GENTEXT/REMARKS/1.  Purpose.  This maradmin updates policy and provides guidance for the FY 17 SRRB and establishes the USMC Executive Contract Services Board (ECSB) to provide oversight to the Marine Corps acquistion of contracted services.
2.  Background.
2.a.  The Marine Corps continues to expend a substantial portion of resources on contractual services.  In all fiscal environments, but most significantly in the current resource constrained environment, it is imperative the validation of each contract service requirement is conducted prior to the expenditure of funds.  The SRRB process provides commanders a mechanism for validating contract services requirements and provides the Marine Corps a mechanism to conduct service-level analysis to identify potential contract services efficiencies.
2.b.  The Department of Defense(Apostrophe)s instruction on the acquisition of services (Tab A) establishes policy, assigns responsibilities, and provides direction for the acquisition of contracted services.  In the absence of a SECNAV instruction, commands will adhere to the guidelines as outlined in the DoD instruction.
2.c.  The FY16 SRRB process implementation (Ref B) initiated the Marine Corps(Apostrophe) directed contract services requirement validation.  The results of the FY16 SRRB provided some key lessonslearned which have and been applied to this guidance to include changing the SRRB reporting requirements to semi-annual, standardization of the reporting requirements, inclusion of the requirement for contract option years, and the establishment of the Marine Corps ECSB to provide service-level contract services oversight.
3.  Action
3.a.  Each Headquarters Marine Corps (HQMC) agency and Marine Corps command with contract service requirement that exceeds the simplified acquisition threshold (Dollar Sign) 150,000 is required to conduct an SRRB.
3.b.  The following HQMC agencies and Marine Corps commands are to consolidate reporting requirements for subordinate commands/organizations and designate a contract services point of contact.

3.c.  The SRRB validation authority shall be established at the first General Officer (GO) or Senior Executive Service (SES) member in the chain of command.  Delegation of this authority to the O-6/GS-15 level requires a waiver approved by the Executive Contract Services Board (ECSB) in advance of any SRRB approval.  Waivers must be obtained at least one month prior to submission of SRRB results to the ECSB.
3.d.  The SRRB should include representatives from the comptroller, applicable contracting office, and counsel/local area counsel offices.  Information Technology related contract service requirements should also include the command information officer.  The SRRB validation authority may also specify additional SRRB members and/or the level of participation deemed appropriate (e.g., Total Workforce Management expert).
3.e.  The SRRB is a requirement validation tool(semicolon) SRRB approval does not constitute a promise to fund or a promise to award a contract.  Final decisions related to contract execution, such as determining contract type, small business participation and/or limiting competition, are reserved for contracting officers.
3.f.  SRRB results shall be submitted semi-annually with the planned acquisition of contract services within FY17 due no later than 1 Aug 2016.  An updated submission shall be provided no later than 1 Feb 2017 to capture contract services not planned but executed and/or anticipated to be executed within the remainder of the fiscal year which were not previously submitted.  Unanticipated contract services following the February submission must still be approved by an SRRB before submission to contracting or funding release.
3.g.  Proof of SRRB approval must be provided to the contracting authority prior to contract or contract option execution.
4.  SRRB requirements
4.a.  All contract service requirements that exceed the simplified acquisition threshold (SAT) of (Dollar Sign) 150,000 shall be validated by the SRRB.  The SAT is defined as the total price or total estimated cost of the contract, task order, including the base period with all options and all optional periods inclusive of all optional tasks.  The SRRB shall review and revalidate service contract options exceeding (Dollar Sign) 150,000 annually with proof of SRRB review submitted to contracting authority prior to option year execution.
4.b.  SRRB validation shall include contract services submitted to Marine Corps contracting offices and to other Department of Defense (DOD) and non-DOD activities for contract execution.
4.c.  Marine Corps activities receiving funds from another Marine Corps command will rely on the originating command(Apostrophe)s SRRB validation.  An additional SRRB review is not required.
5.  SRRB Internal Controls.  Marine Corps commands must identify, document, and implement appropriate internal control processes to ensure that funding documents for contract service requirements are not submitted to contracting officers without SRRB validation.
6.  SRRB Submission.
6.a.  The SRRB shall be documented in writing and signed by the approving authority.  The documentation will consist of a summary letter and listing of reviewed contract service requirements using the SRRB template.

7.  USMC Executive Contract Services Board (ECSB)
7.a.  Purpose of the ECSB is to: 1)  Provide service level oversight and processes development for the effective management, planning, and execution of services acquisition within the Marine Corps, 2)  Develop processes to ensure SRRB requirements are reviewed, validated, and approved, 3)  Identify opportunities for service level sourcing to reduce contract duplication and increase overall acquisition efficiencies, 4)  Provide service level contract services leadership to improve planning, execution, and collaboration to achieve greater efficiency and reduce costs.
7.b.  The ECSB is comprised of the Assistant Deputy Commandant,Program and Resources, Assistant Deputy Commandant, Installation and Logistics, and the Executive Director, Marine Corps Systems Command.  Budget and Execution Directorate, Programs and Resources will serve as the ECSB Secretariat and the Marine Corps POC for contract services to the Department of the Navy and other higher Headquarters.
7.c.  The ECSB will meet no less than quarterly.
