLEMENT TO AN INSTALLATION POLICY ON PARTICIPATION ACCOUNTABILIY, THE APPROVAL AUTHORITY SHALL ESTABLISH PERSONNEL ACCOUNTABILITY PROCEDURES AS PART OF THE CONDITION OF APPROVAL.
6. PARTICIPATION IN SUCH PROGRAMS IS CONSIDERED OFFICIAL DUTIES AND MARINES ARE AUTHORIZED TO PARTICIPATE IN SUCH PROGRAMS DURING NORMAL WORKING DAYS AND HOURS, PROVIDED THEY ARE PARTICIPATING IN SUCH PROGRAM AT OR IN THE VICINITY OF THEIR PERMANENT DUTY STATION (PDS).  IF PARTICIPATION IN SUCH PROGRAM IS AWAY FROM AND OUTSIDE THE VICINITY OF THEIR PDS, THE MARINES WILL BE ACCOUNTED FOR IN A PERMISSIVE TEMPORARY DUTY (PTAD) STATUS.  THIS PTAD IS IN ADDITION TO ANY OTHER PTAD THEY MAY BE AUTHORIZED INCIDENT TO SEPARATION.  THE LIMIT OF 30 DAYS FOR PTAD DOES NOT APPLY FOR THE PURPOSE OF PARTICIPATING IN THIS PROGRAM.  LOCAL APPROVAL AUTHORITIES MAY APPROVE PTAD IN EXCESS OF 30 DAYS FOR THIS PROGRAM.
7. REPORTING PROCEDURES.  ADMINISTRATIVE OFFICES WITH UNIT DIARY REPORTING CAPABILITIES WILL REPORT THE BELOW ENTRIES ON MEMBERS THAT PARTICIPATE IN THIS VOLUNTARY EMPLOYMENT SKILLS TRAINING PROGRAM.  083 000 STRT SCOL | ENTRY IS REPORTED WITH THE EFFECTIVE DATE OF STARTING OF SCHOOL.  097 000 SCOL_COMPL GRADE_| ENTRY WILL BE REPORTED WHEN A MEMBER COMPLETES THE PROGRAM. THE EFFECTIVE DATE IS THE DATE OF COMPLETION.  097 002 SCOL_INCOMPL_| ENTRY WILL ONLY BE REPORTED WHEN A MEMBER DROPS OUT OF THE PROGRAM DUE TO REENLISTMENT OR TERMINATION BY THE APPROVAL AUTHORITY AS DEFINED IN PARAGRAPH 8 BELOW.  SCHOOL COMPLETION CODES:
VCT: VESTP CAREER AND TECH PROG
VEP: VESTP APPRENTICESHIP PROG
8. THE APPROVAL AUTHORITY MAY TERMINATE THE PARTICIPATION OF A MARINE IN A PROGRAM FOR REASONS OF MILITARY NECESSITY AND/OR UNSATISFACTORY PARTICIPATION.  UPON NOTIFICATION THAT THEIR PARTICIPATION IS TERMINATED, A PARTICIPATING MARINE MUST IMMEDIATELY WITHDRAW FROM THE PROGRAM AND REPORT TO THEIR UNIT OF ASSIGNMENT.
9. IAW REF A, MARINES SHALL NOT BE RESTRICTED FROM PARTICIPATING IN AN EMPLOYMENT SKILLS TRAINING PROGRAM CONDUCTED BY A MILITARY SERVICE OTHER THAN THE MARINE CORPS UNLESS WORK LOAD OR OTHER UNUSUAL CIRCUMSTANCES DICTATE.  THIS DOES NOT PROVIDE AUTHORITY TO PARTICIPATE IN MORE THAN ONE PROGRAM.  REASONABLE EFFORT WILL BE MADE TO ACCOMMODATE ELIGIBLE SERVICE MEMBERS FROM OTHER MILITARY SERVICES IN EMPLOYMENT SKILLS TRAINING PROGRAMS CONDUCTED PURSUANT TO THIS MARADMIN USING SIMILAR ELIGIBLITY CRITERIA AS PROVIDED IN PARAGRAPH 4 ABOVE.
10. THE USE OF APPROPRIATED FUNDS TO SUPPORT EMPLOYMENT SKILLS TRAINING PROGRAMS, INCLUDING TRAVEL COSTS ASSOCIATED WITH PARTICPATION, IS NOT AUTHORIZED.  THE PROVIDERS OF SUCH PROGRAMS ARE FINANCIALLY RESPONSIBLE FOR CONDUCTING SUCH PROGRAMS.
11. THIS GUIDANCE APPLIES TO EXISTING AND FUTURE EMPLOYMENT SKILLS TRAINING PROGRAMS CONDUCTED WITHIN THE MARINE CORPS.  COMMANDERS ARE ENCOURAGED TO ASSESS EXISTING PROGRAMS TO ENSURE CONFORMITY WITH THE ABOVE GUIDANCE.
12. THE CONTENTS OF THIS MARADMIN WILL BE INCORPORATED INTO THE UPCOMING TRANSITION READINESS PROGRAM MARINE CORPS ORDER.
