GENTEXT/REMARKS/1.  IN ACCORDANCE WITH REF A, THE SECRETARY OF THE NAVY APPROVED THE CONVENING OF A SELECTIVE EARLY RETIREMENT BOARD TO MANAGE AN OFFICER GRADE IMBALANCE AND STRENGTH OVERAGE IN THE COMPETITIVE CATEGORY OF REGULAR UNRESTRICTED COLONEL AND LIEUTENANT COLONEL.
2.  THE FY15 SELECTIVE EARLY RETIREMENT BOARD FOR COLONELS AND LIEUTENANT COLONELS WILL CONVENE ON 2 AND 4 DEC 2014 RESPECTIVELY AT HARRY LEE HALL, MARINE CORPS BASE, QUANTICO, VA.
3.  ELIGIBILITY CRITERIA FOR EACH BOARD IS AS FOLLOWS: THE SENIOR AND/OR JUNIOR ELIGIBLE OFFICERS ARE SUBJECT TO CHANGE PRIOR TO THE CONVENING DATE OF THE BOARD PENDING THE RESULTS OF THE FY16 USMC BGEN PROMOTION SELECTION BOARD AND THE FY16 USMC COL PROMOTION SELECTION BOARD.
    A.  COLONELS. THE ZONE OF CONSIDERATION CONSISTS OF REGULAR UNRESTRICTED COLONELS ON THE ACTIVE-DUTY LIST WHO HAVE SERVED AT LEAST FOUR YEARS OF ACTIVE DUTY IN THE GRADE OF COLONEL BY THE DATE THE BOARD CONVENES AND:
        (1)  ARE NOT ON THE LIST OF OFFICERS RECOMMENDED FOR PROMOTION.

THESE NUMBERS WILL BE ADJUSTED BASED ON THE VOLUME OF VOLUNTARY RETIREMENT REQUESTS APPROVED PRIOR TO THE BOARD CONVENING.
4.  OFFICERS WHO WISH TO BE EXEMPTED FROM CONSIDERATION BY THE FY15 SELECTIVE EARLY RETIREMENT BOARD MAY SUBMIT A VOLUNTARY RETIREMENT REQUEST. ONCE THE VOLUNTARY RETIREMENT REQUEST IS APPROVED, THE OFFICER WILL BE REMOVED FROM CONSIDERATION BY THE BOARD; HOWEVER, ANY VOLUNTARY RETIREMENT REQUEST SUBMITTED FOR A RETIREMENT DATE THAT IS NOT 1 SEP 15 OR EARLIER WILL NOT BE APPROVED UNTIL AFTER THE BOARD CONVENES, AND THE REQUESTING OFFICER WILL REMAIN ELIGIBLE FOR CONSIDERATION BEFORE THE BOARD. THESE REQUESTS MUST BE SUBMITTED BY SEPARATE CORRESPONDENCE WITH A SINGLE COMMAND ENDORSEMENT AND CONTAIN THE FOLLOWING SUBJECT LINE: "VOLUNTARY RETIREMENT REQUEST PER MARADMIN XXX/14" (THIS MARADMIN). ONCE A RETIREMENT REQUEST IS APPROVED, IT CANNOT BE WITHDRAWN OR MODIFIED WITHOUT THE APPROVAL OF THE SECRETARY OF THE NAVY.
5.  THE SELECTIVE EARLY RETIREMENT BOARD SHALL IDENTIFY THE OFFICERS WHOSE EARLY RETIREMENT, IN THE OPINION OF THE MAJORITY OF THE BOARD MEMBERS, IS IN THE BEST INTEREST OF THE MARINE CORPS.
6.  OFFICERS SELECTED FOR EARLY RETIREMENT SHALL BE RETIRED NLT THE FIRST DAY OF THE SEVENTH MONTH FOLLOWING THE MONTH IN WHICH THE SELECTIVE EARLY RETIREMENT LIST IS APPROVED BY THE SECRETARY OF THE NAVY. AN OFFICER SELECTED FOR EARLY RETIREMENT WILL BE PERSONALLY NOTIFIED BY THE FIRST MARINE GENERAL OFFICER IN THE CHAIN OF COMMAND.
