GENTEXT/REMARKS/1. Background: The Marine Corps continues to make strategic information technology (IT) investments to ensure the Marine Corps Enterprise Network (MCEN), enterprise applications, and mission systems are positioned to support forward deployed warfighting needs. IT investments extend from the fighting hole to flag pole encompassing server virtualization, advanced network technologies, cloud capable platforms, and innovative software applications. In support of these IT investments, the Marine Corps will host the first annual Marine Corps Mobile Application Challenge (MCMAC).
2. Mission:
The purpose of MCMAC is to accept creative and innovative applications capable of running on either an Android or Apple device. Application categories will include the following:
2.a. Quality of Life applications. This category of application can include applications that address liberty, food service, Permanent Change of Station (PCS) information, training, financial management, safety and force preservation, or other areas supporting quality of life of Marines and their families.
2.b. Physical Fitness. This category of applications spans the spectrum of fitness and nutrition including a workout of the day, Combat Fitness Test/Physical Fitness Test (CFT/PFT) training curriculum, healthy eating, or applications that touch on physiological health.
2.c. Warfighting Applications. This category of applications contributes to warfighting functions, situational awareness, content presentation, communications, coordination, collaboration, or control in expeditionary environments.
3. Execution
3.a. Interested Marines must submit a letter indicating their intent to participate in this event. A letter of intent template is available at the MCMAC website (see para 6.h). Letters of intent are due by 2359 EST on 30 September 2016 and can be submitted via the MCMAC website, by email at MCMAC(AT)usmc.mil or by postal mail at the address listed in para 6.a below.
3.b. Submissions are due by 2359 EST on 5 November 2016. Marines will develop their application, then submit their source code, sample data, instructions to compile their application, and a one minute video describing how their application functions via the MCMAC website. Additional information and technical instructions can be found on the MCMAC website, see paragraph 5 for additional information.
3.c. Submitted code will be compiled, tested, and installed on the appropriate Android or Apple handheld device as designated by the developer. A list of available devices is provided at the MCMAC website at https:(slash,slash)mceits.usmc.mil/sites/MCMAC/default.aspx or can be received by emailing MCMAC(AT)usmc.mil.
3.d. Applications will be evaluated by a Marine Corps team beginning 16 November. Three applications will be selected and the winning participants will be announced no later than 21 November 2016. The winners will be offered the opportunity to attend and be recognized at the Charleston Defense Contractors Association Government and Industry Partnership Conference in Charleston, SC, from 7 to 9 December 2016. HQMC (C4) will fully fund TAD orders. Orders must be approved by the command of the winner based on impact to unit mission.  
4. Eligibility Requirements:
4.a. The MCMAC is open to all active and reserve component Marines.
5. Submission Requirements: Marines are required to submit the following items to qualify for this challenge.
5.a. The following item is due by 2359 EST on 30 September 2016:

5.b. The following items are due by 2359 EST on 5 November 2016.
5.b.1. The complete source code and executable for the submitted application in zip file format.
5.b.2. Instructions for compiling the submitted application.
5.b.3. Sample data file, if application uses data, see paragraph 6 for data restrictions.
5.b.4. A one minute video explaining their application. Videos must be provided in either AVI or MPEG format.
5.b.5. A completed letter of certification. The letter of certification template is available at https:(slash,slash)mceits.usmc.mil/sites/MCMAC/default.aspx or can be requested by emailing MCMAC(AT)usmc.mil.
6. Coordinating Instructions:

6.b. 6.d. Submissions containing inappropriate material, sexual, violent, abusive, harassing, offensive, or insulting content will be disqualified.
6.e. Software must compile and run on either an Android device or an Apple iPhone. Specific models and software versions are available at https:(slash,slash)mceits.usmc.mil/sites/MCMAC/default.aspx or by emailing MCMAC(AT)usmc.mil.
6.f. Use of person personally identifiable information (PII), sensitive, restricted, or classified data is not authorized for this challenge.
6.g. The MCMAC website is accessible from personal computers with a USB smart card reader (Common Access Card (CAC)), which may be available through your local command Information System Coordinators (ISCs).
7. Administration and Logistics:
7.a. All products submitted for the MCMAC become the property of the USMC.
7.b. Marines are directed to review the MCMAC website for technical instructions, frequently asked questions, “how to” documents, discussion board, and software development information.
8. Command and Control.  Commanders are encouraged to support participation of all Marines that desire to participate in this event.
