GENTEXT/REMARKS/1.  On 2 October 2015, the Secretary of Defense (SecDef) issued Force Protection guidance via reference (a) following the Chattanooga attacks.  The SecDef memo directs the Services to improve physical and procedural security and improve mass warning and alert notification capabilities at off-installation facilities.  The memo also provides additional guidance to Service Secretaries in deciding how and when to publish implementing guidance for arming personnel to augment security.  This MARADMIN provides amplifying guidance regarding how the Marine Corps will meet the SecDef timelines along the following three lines of efforts (LOE):  Improve Physical and Procedural Security, Improve Mass Warning and Alert Notification Capabilities, and Augment Security.
2.  Improve Physical and Procedural Security LOE.  Headquarters Marine Corps (HQMC) will direct, via message, further guidance to complete physical security surveys of all off-installation facilities and sites.  The surveys will concentrate on physical security requirements with the intent of improving site security and understanding the risk to personnel; any recommendations will include practical security upgrades and procedural improvements.
3.  Improve Mass Warning and Alert Notification Capabilities LOE.  Mass notification warning systems are intended to provide warning and response directions within 10 minutes of an incident notification.  Mass notification systems provide a host of alert capabilities that include indoor speakers, outdoor speakers, computer, phone and text notifications.  While our installation capabilities are robust, off-site facilities require further analysis.  HQMC has directed, via message, an exercise to review emergency action plans with local law enforcement and first responders and test current mass notification and warning systems for off-site facilities not later than 29 October 2015.  The intent is to identify any gaps and take the necessary steps to improve mass warning and notification at all locations where Marines and civilians work.  All Marines should contact local municipalities and enroll in their municipal, county or state local mass notification and emergency alert systems for increased situational awareness.
4.  Augment Security LOE.  In accordance with SecDef guiding principles for augmenting security, HQMC will publish separate policy for augmenting security and arming personnel.
5.  Recommendations enclosed in the Secretary of the Navy-directed command investigation into the shooting incidents at the Chattanooga Navy Operational Support Center and the Armed Forces Recruiting Station on 16 July 2015 will be incorporated into the LOEs.