7.  BY LAW, THE SECRETARY OF THE NAVY MAY DEFER THE EARLY RETIREMENT OF OFFICERS FOR UP TO 90 DAYS FOR HUMANITARIAN REASONS OR TO PREVENT A PERSONAL HARDSHIP TO THE OFFICER. APPROVAL OF ANY REQUEST FOR DEFERRAL IS MADE ON A CASE-BY-CASE BASIS BY THE SECRETARY VIA MMSR-2. SEE PARAGRAPH 9.B FOR MMSR POINTS OF CONTACT.
8.  ONLY ELIGIBLE OFFICERS MAY COMMUNICATE WITH THE PRESIDENT OF THE BOARD. SUCH PERSONAL COMMUNICATIONS MUST BE IN WRITING AND RECEIVED OR HAND-DELIVERED TO HARRY LEE HALL NO LATER THAN MIDNIGHT (EASTERN TIME) ON THE DAY BEFORE THE DATE THE SELECTIVE EARLY RETIREMENT BOARD CONVENES.
    A.  OFFICERS MAY SUBMIT COMMUNICATIONS VIA U.S. MAIL, NEXT DAY PACKAGES, E-MAIL, OR FAX. U.S. MAIL IS NOT DELIVERED DIRECTLY TO HARRY LEE HALL, THEREFORE, ANTICIPATE A 2-3 DAY LAG TIME FOR FURTHER DELIVERY TO HARRY LEE HALL. COMMERCIAL NEXT DAY CARRIERS DELIVER DIRECTLY TO HARRY LEE HALL, EXCLUDING WEEKENDS AND HOLIDAYS.     B.  UPDATE MATERIAL MUST BE IN WRITING AND SUBMITTED UNDER COVER LETTER WITH THE UPDATE MATERIAL AS ENCLOSURES (A SAMPLE COVER LETTER IS AVAILABLE AT THE OFFICER PROMOTION HOMEPAGE); THE COVER LETTER MUST BE ADDRESSED TO PRESIDENT "FY15 USMC (APPROPRIATE GRADE) SELECTIVE EARLY RETIREMENT BOARD."     F.  OFFICERS ARE PERSONALLY RESPONSIBLE FOR CORRECTING DEFICIENCIES, MISSING INFORMATION, OR ILLEGIBLE DOCUMENTS PRESENT IN EITHER THE OMPF OR MBS WITH CMC (MMRP-20). PER REF C, ENSURE ANY MATERIAL SENT TO CMC (MMRP-20) FOR FILING IN THE OMPF CONTAINS FULL NAME, GRADE, AND THE ELECTRONIC DATA INTERCHANGE PERSONAL IDENTIFIER (EDIPI). IF THE EDIPI IS NOT ON THE MATERIAL, THEN THE MATERIAL MAY OR MAY NOT BE FILED IN THE OMPF. OFFICERS ARE REMINDED THAT ANY ADDITIONS OR DELETIONS FROM THEIR OMPF OR MBS WITHIN THE 12-MONTH WINDOW SHOULD ALSO BE VERIFIED TO ENSURE THE ACCURACY AND COMPLETENESS OF THEIR RECORD. WITH THE EXCEPTION OF FITNESS REPORTS, ALL OMPF DOCUMENTS MUST BE FORWARDED TO AND RECEIVED BY CMC (MMRP-20) AT LEAST TWO WEEKS PRIOR TO THE CONVENING DATE OF THE SELECTIVE EARLY RETIREMENT BOARD IN ORDER TO ALLOW PROCESSING TIME TO THE OMPF. OFFICERS ARE ADVISED THAT THE OMPF AND MBS ARE DISTRIBUTED TO THE BOARDROOM AT LEAST ONE WEEK BEFORE THE BOARD CONVENING DATE.
